knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.

PART II - Technical Information and Certification

1. The US Army TACOM LCMC requires the acquisition of the above item. The only approved source(s) for the above item is (are):

a. Contractor(s) Name: General Dynamics Land & Systems (GDLS) Cage: OH0X3 Part Number: 12473058-4

2. Reasons the item is not suitable for full and open competition:

a. Status of the Acquisition Data:

The unique military grade Monochrome Display (PN: 12473058-4) is a vital part of the Improved Driver’s Integrated Display (IDID) (PN: 12467509-3) which is in turn part of the overall used on the M1A2 ABRAMS TANK Continuous Electronic Enhancement Program (CEEP) & System Enhancement Package Version 2 (SEP v2).

The government has limited rights in accordance with DFARS 252.227-7013 and 7017;

however; The technical data package for the customized Monochrome Display is considered inadequate for competitive procurement because it is a source controlled top drawing with only one approved source of supply and the drawing does not disclose all the information necessary to produce the Monochrome Display. The unique military grade Monochrome Display was developed, designed, built, and tested at General Dynamics Land & Systems (GDLS) expense. This item is proprietary to GDLS, who is the actual (or original equipment) manufacturer.

Thus, the Government does not own a competitive TDP for this item, and no other contractor can viably provide this item to be used on the M1A2 ABRAMS TANK Continuous Electronic Enhancement Program (CEEP) & System Enhancement Package Version 2 (SEP v2).

Based on the above information, sole source procurement to GDLS is the only method of procurement currently available to insure supportability of fielded vehicles.

b. Efforts to Increase Competition or Qualify a New Source in Relation to this Procurement:

There are no current plans to acquire a competitive TDP because funds are not available to acquire the data necessary to support a competitive acquisition. In addition to not having the information necessary to develop a competitive TDP, ARDEC-RI engineer estimates that the cost to develop a competitive package for this item through reverse engineering, qualification procedures and engineering analysis are listed below:.

* Monochrome Display

Estimated costs associated with reverse engineering: $250,000 Estimated time associated with reverse engineering: 24 months

Estimated costs associated with the development of qualification procedures: $550,000 Estimated time associated with the development of qualification procedures: 12 months

Estimated costs associated with the conducting engineering analysis: $500,000 Estimated time associated with the conducting engineering analysis: 24 months

The aggregate cost of reverse engineering; writing the qualification procedures and conducting an engineering analysis would be at least one million three hundred thousand dollars ($1,300,000) which would not be recovered through subsequent competition.

The aggregate delay in the acquisition process for reverse engineering Monochrome Display (PN: 12473058-4); the preparation of qualification procedures and for the engineering analysis to determine if a new source met the qualification procedures is at least sixty months. A delay of this scale is unacceptable in fulfilling the army’s requirements and would have significant detrimental impact on the army’s ability to support the soldier in the field.

This will not be a government funded reverse engineering effort because the approved source of supply has more than enough customized military grade Monochrome Display (PN: 12473058-4) available. Thus, if any contractor decides to take on an effort to reverse engineer and/or procure proprietary data, the new contractor will be solely responsible for taking on all of the cost listed in the above paragraphs with little to no assistance from the government.

c. Demonstration of Approved Contractor's Unique Qualifications:

General Dynamics Land & Systems (GDLS) has the unique experience with the Monochrome Display (PN: 12473058-4) required to meet the requirements timeframe to prevent further delay of meeting backorders. No other vendors have been approved for production on this item nor have any other vendors expressed interest in becoming qualified to producing this item.

General Dynamics Land & Systems (GDLS) has successfully produced this item on numerous occasions. General Dynamics Land & Systems (GDLS) has the facilities, personnel, technology and ability to deliver this item in accordance with the Government’s requirements.

d. Efforts to Qualify Additional Suppliers for future procurements:

There are no contractors in the process of being qualified at this time nor will be prior to the contract award due to funding and time constraints.

Qualifying a new source would require a substantial expenditure of the limited funding that has been provided to support the Abrams Vehicles. New sources would require the development of extensive testing and processing procedures. The additional time required for these actions would prohibit delivery of this item in a time frame that would meet the Government’s requirements.

There has not been any expressed interest by any known contractors to become a qualified source to produce this Monochrome Display.

e. Market Research:

On April 4, 2017, ARDEC-Rock Island engineer conducted computer based market research for the Monochrome Display. The results of this search did not yield any information about new production sources for this item. No non-developmental items exist to meet the Government’s need or that could be economically modified to meet the Government’s need that can operate on the M1A2 ABRAMS TANK Continuous Electronic Enhancement Program (CEEP) & System Enhancement Package Version 2 (SEP v2).

A Sources Sought synopsis was posted to FedBizOpps on April 10th, 2017. To date, no sources have provided a response to the notice.

3. Interested Sources: To date, no other sources have expressed a written interest in the acquisition of this item. Should potential sources respond to the synopsis in FedBizOpps, they will be evaluated by the appropriate engineering office as an alternate source.

5. Fair and Reasonable Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. Normal acquisition procedures will be followed to determine that the contract price is fair and reasonable.

The appropriate forms of cost and/or price analysis will be utilized, and negotiations will be conducted if necessary. Due to the estimated dollar value, certified cost and pricing data will be required in accordance with FAR 15.403.
