1. The Defense Logistics Agency, DLA Land and Maritime, is the contracting activity.
2. The action being approved is the acquisition of supplies of the MULTIPLE FUEL OUTBOARD ENGINE (NSN 2805-01-555-6505). Other than a full and open competition basis per FAR 6.302-1 and 10 U.S.C. 2304 (c) (1) will be utilized after market research (FAR 10) and U.S. Marine Corp tech data it was determined that the NSN on the requirement is sole source to BRP US Inc (1UVT5) which is a large U.S. manufacturer.
3. The supplies/services required to meet the using activity's needs are described as follows:

The following is the Item description MULTI FUEL OUTBOARD ENGINE (NSN# 2805-01-555-6505)
The Evinrude’s Multi-Fuel Engine is the first outboard engine capable of running on multiple fuel types including standard gasoline, kerosene, and even jet fuel. While not designated as Evinrude E-TEC engines, the E- TEC technology is incorporated throughout the motor, including E-TEC injectors, the fuel system and an onboard computer. The E-TEC technology that the government depends on is available for civilian-use with the other Evinrude E-TEC engine horsepower ranges. Additional MFE innovations include special cylinder sleeve oiling, modified deflector pins and unique engine mapping systems. The MFE boasts minimal engine noise and low exhaust emissions. The multi-fuel outboard and its boat can be launched from a submerged submarine or airdropped from a helicopter or C-130 Hercules cargo plane. The MFE allows the military to transport outboards via aircraft or ships without having to deal with volatile gasoline fumes.

This item is sole source to BRP US Inc 1UVT5. As a result, BRP US Inc (1UVT5) is uniquely qualified to provide spare parts for the United States Marine Corps. BRP US Inc (1UVT5) is the only known firm that possesses the technical data, drawings and specifications necessary to fulfill the Governments requirements. In addition, much of the design, technical data, material, and manufacturing processes required to manufacture this item was developed by BRP US Inc (1UVT5).
(X) AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.
(X) AMSC H. The Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part from other than the current source(s). This code is applicable only to parts under immediate buy requirements and only for as long thereafter as the deficiency is under review for resolution and appropriate recoding. This code is only assigned at the conclusion of limited screening, and it remains assigned until the full screening process resolves physical data questions and results in assignment of a different AMSC.
If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.

BRP US Inc (1UVT5) as per the technical certificate from U.S. Marine Corps SYSTEM COMMAND
(SYSCOM).
6. Efforts to ensure that offers are solicited from as many sources as practicable are:
(X) The acquisition will be a combined as synopsis and solicitation.

(X) Other (Explain) – A sources Sought was conducted on FedBizOps from May 9, 2017 until May 23, 2017 under solicitation SPRAL117R0017. There was one (1) market survey and one (1) first time buy questionnaire responses received to the sources sought notice that was published for ten (10) calendar days. The market survey and questionnaire was received from BRP US Inc (1UVT5) who is the sole source manufacturer, based from the technical certification that was provided by the U.S. Marines Logistic Command (LOGCOM).

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
Procurement history is available for this NSN 2805-01-555-6505. DLA Mechanicsburg procured this item via contract SPRMM117PYF67 in 2017.

8. Market Research/Efforts to Obtain Competition:
Describe the market research conducted and the results.
A source sought was conducted on FedBizOps from May 9, 2017 through May 23, 2017. In addition to the sources sought, a market survey and first time buy questionnaire was submitted to BRP US Inc (1UVT5) and to Powersport Plus, LLC (6NTV7), for their completion. There was one response received to the source sought notice that was published for ten (10) calendar days. A completed market survey and first time buy questionnaire was received from Jackie Dolch, Government Customer Advocate of BRP US Inc (1UVT5) on June 7, 2017. Furthermore, BRP US Inc (1UVT5) also provide a commercial price list and a letter explaining the commerciality type of this item. The results of the market survey will be discussed in detail under “Type of Information Requested.” An analysis was performed on the information in Haystack and to review if any similar items may be available for comparison for the price analysis or to allow for enhanced competition. The information in Haystack indicated that part number E55MJRLSC is sourced controlled to BRP US Inc (1UVT5), and it does not indicate that it was previously sourced to any other vendor. Finally, the similar part, E55MJRL is available for purchase via GSA Advantage website.
Market Survey [10 U.S.C. 2304(f)(3)(D)]:
A market survey was conducted on/during: market surveys were submitted two ways. The first way was via the source sought (May 9, 2017 through May 23, 2017) which included the market survey and a first time buy questionnaire as attachments. In the notice, it stated that anyone not providing an approved source would need to submit a Source Approval Request (SAR). The second way market research was conducted was sending the market survey and first time buy questionnaire to BRP US Inc (1UVT5), SOURCE SELECTION INFORMATION (SEE FAR 2.101 & 3.104) Page 4 of 6
/sole source) and to Powersport Plus, LLC (1UVT5) via email on May 9, 2017 with a requested response by May 23, 2017.
Total number of vendors contacted: Two (2).
Names of vendors contacted and responding: BRP US Inc (1UVT5) (Mfg) and Powersport Plus, LLC (6NTV7) (dealer) were contacted, but only BRP US Inc (1UVT5) provided a response to the market survey and first time buy questionnaire.
Techniques used to conduct survey: Email (communication) and written survey format technique.
Types of information requested:
As indicated earlier, the OEM; BRP US Inc (1UVT5), was contacted to submit a complete market survey and first time buy questionnaire. The survey consists of approximately 20 general questions and the questionnaire consists of eight questions about the item. Information provided about part number E55MJRLSC, confirms that BRP US Inc (1UVT5), is the manufacturer of this item. Majority of the other questions involved check boxes and (yes or no) answers, miscellaneous questions and final comment section at the very end of the questionnaire. Information sought on the market survey included business size, quantity sensitivity of the item, if the items is carried in the inventory, if a dealer/distributor network exists, the anticipated unit price and delivery of the item, if the item is commercial, which FOB & I/A is acceptable, if the OEM recognized part numbers, and if the contractor is EDI & MIL-STD-129 markings capable.

The sources sought closed and one (1) market surveys with one (1) first time buy questionnaire was received as indicated above.
BRP US Inc (1UVT5) (manufacturer):
The feedback provided by BRP US Inc (1UVT5), included the following; they are a large business manufacturer and sole source provider for NSN 2805-01-555-6505, part number E55MJRLSC. The estimated unit price is for quantity of 16 each. They have provided this item to DLA Mechanicsburg via contract SPRAMM117PYF67 awarded on February 2017 for a unit price of 16,365 and a quantity of 7 each.
Per FAR 2.101 (b) this item is considered commercial per contractor’s information provided during market research.

Information received regarding the commerciality of the item(s): based on market research information and Internet search the item is considered commercial. BRP US Inc (1UVT5) has provided enough evidence that supports this item is available to the commercial market since it is available for purchase via U.S. General Services Administration, GSA Advantage Program, Schedule 84, contract # GS-07F-0066H. Furthermore, BRP’s indicated that the outboard engine (E55MJRL) is a commercial-off-the-shelf product and the multi fuel outboard engine, part number E55MJRLSC for this requirement is modified to meet the Federal Government requirement. BRP US Inc (1UVT5) indicated the EPA (Environmental Protection Agency) requires that all outboard engine manufacturers meet certain clean air standards on all fuels. The multi fuel outboards engine (E55MJRLSC) can run all JP fuels (kerosene based), gas and diesel. The engine for this procurement (E55MJRLSC) meets all EPA requirements while running on gasoline, but due to the multi fuel capabilities, the multi fuel engines are unable to meet the stringent clean air requirements set in place by the EPA on the JP and diesel fuels. Therefore, BRP US Inc (1UVT5) was granted a military use EPA waiver for the multi fuel outboard engines (E55MJRLSC). This waiver allows BRP US Inc (1UVT5) to sell the multi fuel outboards (E55MJRLSC) only to the Department of Defense agencies.
The main commercial part, E55MJRL is available for purchase via U.S. General Services Administration, GSA Advantage Program, Schedule 84, contract # GS-07F-0066H. Therefore, this item is deemed commercial and FAR 12 procedures will be utilized.
Powersport Plus, LLC (6ZT04):
Powersport Plus, LLC (6ZT04) did not return any information. However, since BRP’s website indicated they are an approved dealer and located in Albany, GA, the acquisition specialist will email a copy of the solicitation.
9. Additional facts supporting other than full and open competition are:
(X) Based upon the technical certification on file via the technical certification from SYSCOM technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.
