MARKET SURVEY
Auxiliary Power Unit (APU) for the M88A1/A2 Recovery Vehicle
PREFACE:
This is a DLA Land Warren Market Survey for manufacturing and delivery of subject APU (National Stock Number 6115-01-465-8922). The NAICS code proposed to be used is 335311.
OBJECTVES:
DLA Land Warren is conducting a market survey to determine industry’s interest and capability for the manufacturing and First Article Test of this APU.
INTENT:
By use of this survey, it is DLA Land Warren’s intent to compile results of this survey to determine what types of businesses can satisfy this requirement. Capability and responsibility factors are necessary in terms of manufacturing knowledge, resources to furnish this critical component and adherence to a first article test.
ACQUISITION PLAN:
Subject to change, but the current strategy is awarding one or more contracts under a firm-fixed price scenario through a three-year Indefinite Delivery/Indefinite Quantity long term contract. The current minimum guaranteed quantity is 7 EA, with a potential total quantity over the life of the contract of 138 EA.
DESCRIPTION OF Auxiliary Power Unit (APU):
The Auxiliary Power Unit (APU) provides electrical and hydraulic power to the M88A1/A2 Recovery Vehicles for auxiliary and emergency functions. It consists of a Hatz 2G40 2-cylinder diesel engine coupled to a chain-driven gear case that in turn drives a hydraulic pump and a 300-Amp generator which also acts as the starter. The APU is used to charge the vehicle batteries, power the hydraulic impact wrench, and power the refuel/defuel pump etc. In case of emergency, the APU can be used to raise/lower boom or spade, retrieve main/hoist/auxiliary winch cables under no-load conditions, or lower a hoisted load to ground.

DLA Land Warren must receive responses to this market survey by April 17, 2017. The Government does NOT wish to obtain proprietary or classified documents as a result of this market survey. Your input is voluntary and no compensation will be made for your participation in this survey. No classified or proprietary documentation will be accepted.

No contract will be awarded from this market survey. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking participants to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned and will be used for program planning purposes. The Government is not obligated to notify respondents of the results of the survey.

3. General:
a. Describe the types of small diesel engines, generators, and/or APUs your company currently manufactures or repairs. Have your components been sold, leased or licensed to the general public?
b. Has your company been awarded direct government contracts and/or awarded subcontract work from Defense prime contractors for small diesel engines, generators, and/or APUs in the past five years? Please explain the types of parts, the end-item weapon systems, and identify any contract numbers and awarding agencies and/or companies.
c. Are you capable of assembling and performing first article testing on an APU per drawing 12367093? If so, identify comparable components you have assembled/manufactured, tested, and delivered in the past (private and public customers).
d. Does your company currently have a quality control process in place?
e. Do you have experience packaging items In Accordance With (IAW) a MIL-STD and/or Special Packaging Instruction (SPI)? Please explain packaging experience.
f. Describe your experience applying a Unique Identification (UID) for government purposes.
g. Are you currently under any type of agreement that would prohibit you from competing as a prime contractor for the manufacturing of this APU?
4. Technical:
a. Do you have, or are you capable of building, a test stand to measure engine RPMs, generator voltage, generator current, hydraulic pump pressure, and hydraulic pump flow rate IAW testing requirements on drawing 12367093? Please provide testing capabilities. If not, have you worked with a subcontractor for testing requirements? Describe type of work done.
b. Do you have a cold chamber that can verify APU starting capabilities at -25°F? Please provide details. If not, have you worked with a subcontractor for cold starting requirements? Describe type of work done.
a. Are you able to dot peen, engrave, electro/chemical etch, or laser engrave a Unique Identification (UID) marking IAW MIL-STD-130? Describe UID marking experience.
