DEFENSE LOGISTICS AGENCY J&A : SPRDL1-17-R-0297
No Access to Previous J&A available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
PART II - Technical Information and Certification
1. The US Army TACOM LCMC requires the acquisition of the above item. The only approved source(s) for the above item is (are):
a. Contractor(s) Name: EFW Inc.
Cage: 0WEC9 Part Number: 479311-00
2. Reasons the item is not suitable for full and open competition:
a. Status of the Acquisition Data: Currently the U.S. Government does not own any drawings or specifications for Front Panel Assembly, EFW Inc. (CAGE Code 0WEC9) Part Number 479311-00. Therefore, the U.S. Army, RCDECOM-ARDEC Product Data Management Office cannot generate a Technical Data Package (TDP) that DLA could use to support a competitive procurement for the production of this item.
b. Efforts to Increase Competition or Qualify a New Source in Relation to this Procurement: To date the U.S. Government has not purchased any of the detailed technical data from EFW Inc. regarding the present proprietary design by which competition of this item may be accomplished. At this time funding to purchase or develop competitive data is not available. It is estimated that to develop detailed competitive technical data for this item would take 6 months and $500,000. It would then take an additional $500,000 and another 6 months for a new vendor to qualify their part produced to this technical data for use on the A3, A3 BFIST, M7- SA BFIST & ODS-SA Bradley Turrets. Only after this part was qualified for use on the Bradley Fighting Vehicle System would the technical data it could be considered adequate for a full and open competitve procurement of this item.
c. Demonstration of Approved Contractor's Unique Qualifications: EFW Inc. is the subcontractor who developed the original Turret Processor Unit (TPU), the TPU-II and the Single Card Turret Processor Unit (S-TPU) which all use Front Panel Assembly, EFW Part Number 479311-00. These Line Replacable Units (LRUs) containing this Panel all passed the on-vehicle testing for the A3, A3 BFIST, M7- SA BFIST & ODS-SA Bradley Turrets. For the last 15 years, EFW, Inc has manufactured all of the Front Panel Assemlies used in these Bradley Turrets currently in the U.S. Army. No other contractor has produced Front Panel Assembly, EFW Part Number 479311-00 used on these various Bradley Vehicles.
d. Efforts to Qualify Additional Suppliers for future procurements: As stated in paragraph 2b above, it is not cost effective for the Government to consider competition of this spares requirement because of the lack of funding for developing competitive

1. Description of Action: The Government will solicit the required item on Request For Proposal (RFP) SPRDL1-17-R-0297 and will negotiate a Firm-Fixed-Price contract with Elbit Fort Worth Inc., (CAGE: 0WEC9) for Part Number 479311-00.
2. Efforts to Obtain Competition: Although this procurement will be restricted to the above source(s), every effort will be made to obtain potential sources by synopsis through the FedBizOpps system.
3. Interested Sources: To date, no other sources have expressed a written interest in the acquisition of this item. Should potential sources respond to the synopsis in FedBizOpps, they will be evaluated by the appropriate engineering office as an alternate source.

Fair and Reasonable Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable DLA Land Warren will use the appropriate acquisition procedures and price and/or cost analysis to determine that the contract price is fair and reasonable. NSN: 5975-01-499-5493 has been determined to be as a non-commercial item through market research. Due to the dollar value not expected to exceed $750,000.00, Certified Cost or Pricing Data will not be obtained in accordance with FAR 15.403-4(a)(1).
