These supplies are self-contained pipe freezer units. These units meet mercury free requirements and temperature performance for nuclear pipe freeze seal operations. An important design component, the built-in oil separator, ensures the units are able to run for lengthy periods and maintain long term reliability. Other units are only intended for short durations. The pipe freezer units were specifically designed in conjunction with Knolls Atomic Power Laboratory (KAPL) and Pearl Harbor Naval Shipyard (PHNSY) for Navy use. Market research reveals no other source that can meet these specific Navy requirements.
7. Efforts to ensure that offers are solicited from as many sources as practicable are:
[x] The acquisition will be synopsized and any firm requesting a solicitation copy will be provided one.
8. Market Research:
A sources sought was posted on 12-27-18 with a closing date of 1-2-19, no responses were received. Market research results have determined the Government’s needs can be met by items of a type customarily available in the commercial marketplace, but for modifications identified below. A commerciality determination was made upon completion of market research for these items. The required equipment is a type customarily used by and sold to the general public. Numerous manufacturers were found on-line with the ability to provide similar pipe freezing units however other similar pipe freezing units are designed for smaller piping (see www.rigid.com, www.msvalves.com, www.pipemanproducts.com). The shipyard performs work on much larger piping therefore a larger evaporator head and larger compressor is required for the additional heat removal (refrigeration) capacity. Other specific characteristics which are necessary for this particular end user include stainless steel refrigerant hoses with protective armor, current transducer for remote monitoring, a single evaporator head per unit, visual indication of powered status and a protective cover on power switch to prevent inadvertent operation.
