CONFIGURATION BASELINE

Part Revisions The Government shall be notified of any changes in parts to manufacture these items (Configuration Control/Management) per CDRL DD Form 1423 for DI-MISC-80711A. The Government does not have to accept items that have configuration changes not approved by the procuring Government activity.

Obsolescence Reporting The contractor shall provide source data that will enable the identification, forecasting and management of piece part obsolescence impacts and mitigations. The DMSMS data shall be provided in accordance with the CDRL (DD Form 1423) for DI-PSSS-81656B.

Ozone Depleting Chemicals There are no Ozone Depleting Chemicals used in these items.

Year 2000 Year 2000 (Y2K) does not affect any of these items.

Special Instructions IUID: All items shall have an IUID assigned and marked in a conspicuous area of the item so as to not interfere with usage. IUID shall be IAW DFARS 252.211-7003 Item Unique Identification and Valuation.

IUID shall include but not be limited to NSN, Serial Number, part number and nomenclature. Marking shall be permanent Human Readable characters per MIL-STD-130N (1).

Requirements for Value Engineering. The submission of VECPs is encouraged to eliminate unnecessary requirements, reduce costs, and improve functionality of Team Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) managed weapon systems. VECPs can increase the value of delivered products and services and improve contractor profit. FAR clause 52.248-1 is incorporated by reference.

Acceptance Test Procedures. One hundred percent (100%) Acceptance testing shall be performed during the contract IAW the Ultrax Test Procedures:

Electro-Static Discharge Labels: All items shall have an ESDS caution note and symbol per MIL-STD-130N with change 1 paragraph 5.9 on the item as required. The caution note and symbol shall be in a location readily visible to personnel that does not interfere with the normal operation of the item or obstruct any other markings as required by MIL-STD-130N with change 1 and the procurement contract.

Electro-Static Discharge Sensitive (ESDS) Warranty Items. All ESDS warranty items returned for repair shall insure that the ESDS caution note and symbol per MIL-STD-130N with change 1 paragraph 5.9 on the item are still legible after repair as required. The caution note and symbol shall be in a location readily visible to personnel that does not interfere with the normal operation of the item or obstruct any other markings as required by MIL-STD-130N with change 1 and the procurement contract.

PACKAGING

Wood Packing Material: Wood Packaging Material in compliance with ISPM-15, Regulation of Wood Packaging Material in International trade, is applicable. Marking shall be in accordance with MIL-STD-129R. RFID Requirements shall be in accordance the Section ‘F’ clause, DFARS 252.211-7006, of the contract. Wood Packaging Material (WPM) shall meet the requirements below.

Nonmanufactured soft and hard wood materials identified as intended for use in the construction of wooden pallets, wood containers, and blocking and bracing shall be heat treated (HT) to a core temperature of 56 degrees Centigrade for 30 minutes, certified, and marked by an accredited agency recognized by the American Lumber Standards Committee (ALSC) in accordance with their Nonmanufactured Wood Packing Policy and Nonmanufactured Wood Packing Enforcement Regulations, both dated 30 May 2001.

Packaging shall be in accordance with MIL-STD-2073-1E w/Chg 1, Level of Pack (LPK), B, and Quantity Unit Pack (QUP): 001. I attached edited DS7029-DS7033 with packaging requirement codes.

New WPM: New WPM acquired by DoD Components to include contractors, shall be compliant with International Standards for Phytosanitary Measures (ISPM) Number 15, Regulation of Wood Packaging Material in International Trade (2009), United Nations (UN), Food and Agriculture Organization (FAO). Within the United States, the DoD Components and contractors shall also adhere to the American Lumber Standard Committee (ALSC) and the National Wood Pallet and Container Association (NWPCA), guidelines on “Pest Free” WPM. In overseas areas, DoD Components shall procure all WPM in compliance with host nation implementation of UN IPPC Phytosanitary standards, if such standards have been implemented.

Handling, Storage, Preservation, Packaging and Shipping. The contractor shall establish, maintain, control and be responsible for the handling, storage, preservation, packaging, and shipping to protect the quality of the materials and to prevent damage from loss, deterioration, degradation, or substitution of products.

16. REMARKS: Data Item Description DI-MISC-80711A: Delete block 10 instructions entirely and follow instructions herein.

The contractor shall prepare and submit RFCs for Government review in accordance with the section 2.0 for Configuration Management when there is a Major change to or departure from the contractual baseline.

All RFCs for Major changes shall be submitted for Government review within 5 working days of Contractor approval and prior to presentation for acceptance, but not later than 30 days, of any such product. The Government has up to 90 days for review of the change(s). During this review of the changed configuration the Contractor’s performance review on deliveries shall not be affected.

All deliveries shall be in digital format. All digital files shall be provided both by electronic submission, e.g., e-mail, FTP, etc., as arranged with the requiring office, and also by CD ROM readable by computers running Microsoft Office 2003 or later suite of applications (MS Word, MS Excel, MS PowerPoint, and MS Project, etc.).

Alternative delivery media may be discussed with the Contracting Officer prior to delivery.

16. REMARKS:

Item 12: Delivery of DMSMS Data shall be within TBD days after award of contract. Subsequent reports to be submitted semiannually (every 180 days) until conclusion of contract. Government has 60 days to review and determine acceptance.

See DI-SESS-81656 for DMSMS Data Format and Content requirements.

Data shall be submitted and exchanged electronically in Microsoft Office 2000 or Office XP suite of applications (MS Word, Excel, Power Point, Access, and Project). Alternate formats may be allowed subject to Government review and approval.

If the CDRL Data Deliverable is priced and is not NSP (Not Separately Priced), then an electronic DD Form 250 will be required via the Wide Area Workflow website in order for the contractor to receive payment for the data deliverable (see section G of the Contract). E-mail notification is required with any electronic submission.
