There is no procurement history for the PDCU-R or PCU-R therefore no previous J&A is available.

2. Reasons the item is not suitable for full and open competition:

a. Status of the Acquisition Data:

The PCU-R (power conditioning unit replacement) is a Sole Source item to Sechan Electronics. The Government does not have sufficient information available in order to compete for current requirements for the PCU-R with a performance specification. The Technical Data Package (TDP) is proprietary. The Government did not purchase the technical data due to the associated cost. The PCU-R was developed by Sechan for the upgrade of the PDFCS (Paladin digital fire control system) on the A6 and A7. It is specifically engineered to provide the unique power requirements for the Fire Control System. The specs on the system are quite detailed and any alternative would need to be tested extensively.

The PDCU-R (paladin digital computer unit replacement) is also sole source to Sechan Eletronics. Again, the TDP is proprietary and the government does not own sufficient information to complete the item. The item is specifically engineered for the PDFCS and would require extensive testing to qualify an alternative source.

b. Efforts to Increase Competition or Qualify a New Source in Relation to this Procurement:

There are no current plans to acquire a competitive TDP. Funds are not available to acquire the data necessary to support a competitive acquisition.

In addition to not having the completed information to develop a competitive TDP, ARDEC-RI estimates that the total cost to develop a competitive package for this item is estimated to be $550,000 for the PCU-R and $650,000 for the PDCU-R based on a study done by the Space Power Institute on the cost of developing custom power supplies which estimated labor hours, multiplied by current labor rates.

PCU-R

Estimated time associated with the development of qualification procedures: 4 months.

Estimated costs associated with the conducting engineering analysis: $50,000.

Estimated time associated with the engineering analysis: 3 months.

PDCU-R

$150,000.
