The Defense Logistics Agency Land and Maritime is seeking to procure a Cab, Dressed for the M1070A1 Heavy Equipment Transport Truck on a sole source basis from the original equipment manufacturer. Reverse engineering the Cab, Dressed would cost an estimated minimum of $1,050,000 and take at least 18 months to complete due to the numerous integrated systems involved. At the current annual usage rate of one unit per year and assuming 25% savings from competition, it would take over 25 years to recover the costs of reverse engineering through subsequent competitive procurements. A sources sought notice was posted to the System for Award Management with no responses received. As a result, effective competition cannot be obtained for this procurement.

Technical Data Package (TDP) or specifications.
The Cab, Dressed has all the control and crew accommodations for the vehicle. The Cab, Dressed houses numerous separate systems, to include but not limited to;
transparent armor, armor plating, steering systems, dashboard displays, heating and cooling systems, seats and occupant restraints. Each of the sub systems will need to be verified separately prior to integrating them into the finished product. Without proper and complete qualification and integration testing the vehicle will not function.
Premature failure of any of the sub-parts in the field could result in injury of the operator the crew and mission failure, which could jeopardize the Army’s mission in a potentially adverse operational environment.
The Ground Vehicle Systems Center (GVSC) Diminishing Manufacturing and Reverse Engineering has estimated that reverse engineering the Cab, Dressed (NSN: 2510- 01- 595-6191) would cost an estimated minimum of $450,000.00 with a lead time of 9 months for reverse engineering work to include design, development, obtaining statistically correct tolerance levels, TDP generation, and production. In addition, the Cab, Dressed would have to undergo qualification testing/PVT testing on a M1070A1 Heavy Equipment Transport Truck, which would have an additional lead time of 9 months and cost an additional estimated minimum of $600,000.00.
In total, reverse engineering would cost $1,050,000 and would take a minimum of 18 months to complete.
The Government would not be able to recover, through subsequent competition, the duplication of costs involved in either procuring the proprietary data or reverse engineering the item to create a competitive build to print technical data package within a reasonable time frame. At the current average usage rate of 1 unit each year, a current unit cost of , and assuming 25% savings achieved through competition, the in annual savings would take over years to offset the estimated $1,050,000 cost of reverse engineering the item and qualifying another source.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in section 5 above we are not pursuing competition for this item.
SOLE SOURCE: Notices required by FAR 5.201 will be posted.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 1/4/2023 and was open for 15 days. No responses were received.
