1. The Defense Logistics Agency, DLA Land and Maritime, is the contracting activity.
2. The action being approved is the acquisition of supplies/services on other than a full and open competition basis.
3. The supplies/services required to meet the using activity’s needs are described as follows:

Brief narrative supporting the situation and weapon system:
Warfighter Information Network-Tactical (WIN-T) is the Army's current and future tactical communications network backbone that provides seamless, assured, communications for the Soldier along with advanced network management tools to support implementation of a commander's intent and priorities. WIN-T Increment 1 establishes a network backbone that provides the full range of data, voice and video communications to battalion and above echelons using satellite and line-of-sight communications nodes that set up at-the-quick-halt to successfully meet operational requirements. WIN-T Increment 1 is used extensively in support of vital Army missions throughout the world.
The Acquisition Method Reason Code (AMRC) assigned to NSN 5895-01-606-5623 and NSN 6020-01-604-2963 is “3B”.

The use of the authority cited below:
[X] AMC 3. Acquire directly from the actual manufacturer, whether or not the prime contractor is the actual.
The use of the authority cited is based on:
[ X] (b) AMSC B. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
6. Efforts to ensure that offers are solicited from as many sources as practicable are:

[X] Other. (Explain): The solicitation was solicited under SAT and posted on August 22, 2017, via Federal Business Opportunities (FBO) website and the official Government Point of Entry (GPE) for any and all interested vendor to bid.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable. This contract will provide for a one-time purchase of NSN 6020-01-604-2963 (Qty 90 ea) and NSN 5895-01-606-5623 (Qty 5 ea), under a Firm-Fixed Price (FFP) contract, using commercial item acquisition procedures. The original Independent Government Cost Estimate (IGCE) projected the total price for the purchase of these NSNs in the specified quantities to fall under the Simplified Acquisition Threshold (SAT) of $150,000.00. However, it was later discovered by the Technical Expert, , Electronics Engineer for CECOM, that the IGCE for NSN 5895- 01-606-5623 was grossly underestimated in error. Other than certified cost or pricing data was obtained in support of the fair and reasonable price determination in the form of first-time buy questionnaires from GDMS, provided on January 18, 2017. Per FAR 15.404-1(b)(2)(ii), price analysis was conducted comparing historical prices paid by both commercial and Government entities, and adjusted for quantity using a learning curve and time using the Producer Price Index (PPI). In addition, per FAR 15.404-1(b)(2)(v) price analysis was conducted comparing the proposed pricing with the IGCE for both NSNs, developed by the Technical Expert.
8. Market Research/Efforts to Obtain Competition:
The Market research for this acquisition was performed via a Sources Sought Announcement (SSA) on FedBizOpps, from March 3, 2017, to March 20, 2017. The Contract Specialist also reviewed Haystack, the internet and WebFlis, and no additional sources were identified. General Dynamics Mission Systems expressed an interest via email and was capable of providing both NSNs.
Therefore, General Dynamics Mission Systems, being the developer, integrator, and Original Equipment Manufacturer (OEM) of the WIN-T Increment 1 system, is the only entity at this time that could meet the Government’s requirement for these items.
Future requirements will be advertised in the FedBizOpps website (www.fedbizopps.gov) in order to ensure that potential alternate sources are aware of the requirement. The Government will continue to conduct market
