About this file

This document is a Justification and Authorization (J&A) Memorandum for a sole-source procurement from Miller, a manufacturer of welding equipment. The document seeks to acquire the Miller Weldmaster T300, a specialized heat sealer for manufacturing high-temperature radiological containments made from polyurethane film. Specifically, the Navy's Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) requires this equipment because their current heat sealers cannot effectively seal the new polyurethane film material.

The procurement is being pursued under the simplified acquisition threshold, with Miller identified as the only responsible source. The shipyard has verified that Miller's equipment can produce radiological containments that are not susceptible to damage at high melting temperatures and will not result in loss of detrimental material cleanliness (LODMC) issues. The technical certification is provided by Larin Masuoka, a c970 Communities of Practice Lead, who signed the document on 5/5/2025, indicating this is a future procurement action.

The vendor has successfully heat sealed the polyurethane film that will be used by the shipyard. The seals have been inspected and verified as SAT by cognizant shipyard representatives. PHNSY & IMF has identified this vendors equipment as being able to supply a radiological containment that is not susceptible to damage at high melting temperatures and thus would not result in loss of detrimental material cleanliness (LODMC) issues.
