VOC INFO

Volatile Organic Hazardous Air Pollutants (VOHAP) Identification for National Emission Standards for Hazardous Air Pollutants (NESHAP) Shipbuilding Volatile Organic Compound

(VOC) Certificates (April 2006)

For each batch of coating product from which any quantity of the coating product is supplied to the Government under this contract, the Contractor agrees to provide the Government with a Volatile Organic Content (VOC) certification, as described at 40 C.F.R. 63.785(a)(2). The term “batch” shall have the meaning described at 40 C.F.R. 63.782. The Contractor shall determine the VOC content of each batch in conformance with procedures described at 40 C.F.R. 63.786, or as otherwise approved in writing by the U.S. EPA.

The Contractor shall comply with this requirement to supply hardcopies of the VOC certifications. In the near future when the Navy NESHAP website is available, contractors will be notified and will be responsible for also loading the data onto the Navy NESHAP website.

The Government reserves the right to reject as defective any coating product for which the VOC certification has not been timely provided in the manner described above.

For items shipped to consignees identified by mailing address as agency depots, distribution centers or customer supply centers, the Contractor shall provide one copy of the NESHAP Shipbuilding Batch VOC Certificate in or on each shipping container. If affixed to the outside of each container the NESHAP Shipbuilding Batch VOC Certificate must be placed in a weather resistant envelope.

Additional Note:

Vendor most also email a one copy of NESHAP Shipbuilding Batch VOC Certificate to Contracting Officer.

Mixing ratio: (specify by volume or by weight)

In a letter dated January 7, 1998, the EPA Office of Enforcement and Compliance identified two acceptable methods for certifying the Batch VOC content of coatings subject to the requirements of the National Emission Standard for Hazardous Air Pollutants (NESHAP) for Shipbuilding and Ship Repair (Surface Coating) Operations. In accordance with that guidance the supplier of this coating is required to certify the VOC content of this batch of this coating, utilizing one of the allowable methods noted below.

Check one below

The batch VOC content provided above is based on sound and consistent quality control procedures in batch formulation and manufacturing processes which prevent significant batch to batch variation in product VOC content. The formulation VOC value presented above has a consistent and quantitatively known relationship to the Method 24 result that would be obtained by testing a sample from any quality control approved production batch of this coating. Based on quality control procedures during and after the manufacturing processes used, the manufacturer/supplier certifies that any batch of this product, if tested by analytical test Method 24 of Appendix A of 40 CFR Part 60, will not exceed the VOC content as stated above when used in accordance with manufacturer instructions.

The batch VOC content provided above was determined by individually testing this batch of product using analytical test Method 24 of Appendix A of 40 CFR Part 60.
