PART II - Technical Information and Certification
1. The US Army TACOM LCMC requires the acquisition of the above item. The only approved source(s) for the above item is (are):

2. Reasons the item is not suitable for full and open competition:
a. Status of the Acquisition Data:
The DRU-H-R was originally purchased as a Sole Source item to a L3 Communications.
The Government does not have sufficient information available in order to compete for current requirements for the DRUH-R with a performance specification. The Technical Data Package (TDP) is proprietary. The Government did not purchase the technical data due to the associated cost.
The DRU-H-R is a modular component used in the Modular Azimuth Positioning System Hybrid, which in turn is part of the AN/TPQ-36/37 FIREFINDER (FF) Radar Systems.
The DRU-H-R is a positioning and orienting sub-system for use on weapon and target systems. The DRU-H-R is a self-contained high accuracy inertial navigation system.
The DRU-H-R provides continuous outputs utilizing ring-laser gyro and accelerometer technology. The DRU-H-R provides Universal Transverse Mercator (UTM) Northing and Easting coordinates as well as altitude and attitude (Azimuth, Pitch, Roll) data.
The only approved source is L-3 Communications Space & Navigation Division.
b. Efforts to Increase Competition or Qualify a New Source in Relation to this Procurement:
There are no current plans to acquire a competitive TDP. Funds are not available to acquire the data necessary to support a competitive acquisition.
In addition to not having the completed information to develop a competitive TDP, ARDEC-RI estimates that the total cost to develop a competitive package for this item is estimated to be $2,800,000 based on reverse engineering, qualification procedures and engineering analysis. Efforts to recover this cost through subsequent competition would depend on future demand and unknown purchase quantities.
