STATEMENT OF WORK

for

DESIGN, MATERIAL AND INSTALLATION OF FURNITURE

at PUGET SOUND NAVAL SHIPYARD & INTERMEDIATE MAINTENANCE FACILITY (PSNS&IMF), Naval Base Kitsap, Bremerton, WA Bldg. 850A 3rd Floor SCOPE - This statement of work summarizes those characteristics that are essential to meet the minimum Government need for an on-site installed system of workstations, and various furniture items, for Building 850A 3rd floor at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) Bremerton, WA site per attached drawing.

This Kit furniture system is to include the design, material delivery, and installation of the material as specified herein. The vendor must provide the Bill of Materials (BOM), design drawings, and product specifications with their solicitation response. The design drawings should be provided in an electronic format compatible with AutoCAD 2016.

It is the Government’s intent that the Contractor, awarded this contract, be responsible for the accomplishment of all work detailed by this specification.

The existing furniture system consists of 20 cubicles 7 foot by 9 foot (7’x9’) 63 sq. ft. minimum each. [The existing furniture consists of 16 (7’x9’) cubicles and two (floor to ceiling) demountable walled offices with free standing desks. The 16 cubes, demountable walls and free standing desks consist of the existing furniture that needs to be removed and disposed off-site.] This is a two (2) phase project which shall have a period of time in between (30 day minimum) for the Government to complete construction. Phase one (1) Contractor will be escorted by a Government employee to enter the secured office installation space for the purpose of the contractor to remove and disposal of existing furniture. Phase two (2) Contractor will be escorted by a Government employee into the secured office installation space for installation of new furniture. See Section 3 for Contractor Responsibilities.

PROJECT REQUIREMENTS & SPECIFICATIONS

This project kit consists of furniture installation and design for twenty (20) Standard Cubicles and miscellaneous office storage and ancillary components: one (1) rectangular table, eight (8) bookcases, ten (10) lateral file cabinets, two (2) Rectangular nesting tables, three (3) white boards, and twenty (20) ergonomic mats. The furniture breakdown and specifications are as follows:

Standard Cubicle - 7 foot by 9 foot (7’x9’) 63 sq. ft. minimum. Cubicles shall be modular system furniture. Cubicles identified as numbers 5, 7,14,16,18 in the conceptual layout drawing have a slightly different configuration than the other fifteen standard cubicles. Locking devices per cubicle shall be keyed alike. The following common modular system furniture specifications apply to the attached conceptual layout drawing:

A. Fabric Panels:

1) Each cubicle shall have acoustical fabric panels of different sizes, per the conceptual layout drawing. The quantity can be modified when cubicle panels are shared with contiguous cubicles.

2) Width: minimum of 24” to maximum of 48”.

3) Depth: minimum of 2.5” to maximum of 3”.

4) Height: minimum of 47” to maximum of 67” with adjustable levelers.

5) Panel Core structure shall consist of sound steel framing supporting the perimeter of the panel.

6) Medium Blue fabric finishes with black or dark gray trim.

7) Base of panel shall be structurally sound with steel reinforced framing. Raceway pan shall be a minimum of 4” to maximum height of 8”.

8) Raceway covers may be steel or plastic with molded bezels that have the capability to accommodate power, data, and phone outlets. However, no data or phone jacks/outlets should be included in the design since each of these port services are under separate contract. See Section 3.1.3 regarding service cable installation.

9) Raceway covers may be steel or plastic with molded bezels that have the capability to accommodate power, data, and phone outlets. The vendor does not need to provide data, phone jacks or face plates for this requirement.

10) The panel core shall have Acoustical insulation material with properties as follows:

a) Capable of supporting the Noise Reduction Coefficient (NRC) maximum rating of .9 to a minimum rating of .75;

b) And either an overall Sound Transmission Class (STC) minimum rating of 22 and maximum of 53

c) Or a Noise Isolation Class (NIC) grade minimum rating of 20 and maximum of 40, at 7 feet distance from the panel without sound masking.

To achieve these specifications, in-frame acoustical material may be required.

11) All panel exteriors shall be covered with tackable acoustical material top to base with monolithic panels along walkways and monolithic or tiled panels within the cubicle area. If acoustical panels are within one (1) foot of a structural wall, per the design drawing, these panels shall be open bottom panels below the work surface height to allow user access to wall mounted service outlets.

12) Base of panel electrical service outlets shall include a minimum of two duplex and a maximum of four duplex electrical receptacles in the panels adjacent to the corner work surfaces.

13) Electrical Distribution System within the panels shall have the capability of supporting a minimum of two (2) separate electrical circuits. This system shall be designed for a maximum of four (4) cubicles supported by one (1) electrical circuit. The electrical distribution system shall be designed to connect to facility utilities via base feed electrical umbilical cables.

14) Four total duplex electrical receptacles per cubicle shall be included. Two in the panels supporting the corner work surfaces, and two in the adjacent powered panels next to the corner work surfaces.

15) Installation, trim, and mounting hardware included.

16) Quantities of Fabric Panels provided for each cubicle shall be based upon the conceptual layout drawings.

17) Panel connections to be universal, same type of connection used for straight, 90 degree, 3-way and 4-way connections.

B. Work surfaces:

1) All cubicle work surfaces shall be panel mounted with the exception of Height Adjustable work surfaces, which shall be free standing.

2) Height Adjustable work surface shall utilize electric controls and meet the following criteria:

a) Width: minimum of 58” to maximum of 60”. Work surface left and right shall be equal dimensions.

b) Depth: minimum of 23” to maximum of 36”.

c) Adjustable height range: lowest height of 23” to maximum height of 50”.

d) Base configuration: 3-legged work surface support frame.

e) Base Lifting capacity range: minimum of 260 lbs. to maximum of 330 lbs.

3) Rectangular and Square work surfaces shall meet the following criteria:

a) Width: minimum of 24” to maximum of 48”.

b) Depth: minimum of 20” to maximum of 24”.

c) Height: minimum of 1” to maximum of 1.5”.

4) High pressure laminate with matte medium to dark Cherry finish. Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

5) Wire management approximately 2" x 6" grommets on inside edge.

6) Provide a desktop (surface or flush mounted) power module. The module shall include a minimum of two (2) AC power outlets and two (2) USB power outlets. The module shall have maximum power of 15A, 1205V, 60Hz and be UL and cUL listed. The power cord shall have a minimum 40” to maximum 108” cord length.

7) Edge-finish: Minimum of 2mm to maximum of 3mm Polypropylene black trim edge-banding or matching work surface laminate color banding.

8) Installation and mounting hardware included.

C. Mobile Pedestals:

1) Each cubicle shall have one (1) three-drawer (box/box/file) per the conceptual layout drawings.

2) Width: minimum of 14” to maximum of 16”.

3) Depth: minimum of 20” to maximum of 23”.

4) Height: minimum of 26” to maximum of 28”.

5) Each pedestal shall have a minimum of 4 casters.

6) Provide drawer partitions for filing for each drawer.

7) Drawers:

a) Ball bearing drawer slides rated for no less than 100 LBS/Pair with full extension.

b) Pulls/Handles shall be recessed or integrated to the drawer construction.

8) Maximum thickness of 16-gauge to minimum of 22-gauge steel construction for metal all parts of the unit.

9) Black or dark gray epoxy powder paint finish.

10) Central lock for drawers, keyed alike per cubicle.

11) One in-drawer pencil tray.

12) Counterweight included D. Universal Overhead Panel-Mounted Storage

1) Each cubicle shall have a minimum of two (2) universal overhead panel-mounted storage units of different size, per the conceptual layout drawings.

2) Width: minimum of 24” to maximum of 48”.

3) Depth: minimum of 13” to maximum of 15”.

4) Height: minimum of 15” to maximum of 17”.

5) Each overhead shall have a fabric front door that matches system panel color and has acoustical noise reduction insulation properties to minimize resonating noise when operated. Soft close door mechanisms are an acceptable alternative to fabric covered doors.

6) The open door shall recede inside of the cabinet.

7) Maximum thickness of 16-gauge to minimum of 22-gauge steel construction.

8) Black or dark gray powder paint finish.

9) Central lock for door, keyed alike per cubicle.

10) Two shelf dividers per overhead panel included.

11) Under-shelf dimmable LED task lighting per overhead panel shall be included.

12) Mounting bracket shall be designed so that it prevents accidental dislodging of the unit from the panels.

13) Installation and mounting hardware included.

E. Panel-Hung Tack Board

1) Each cubicle shall have two (2) panel-hung tack boards of different size (if the system furniture is designed to be a tackable surface, then this requirement can be waived).

2) Width: minimum of 30” to maximum of 48”.

3) Depth: minimum of 1/2” to maximum of 1”.

4) Height: minimum of 12” to maximum of 16”.

5) Each tack board shall be constructed of tackable material and have a finish that matches the system panel color.

6) Mounting bracket included.

F. Wardrobe, Bookcase, Lateral Cabinet:

1) Each cubicle shall have one (1) combination cabinet that contains a closed two-shelf bookcase, two-drawer lateral files and wardrobe, per the conceptual layout drawings.

2) Width: minimum of 22” to maximum of 24”.

3) Depth: minimum of 22” to maximum of 24”.

4) Height: minimum of 64” to maximum of 68”.

5) Adjustable leveling glides

6) Maximum thickness of 16-gauge to minimum of 22-gauge steel construction.

7) Black or dark gray powder paint finish.

8) Bookcase section: Shall contain two hinged doors to secure & enclose the one adjustable shelf bookcase area.

9) Drawer section: Shall contain two-lateral filing drawers with folder bars for hanging files and ball bearing drawer slides rated for no less than 150 LBS/Pair with full extension. Central lock for drawers, keyed alike per cubicle.

10) Counterweight / anti-tip mechanism included.

11) Wardrobe section: minimum of 6” to maximum of 8” wide full height with hanger rod.

G. Task Chairs

1) Each cubicle shall have one (1) commercial grade high-back task chair.

2) Overall Width: minimum of 24” to maximum of 27”.

3) Overall Depth: minimum of 24” to maximum of 28”.

4) Overall Height: minimum of 39” to maximum of 59”.

5) Seat Width: minimum of 20” to maximum of 22”.

6) Seat Depth: minimum of 18” to maximum of 22”.

7) Seat Height: minimum of 16” to maximum of 22”.

8) Casters: minimum diameter of 2” to maximum diameter of 3” carpet casters.

9) Weight Capacity: minimum of 300 LBS (per ANSI BIFMA standards for 40 hours per week)

10) Seat: contoured minimum of 1.5” to maximum of 2” thick memory foam with waterfall design to minimize pressure on thighs, covered with commercial grade black leather or simulated leather material.

11) Back: Black webbed fabric or covered with commercial grade black leather or simulated leather material with lumbar support.

12) Arms Rests: Adjustable Gel or upholstered foam arm rests with lockable vertical, horizontal and swivel movements.

13) Controls: side mount depth, tension, tilt-lock, and pneumatic height adjuster controls.

14) Legs: minimum of 5 legs to meet NAVOSH standards.

H. Waste Receptacles:

1) Each cubicle shall have one (1) 27 to 28 Quart waste receptacle.

2) Color: Black Office storage and Ancillary components: one (1) rectangular table, eight (8) bookcases, ten (10) lateral file cabinets, two (2) Rectangular nesting tables, three (3) white boards, and twenty (20) ergonomic mats. Locking devices per room shall be keyed alike. The following common furniture specifications apply to the Preliminary Furniture Listing and attached conceptual layout drawing:

A. Rectangular Table:

1) The project kit shall have one (1) 36” x 30” rectangular table per the conceptual layout drawing.

2) Width: minimum of 34” to maximum of 36”.

3) Depth: minimum of 28” to maximum of 30”.

4) Height: minimum of 28” to maximum of 30”.

5) Rectangular top.

6) High pressure laminate with matte medium to dark Cherry finish.

7) Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

8) Center-mounted steel leg(s) with adjustable leveling glides. No corner mounted legs.

B. Bookcases:

1) The project kit shall have eight (8) bookcases of different type per the conceptual layout drawing. Six (6) bookcases shall be 7-shelf type and two (2) bookcases shall be 4-shelf type.

2) Width: minimum of 36” to maximum of 38”.

3) Depth: minimum of 12” to maximum of 15”.

4) Height: minimum of 53” to maximum of 87”.

5) All shelves shall be adjustable with exception of the bottom shelf.

6) Shelf load capacity: 200 LBS. per shelf

7) Maximum thickness of 14-gauge to minimum of 22-gauge steel construction.

8) Black or dark gray powder paint finish.

9) Adjustable leveling glides.

C. Lateral File:

1) The project kit shall have ten (10) five (5) Drawer lateral file cabinets.

2) Width: minimum of 34” to maximum of 36”.

3) Depth: minimum of 15” to maximum of 18”.

4) Height: minimum of 50” to maximum of 65”.

5) Adjustable leveling glides

6) Maximum thickness of 14-gauge to minimum of 22-gauge steel construction.

7) Black or dark gray powder paint finish.

8) Central lock for drawers, keyed alike per room.

9) Drawers: Ball bearing drawer slides rated for no less than 275 LBS/Pair with full extension.

10) Adjustable folder rails allow for letter and legal filing.

11) Counterweight included.

D. Rectangular Flip-Top Nesting Table:

1) The project kit shall have two (2) flip-top nesting tables.

2) Width: minimum of 66” to maximum of 72”.

3) Depth: minimum of 21” to maximum of 24”.

4) Height: minimum of 28” to maximum of 30”.

5) Rectangular top thickness: minimum of .75” to maximum of 1.25”.

6) High pressure laminate with matte medium to dark Cherry finish.

7) Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

8) Edge banding: black in color.

9) Minimum of two (2) tubular steel legs with lockable minimum of 2” to a maximum of 3” carpet casters, black in color. No corner mounted legs.

E. Magnetic Dry-Erase Whiteboards:

1) The project kit shall have three (3) 6’ x 4’ Magnetic Dry-Erase Whiteboards.

2) Overall Width: minimum of 68” to maximum of 73”.

3) Overall Height: minimum of 46” to maximum of 49”.

4) Shape: Rectangular.

5) Wall Mountable, hardware included.

6) Board Surface Color: White.

7) Board Surface Material: Porcelain.

8) Frame Type: Aluminum.

9) Frame Color: Black or Aluminum.

10) Attached tray to store markers and accessories.

11) Features: Magnetic, porcelain, durable heavy use non-stain (ghost) dry-erase surface.

F. Ergonomic Fatigue Mat

1) The project kit shall include one (1) Ergonomic Fatigue Mat for each cubicle and office that integrates a Height Adjustable work surface.

2) Overall Width: minimum of 34” to maximum of 42”.

3) Overall Depth: minimum of 18” to maximum of 30”.

4) Overall Thickness: minimum of 3/4” to maximum of 1” with beveled edge.

5) Material shall be made of high tear strength polyurethane with outer membrane.

6) Color: black.

CONTRACTOR RESPONSIBILITIES

The contractor shall be responsible for the following:

PHYSICAL WORK SITE: This purchase is integral with the construction project schedule of Bldg. 850A 3rd floor. The required period of performance is 9/14/20 thru 12/24/20. The work site is located inside a secure office area and Contractors shall be escorted only while inside the office area. The contractor shall phase work and coordinate installation and removal dates with Contracting Officer Representative (COR) to support construction. See Section 3.1.2 Design, manufacture, deliver, assemble, install, groom, and operationally test all workstations and furniture per attached conceptual layout drawings. Installation and completion of work shall be accomplished through a two (2) phase approach. The two (2) phase approach shall have a period of time in between (30 day min) for the Government to complete construction. Phase one (1) Contractor shall be escorted into a secure area by a Government employee and is responsible for removal and disposal of existing furniture. Phase two (2) Contractor is responsible for installation of new furniture. The PSNS&IMF Contracting Officer Representative (COR) will collaborate with the Contractor to schedule removal of existing and installation of new furniture.

Procure and install blue, green, and orange CAT5e or CAT6 service. [The installation for this contract consists of placing one cable of each color at each cubicle.] Proper removal and/or disposal of all waste, materials, and packing generated.

Furnish labor and material handling equipment for off-loading and placing items within reasonable conditions and unforeseen situations.

Include and install all furniture mounting, installation, trim and finish material required to meet the layout criteria, as indicated on the government provided drawings.

All panel electrical components and pre-fab top or base feed jumpers shall be supplied and installed by the Contractor. See Section 4 for Government Responsibilities.

GOVERNMENT RESPONSIBILITIES

Government electricians will test panel electrical components, coordinate and perform the final connection between building power and the work station feed junctions.

Upon receipt of the awarded vendor’s AutoCAD 2016 furniture final design drawings, the COR will indicate location of data and phone wall ports on the drawing. This marked-up drawing will be returned to the awarded vendor prior to material ordering of the service cables.

Ensure the building space and managers have all been briefed for job expectations to ensure safety of all employees in, near or around production of project. The Government will identify location of material off-load, laydown and vehicle delivery location.

Government will provide an escort for the Contractor to enter the secured office installation space. (All Contractor employees must have proof of US citizenship. See section 5.4.4).

GOVERNMENT CONSTRAINTS:

IT support requires a 60-day lead-time for data wall cabling removal and installation.

Union notification is required if employees will be temporarily relocated for greater than 30 days.

MISCELLANEOUS

METHODS AND SCHEDULES: The work shall be executed in a manner and at such times as to cause the least practicable disturbance to the occupants of the buildings and normal activities of the PSNS&IMF.

PRIOR TO COMMENCING WORK: The Contractor representative(s) shall meet in conference with the PSNS&IMF Contracting Officer (KO) or Contracting Officer Representative (COR), shop supervision, and other necessary PSNS&IMF personnel to discuss and develop mutual understandings relative to safety, methods and schedules, security, waste management and any other subject necessary for a smooth and successful operation.

SHIPPING AND PHYSICAL WORK SITE

SHIPPING ADDRESS:

The "Ship/Deliver To" address on the Bill of Lading (B/L) should include the JML number as shown below.

Puget Sound Naval Shipyard & IMF Receiving Officer PSNS, N4523A Bldg. 514, JML 01883235 1400 Farragut Ave.

Bremerton, WA 98314-5001 PHYSICAL WORK SITE: This project kit is located at Bldg. 850A 3rd floor.

CONDITIONS: The building does not have a loading dock; therefore recommend the material delivery vehicle have an operational lift-gate. There is an elevator. There are restrooms on the first and second floors. Movers and installers may need to use the stairs to reach the third floor. : The project is located on the 3rd floor and is accessible via freight elevator. The loading dock and freight elevator are both located on the roof level of the building. Roof level of the building is accessible by truck via paved roads. From Farragut Ave (1st floor level) drive past building 850A then turn left onto Decatur Ave. which will lead up the hill to the roof level of building 850A. There should be no need to carry furniture through the stairways of the building.

ADMITTANCE TO THE WORK SITE: Upon contract award, employees or representatives of the Contractor will require access to the PSNS&IMF Controlled Industrial Area (CIA) and, once reaching Building 850A, shall be escorted into the work site only after they have been issued a Security Pass/ID Badge at Building 981.

NOTICE: Persons who are currently on probation or parole from a felony conviction cannot qualify for a Security Pass/ID Badge and will be denied access to the PSNS&IMF CIA.

To obtain access to Naval Base Kitsap – Bremerton, refer to the security section of the issued contract.

Ten (10) business days prior to an on-site visits/installation, the Contractor shall complete the visitor information portion of the PSNS&IMF “Visitor Badge Request”, PSNS Form 5512/127, and if a vehicle is deemed necessary by the COR, a “Vehicle Pass Request for Access to the Controlled Industrial Area (CIA)”, PSNS&IMF Form 5530/25.

Upon receipt of the Visitor Badge and/or Vehicle Pass requests, and at least five (5) business days before the NAVSEA CIA badges are needed, the sponsor (typically the COR or the Receiving Activity Point of Contact) will submit the request(s) to the Naval Base Kitsap – Bremerton Pass and I.D. Office.

PROOF OF CITIZENSHIP: Contractors working within the CIA are required to be United States citizens and must show proof of citizenship (see Navy Commercial Access Control System (NCACS) or solicitation/award documentation) prior to receiving a NAVSEA CIA badge.

Contractors will be allowed to bring company vehicles into the CIA based upon the nature of their work as determined by the Commanding Officer Representative in conjunction with the Industrial Security Officer.

WORKING HOURS: Delivery and installation is to be performed during PSNS&IMF’s regular work hours from 7:30 a.m. to 3:00 p.m., Monday through Friday except for Federal Holidays.

RESTRICTIONS

RESTRICTED COLORS: PSNS&IMF uses the colors magenta, yellow, red and blue to identify specially controlled materials. The Contractor is specifically prohibited from using magenta, yellow, red or blue colored plastic wrapping materials or bags, tape, or other covering materials.

RADIO RESTRICTIONS: Operation of privately owned citizens band or amateur radio equipment (receive and transmit) within the geographic limits of PSNS&IMF is prohibited.

COMPUTERS AND CELLULAR TELEPHONES: The use of company or privately owned personal computers and cellular telephones without photographic capability by contractor personnel at PSNS&IMF is restricted but not prohibited as outlined below.

A. Company Owned Computer Equipment is only authorized for companies under current contract with the U.S. Government. If the KO/COR deems use of company-owned computer equipment necessary to execute the contract, the KO/COR is required to complete and submit an “AIS Security Survey for Visitor Computer Equipment” PSNS&IMF Form 5239/49 10 business days prior to use.

B. Privately Owned Personal Computers and peripherals are prohibited at PSNS & IMF.

C. Cellular Telephones without photographic capability (as defined in Section 5.6.4 below) are authorized at Naval Base Kitsap and PSNS&IMF Government Activity. Talking on a cellular phone is not permitted at any time while driving anywhere within the Government Activity.

PHOTOGRAPHY/RECORDING: Contractor personnel are prohibited from having photographic equipment (including cell phones and watches capable of taking pictures), tape recorders, zip drives, personal electronic management devices, or other recording devices in their possession while inside the government Controlled Industrial Area (CIA). The detail list of Prohibited Items is available upon request from the COR.
