5. Defense Biometric Identification System (DBIDS):

Effective 14 August 2017, NCACS credentials will no longer be accepted for base access. Any new contractor, vendor or supplier requesting base access will be required to obtain a Defense Biometric Identification System (DBIDS) credential. NCACS credentials will no longer be issued. Only DBIDS credentials will be issued to ALL contractors, vendors and suppliers seeking base access AFTER 30 June 2017. Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions.

The system provides continuous vetting anytime the DBIDS card is scanned at an installation entry point.

If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a DBIDS credential:

Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control Center (VCC) representative.

The VCC will pull up your information in the computer, ensuring all information is current and correct.

Once your information is validated, a temporary DBIDS credential is provided.

Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 180 days).

For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.

The representative will enter base access authorization and then you may proceed to work.

If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:

Present a letter or official document from any government sponsoring organization that provides the purpose for your access.

Present valid identification, such as a passport or Real ID Act-compliant state driver's license.

Present a completed copy of the SECNAV 5512/1 form to obtain your background check.

Upon completion of the background check, the Visitor Control Center representative will complete the

DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential.

All deliveries must pass through the base Truck Inspection Station. All delivery vehicles are subject to inspection.

Drivers should expect delays due to heightened security.

For access to the main, perimeter gates at any Navy Base Kitsap installation, contractors are required to be a US Citizen and have either:

(a) DBIDS badge or

(b) Request a One-day Visitor badge at Pass & ID. Be prepared to present:

General Equipment Requirements:

Specifications and Required Features for 3,000 pound capacity forging manipulator: (Manipulet or equivalent) shall have the minimum salient characteristics:

Design Characteristics.

Operational Specifications:

The equipment will be used in a forging and heat-treating production facility to move hot forging stock from various furnaces and position that hot forging stock under a drop hammer or forging press. The manipulator shall be capable of holding the billet while being forged.

The mobile manipulator shall consist of a manipulator attachment mounted on a modified lift truck with rated capacities as follows:

o 3,000 pounds for a 96” length work piece.

o 2,000 pounds for a 144” length work piece o 2,200 pounds for a 131” length work piece o 2,400 pounds for a 120” length work piece o 2,600 pounds for a 111” length work piece o 2,800 pounds for a 101” length work piece

Hydraulic accumulator in the lift cylinder circuit to protect the lift cylinder.

Feathering control in the lift cylinder valve.

Manipulator head shall handle the following size ranges:

o Rounds; Diameter 4-1/2” to 15” o Squares; 4-1/2” to 15”

The lift truck is required to be mobile as it will be used to both furnace charging and drawing and manipulating during forging operations. The following minimum floor movements must be performed by the lift truck:

o Forward o Reverse o Braking o Steering o Side Shift o Lift o Tilt

The manipulator is required to position the work piece in the following directions:

o Lift height shall rise to at least 56” and lower to at least 16”.

o Minimum mast tilt of 5 degrees forward and 6 degrees aft o Continuous or intermittent rotation in either direction at controlled speeds.

o Side shift of 4.0” in either direction for a total of 8.0” movement.

Hydraulically actuated to include a spring-centered, 3-position, manual valve for each of the following:

o Lift o Tilt o Side Shift o Clamp o 360° Rotation

Minimum overturning moments (load X Center of Gravity moment arm).

o Calculated from the centerline of the front wheels to the centerline of the load: 30,000 ft-lb.

o Calculated from the centerline of the lift tuck face plate to the centerline of the load: 12,000 ft-lb.

Additional Required Features and Operational Requirements:

The lift truck should be equipped as follows o Hydraulically actuated o Propane powered with fuel tank included o Engine hour meter o Lead free and Chromate free paint, yellow in color per AMS-STD-595, Type 13538 o Lifting and tie down provisions o Light package to include two front and one rear work lights and two trail/brake/back-up combination lights o Amber strobe light o Back-up alarm o Dual side rearview mirrors o Keyed start/run switch o Hydrostatic transmission o Power steering o Solid rubber tires o Overhead guard equipped with a herculite safety glass heat shield in the front

The manipulator attachment mounts on the face plate or apron of the lift truck.

The manipulator attachment is hydraulically controlled and actuated with hydraulic power provided by the lift truck.

The manipulator attachment hydraulic system shall be actuated with hydraulic power source control intrinsic to the lift truck by the lift truck operator.

Responses to control actuation shall be positive, fast and accurate.

The unit shall require only one man to operate.

o The operators compartment shall include safety belts, emergency brake, and emergency shutdown switch.

Mast and lift cylinder shall be designed for maximum visibility.

Hoses shall be wire braided with quick disconnect couplings reeved over mast and mounted on the apron place for abrasion and heat protection. The lift truck shall provide nested rails with hoses in line with the rails.

The manipulator shall be designed to work within the capacity of the lift truck and be properly equipped with check valves, pressure reliefs, etc. of standard manufacture.

The tong head shall be mounted directly on the manipulator rotating spindle for minimum reach and maximum capacity.

The main frame of the manipulator shall be rigidly affixed to the apron of the truck. The manufacture of the frame shall include internal provisions to absorb the impact and shock loads expected during machine service.

The manipulator operating mechanism shall provide appropriate hydraulics to open and close the tongs head, and means to rotate the peel in a controlled manner.

Means shall be provided to conveniently open and close the arms of the tongs head for clamping or unclamping the work.

Peel extensions of various sizes shall be available to increase the reach of the manipulator.

Supplemental Requirements:

All parts will be free from defects in design, material, and fabrication and shall conform to this specification.

The forge billet manipulator must meet the requirements of ANSI/ITSDF B56.1.

The machines shall not contain any polychlorinated biphenyl (PCB) compounds, Mercury, or Asbestos.

The unit shall be origin tested at the manufacture’s facility and deemed fully functional and compliant with the requirements of this specification prior to shipment.

Deliverables:

Quantity three (3) Safety Data Sheets (SDS) in GHS-SDS format, and Technical/Product Data Sheets shall be provided for each hazardous material that is contained within the manipulet or required for operation of the manipulet.

Written certification on manufacturer’s letterhead that the machine contains no detectable PCBs (refer to paragraph 1.12 of this specification).

Written certification of compliance (COC) on manufacturer’s letterhead that the machine is in compliance with all specific requirements of “OSHA Safety and Health Standard (29 CFR 1910), “General Industry”, that are applicable to the machine (refer to paragraphs 1.17 and 1.18 of this specification).

A written copy of the manufacturer’s standard commercial warranty agreement shall be provided. The warranty information provided by the vendor shall identify any and all products, components, assemblies, or sub-assemblies with their own unique or independent warranty coverage(s) or terms of coverage (refer to paragraph 1.34 of this specification).

Three (3) hard copies and one (1) electronic copy, in Microsoft Word or PDF format, of all technical manuals relevant to this machine (refer to paragraph 1.35 of this specification).:

o Operating instructions including pre-operational checks, start-up, shut down, and emergency shutdown procedures o Maintenance and service instructions, including all preventive maintenance schedules and lubrication chart o Trouble-shooting guides o Parts list containing: illustrations, part numbers, part nomenclature, and recommended spare parts including quantities o Energy control procedure, in accordance with 29 CFR 1910.47, OSHA Energy Control Standard to bring equipment to a zero energy state for service and maintenance o Programming requirements

Quantity two (2) copies of all mechanical, hydraulic, and electrical schematics showing discrete components/block diagrams/wiring diagrams with inputs and outputs identified/system electrical interface documents and drawings for the specific model of all machine equipment/drives/controls supplied (refer to paragraph 1.36 of this specification).

Services to be provided:

Upon, or shortly after delivery, the vendor shall provide equipment commissioning services and operations and maintenance (O & M) training. This service is for the purpose of instructing members of the shipyard workforce (no more than 12 personnel) on basic manipulet operation instructions as well as standard operator level maintenance and preventive maintenance requirements.

o The O &M training services shall be provided by one (1) journeyman level technician and shall be the vendor’s standard O & M training services that are customarily provided with this, or similar, equipment.

o The O & M training services shall be no less than one (1) eight hour day in duration.

Electrical Components. All electrical components including motors, starters, relays, switches, and wiring shall conform to and be located in accordance with the applicable NFPA, NEMA, and ANSI standards for the intended application.

Motors. Motors shall be rated for continuous duty. Motors shall be equipped with ball bearings of the sealed and permanently lubricated type. All electrical motors shall meet NEMA-MG1 requirements.

Electrical Connections. Electrical connections within the equipment shall be complete and shall be made via terminals on the components, terminals, or circuit boards and bussing. Splices between terminations are not permitted. All terminals and connections shall be secured to the manipulator so that short-circuit currents shall not cause distortion. Proper identification of wiring, bussing, terminals and circuits for function, polarity, phasing, etc., shall be adhered to throughout the equipment. Identification shall be in the form of wire markers, color coding, permanently engraved plates, and permanent markings on the devices. Adequate spacing shall be maintained throughout to avoid excessive bending of cabling and wiring, to maintain adequate separation and creepage distance between electrical potentials and between these potentials and ground, and to permit ease in disconnecting wiring and cabling during trouble-shooting and repair.

Electrical Motors. Motors supplied for use on the manipulator covered by this purchase specification shall conform to the requirements of NEMA MG-1.

Grounding. Exposed, non-current carrying metal parts on the equipment shall be maintained at common, zero ground potential. None of the primary circuits in the equipment shall be connected to ground. A ground stud or lug on the equipment shall provide means for grounding the equipment for safety to personnel. A NEMA-type grounding plug that effectively grounds the equipment shall be acceptable for cord connected equipment.

Hour Meter. The manipulator shall be equipped with an hour meter. The hour meter shall be installed to display accumulated operating time for the main drive motor. The meter shall be of the non-resetting type and shall have a range of 0 to 99,999 hours in increments of not greater than 1 hour. The meter shall be sealed to prevent the entrance of dust and moisture and shall be mounted to withstand shock and vibration generated by the equipment.

Portability. To facilitate the moving and positioning of the manipulator by fork truck or overhead crane, the machine shall be equipped with integral lifting lugs or other type lifting attachments, located and secured at the proper lifting and balancing point(s) on the manipulator. The lifting attachments shall be of sufficient strength that ensures safety when lifting.

Hydraulic Systems. Hydraulic systems shall include filtration, protection from over pressurization, and comply with requirements of ISO 4413. The system shall be complete, including all pumps, valves, piping, cylinders, and pressure controls. Overpressure protection shall be provided to prevent damage to components and fluid conductors.

A filter system shall be provided to insure delivery of clean fluid to the system. Where ventilation of the hydraulic unit is necessary for lubrication or hydraulic purposes, tall vents shall be filtered and located in a position that will prevent contamination or loss of lubricant. The hydraulic pump inlet shall be protected with an inlet strainer.

Reservoirs used for lubrication or hydraulic fluid, shall have a means of visually determining fluid level, temperature and over pressurization, as well as a drain plug for routine maintenance and cleaning. All reservoirs used as a holding tank, shall be tested and certified to prevent leakage. Lubrication and hydraulic systems having reservoirs located in the bed or base shall have filters mounted outside the bed or base to facilitate maintenance and prevent inadvertent contamination. A positive means of fluid temperature control shall be provided to prevent the system from exceeding 130°F under normal operating conditions.

Lubrication. Means shall be provided to ensure adequate lubrication for all moving parts of the manipulating equipment. Recirculating type lubrication systems shall include a filter, which is cleanable or replaceable. Each lubrication reservoir shall have a means for determining fluid level. All oil holes, grease fittings, and filler caps shall be accessible.

Painting. All surfaces shall be painted in conformance with the manufacturer’s standard practices and good workmanship. Painting shall result in a highly wear-resistant finish that guarantees continued protection to surfaces in an indoor environment with a temperature range of 15 to 110 F, up to 100% Non-condensing relative humidity.

Lead or chromium base paints are prohibited.

PCBs. The use of polychlorinated biphenyl on or in the equipment is prohibited. The manufacturer shall provide written certification that any new equipment provided contains no detectable PCB’s. The certification shall be on the manufacturer’s letterhead and signed by a company official who is empowered to provide that certification.

Mercury Restriction. The manipulator shall not contain mercury or mercury compounds, nor is exposed to free mercury during manufacture.

Asbestos Restriction. Asbestos and materials containing asbestos shall not be used on or in the manipulator.

Environmental Protection. The manipulator shall be so designed and constructed that under the operating, service, transportation and storage conditions described herein, the equipment shall not emit materials hazardous to the ecological system as prescribed by Federal, state, or local statutes in effect at point of installation.

Controls and Instrumentation. Operator controls, instrumentation and indicators shall be mounted convenient to operating personnel. Such devices shall be clearly and legibly marked for function and identification. Controls shall be fitted with suitable handles, pushbuttons, or control knobs, as applicable. Gauges and instruments shall be designed for recalibration. Pressure gauges shall be calibrated in the U.S. system of measurement.

Safety and Health Requirements. Covers, guards, or other safety devices shall be provided for all parts of the manipulator that presents safety hazards. The safety devices shall not interfere with the operation of the manipulator. The safety devices shall prevent unintentional contact with the guarded part and shall be removable to facilitate inspection, maintenance, and repair of the parts. All manipulator parts, components, mechanisms, and assemblies furnished on the equipment, whether or not specifically required herein, shall comply with all of the requirements of 29 CFR 1910 and that are applicable to the manipulator itself.

Safety devices. All machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of “OSHA Safety and Health Standard (29 CFR 1910), General Industry” that are applicable to the equipment itself.

Safety signs and labels. Safety signs and labels in accordance with ANSI Z535.4 shall be securely attached to the equipment in visible locations, with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the signs.

Informational Plates. The following informational plates shall be marked by engraving or photo imaging on wear and corrosion resistant metal and permanently affixed to the equipment.

Identification Plate. The following information shall be securely attached to the equipment on an identification plate: Nomenclature, Contractor’s name, manufacturer’s name, equipment model number, equipment serial number, electrical utilities (Volts, Full Load Amps, Frequency, and Phases), date of manufacture, contract number and any other pertinent information for identifying the part as a unique component of the system, as applicable.

Caution and Warning Plates. “Caution” or “Warning” label plates shall be securely attached to the equipment in visible locations, with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the plates.

Construction. The equipment shall be constructed of parts, which are new, without defects, and free of repairs.

The equipment structure shall be capable of withstanding all forces encountered during operation of the machine at its maximum rating and capacity without distortion. Processes such as welding, plugging or filling with solder or paste shall not be used for reclaiming any defective part(s). All screws, pins, bolts, and other fasteners shall be installed in a manner as to prevent change of tightness.

Standard, Off the Shelf Components. All materials and parts comprising this system shall be new, of current design and manufacture and shall not have been in prior service except as required for factory testing. Standard, off the shelf components with proven reliability shall be used whenever possible to increase performance reliability and reduce costs. The equipment shall be one of the manufacturer’s current production models which has been designed, engineered and sold, or is being offered for sale through advertisements or manufacturer’s published catalogs or brochures. Products such as a prototype unit, pre-production model, or experimental unit DO NOT qualify as meeting this requirement. The equipment shall be complete, so that when connected to power, it can be used for the function for which it was designed and constructed.

Interchangeability. Replaceable parts shall be manufactured to definite standards, tolerances and clearances in order that such parts can be replaced or adjusted without modification of the equipment.

Maintainability. The manipulator shall be designed and constructed to permit maintenance personnel to service the equipment easily and effectively. The manipulator shall have access covers, as necessary, to facilitate inspection, cleaning and repair or replacement of internal parts.

Casting and Forgings. Castings and forgings shall be free from defects, scale and mismatching. Processes such as welding, peening, plugging, or filling with cold solders or metallic pastes shall not be used on castings or forgings for reclaiming any parts of the equipment.

Welding, Brazing or Soldering. Welding, brazing or soldering shall be employed only where those operations are included in fabrication of the original design. These operations shall not be employed as repair measures for defective parts. All processes shall comply with American National Standards Institute (ANSI) as defined by the American Welding Society standards (AWSS) AWS A3.0, AWS D1.1, and AWS Dl.2.

Soldering. Solder connections shall show evidence of good bonding in metal-to-metal contact. Cold solder joints, incomplete joining of solder and metal, excess or insufficient solder or damaged insulation shall be considered reason for rejection of the manipulator.

Cleaning. Any loose, spattered solder, flux, metal chips, insulation scrap or other foreign material shall be removed from the manipulator.

Fastening Devices. Screws, pins, bolts, and similar internal and external parts shall be installed with means for preventing change of tightness. Parts subject to removal or adjustment shall not be swaged, peened, staked, or otherwise permanently installed. Fastening devices shall be tightened to torque limits as established by the manufacturer’s standard for tightening to preclude loosening by normal operation or vibration.

Equipment Fastening. Floor and deck mounted equipment shall be provided with adequate holes in feet, lugs, etc., to permit fastening to foundation or deck pads.

Surface. Surfaces of castings, forgings, molded parts, stampings and welded parts shall be cleaned and free from sand, dirt, fins, spurs, flux or other harmful or extraneous materials. External surfaces shall be smooth. Edges shall be rounded or beveled unless sharpness is required to perform a function.

Control Panels, Instruments and Plates. Wording and numbers on all control panels, instruments, charts and plates shall be permanently and legibly displayed in bold face, English language characters on a contrasting background.

Controls and Instrumentation. Operator controls, instrumentation and indicators shall be mounted convenient to operating personnel. Such devices shall be clearly and legibly marked for function and identification. Controls shall be fitted with suitable handles, pushbuttons, or control knobs, as applicable. Gauges and instruments shall be designed for recalibration. Pressure gauges shall be calibrated in the U.S. system of measurement.

Warranty. Supplies and services furnished shall be covered by warranty from defects in design, materials and workmanship. The warranty shall be the manufacturer’s standard commercial warranty which shall conform to all the requirements of the contract.

Technical Manuals. Three (3) hard copies of all technical manuals shall be provided with this machine. In addition, one electronic copy of all technical manuals shall be provided in Microsoft Word or PDF format shall be provided with this equipment. All copies of the technical manuals shall be legible and written in the English language. A technical manual is required for each specific make, model year, and serial numbered piece of equipment scheduled for delivery under the terms of the contract. The manuals shall provide instructions, illustrations, and other associated data for operations and maintenance. The manuals provided shall contain complete instructions and information for all equipment, components, assemblies, subassemblies, attachments, and accessories assemble in the end item. The contents of a complete set of technical manuals shall include, as a minimum, the following:

a. Operating instructions including pre-operational checks, start-up, shut down, and emergency shutdown procedures

b. Maintenance and service instructions, including all preventive maintenance schedules and lubrication chart

c. Trouble-shooting guides

d. Parts list containing: illustrations, part numbers, part nomenclature, and recommended spare parts including quantities

e. Energy control procedure, in accordance with 29 CFR 1910.47, OSHA Energy Control Standard to bring equipment to a zero energy state for service and maintenance

f. Programming requirements

g. Safety Data Sheets (in GHS-SDS Format) and Technical/Product Data Sheets for any hazardous material used to manufacture or contained within this machine.

Engineering Drawings. Quantity (2) copies of all mechanical, hydraulic, and electrical schematics showing discrete components/block diagrams/wiring diagrams with inputs and outputs identified/system electrical interface documents and drawings for the specific model of all machine equipment/drives/controls supplied shall be provided with this equipment. 52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (DEC 2019)

The Offeror shall not complete the representation in this provision if the Offeror has represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in the provision at 52.204-26, Covered Telecommunications Equipment or Services--Representation, or in paragraph (v) of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items.

(a) Definitions. As used in this provision--

Covered telecommunications equipment or services, critical technology, and substantial or essential component have the meanings provided in clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Contractors are not prohibited from providing--

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(d) Representation. The Offeror represents that it [ ] will, [ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

(e) Disclosures. If the Offeror has represented in paragraph (d) of this provision that it “will'' provide covered telecommunications equipment or services”, the Offeror shall provide the following information as part of the offer-

(1) A description of all covered telecommunications equipment and services offered (include brand; model number, such as original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable);

(2) Explanation of the proposed use of covered telecommunications equipment and services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b) of this provision;

(3) For services, the entity providing the covered telecommunications services (include entity name, unique entity identifier, and Commercial and Government Entity (CAGE) code, if known); and

(4) For equipment, the entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known).

52.209-7 INFORMATION REGARDING RESPONSIBILITY MATTERS (OCT 2018)

(a) Definitions. As used in this provision--

Administrative proceeding means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract Appeals Proceedings). This includes administrative proceedings at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.

Federal contracts and grants with total value greater than $10,000,000 means--

(1) The total value of all current, active contracts and grants, including all priced options; and

(2) The total value of all current, active orders including all priced options under indefinite-delivery, indefinite-quantity, 8(a), or requirements contracts (including task and delivery and multiple-award Schedules).

Principal means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a division or business segment; and similar positions).

(b) The offeror ( ) has ( ) does not have current active Federal contracts and grants with total value greater than $10,000,000.

(c) If the offeror checked “has” in paragraph (b) of this provision, the offeror represents, by submission of this offer, that the information it has entered in the Federal Awardee Performance and Integrity Information System (FAPIIS) is current, accurate, and complete as of the date of submission of this offer with regard to the following information:

(1) Whether the offeror, and/or any of its principals, has or has not, within the last five years, in connection with the award to or performance by the offeror of a Federal contract or grant, been the subject of a proceeding, at the Federal or State level that resulted in any of the following dispositions:

(i) In a criminal proceeding, a conviction.

(ii) In a civil proceeding, a finding of fault and liability that results in the payment of a monetary fine, penalty, reimbursement, restitution, or damages of $5,000 or more.

(iii) In an administrative proceeding, a finding of fault and liability that results in--

(A) The payment of a monetary fine or penalty of $5,000 or more; or

(B) The payment of a reimbursement, restitution, or damages in excess of $100,000.

(2) If the offeror has been involved in the last five years in any of the occurrences listed in (c)(1) of this provision, whether the offeror has provided the requested information with regard to each occurrence.

(d) The offeror shall post the information in paragraphs (c)(1)(i) through (c)(1)(iv) of this provision in FAPIIS as required through maintaining an active registration in the System for Award Management, which can be accessed via https://www.sam.gov (see 52.204-7).

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Technical: Offers must meet or exceed the specifications in the solicitation and any subsequent amendments. If applicable, offers must also meet the requirements of FAR 52.211-6 Brand Name or Equal. Any offer determined to be technically unacceptable is ineligible for award regardless of price or other factors.

(2) Price: Price will be evaluated in addition to other factors identified. The following price evaluation factors apply:

(XX) Single Award evaluation - due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the offeror whose offer is considered in the best interest of the Government, price and other factors considered. Therefore, offerors proposing less than the entire effort specified herein may be determined to be unacceptable.

(XX) Proposed pricing shall be provided on a unit price line item basis in the solicitation.

(3) Past Performance: Offerors will be evaluated in accordance with the following.

(XX) Use of Supplier Performance Risk System (SPRS) in Past Performance Evaluations (APR 2018)

(1) The Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil) (formerly Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR)) will be used in the evaluation of suppliers’ past performance.

(2) SPRS collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier’s performance history by Federal supply class (FSC) and product or service code (PSC). The SPRS application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased.
