2. Reasons the item is not suitable for full and open competition:

a. Status of the Technical Data Package (TDP):

A Technical Data Package (TDP) was not purchased with the Hippo. The contractor owns the drawings of the Diesel Engine. The Hippo system requirements are broadly defined by purchase description ATPD 2319.

b. Efforts to Develop a Competitive Package:

(1) Limitations to developing a Competitive Package (R&D Effort) or Procuring Proprietary Data or Qualifying Additional Sources: Cost / Delay

Cost: The MIL-MAR/WEW configuration diesel engine module was extensively tested to insure it meets operational and reliability requirements.

Developing additional sources for the engine module would require reverse engineering and developing production drawings. Testing of an alternate engine module would be required to assure functionality and reliability. Reverse engineering, drawings and testing costs are estimated at over $600,000. It is not anticipated that a limited procurement of engine modules would justify this cost.

Additionally, logistical support would have to be developed and maintained each time a new engine a module is introduced into the Hippo.

Delay: A delay in delivery of 24 to 30 months can be expected in making the procurement competitive. This time includes the development a competitive TDP, the preparation of a new contract and the completion of first article testing.

(2) Limitations to reverse engineering: Cost / Delay

The diesel engine module could be reverse engineered at a significant cost. It is unlikely that this cost could be recovered, since future buys are expected to be for small quantities similar to this procurement.

(3) Quantities are too small to justify the cost to increase competition

Approximately 2800 Hippos have been fielded and only 14 diesel engines are required. Spreading the approximately $600,000 cost over such low quantities is not cost effective and would not allow for recoupment of our investment.

c. Demonstration of Approved Contractor's Unique Qualifications:

(1) The present Hippo Diesel engine module passed the following tests to assure compliance with the requirements: Functional, Reliability and Maintainability, Rail Impact, Low Velocity Air Drop, High Temperature Storage and Operation, Low Temperature Storage and Operation, Humidity, Dust, Sand, SPRDL1-17-R-0140
