7. Efforts to ensure that offers are solicited from as many sources as practicable are:

[ X ] The acquisition will be synopsized and any firm requesting a solicitation copy will be provided one.

[X ] Other (Explain): _A sources sought notice was posted on www.fbo.gov for five days which resulted in zero interest from other potential capable vendors.

8. Market Research:

This is a sole source requirement for partial arc bearings that are made from Romor-C material.

The Romor-C material is a nitrile rubber that is proprietary to Duramax Marine (Cage 1PNP7).

The drawings for the partial arc bearings are also proprietary to Duramax Marine. This material is in direct support of Naval Submarine vessels for Puget Sound Naval Shipyard.

Market research indicates that Unicor, the EPA, GSA, and Ability One are incapable of providing the requested material. In addition, a search of the Small Business Dynamic Search indicates that there are zero results for NAICS code 332991, and keyword, “Romor-C.”

A sources sought notice was poste for five days on Fedbizops and closed on 07/17/18 at 8AM PST. There were no companies that expressed interest in supplying this material. Based on market research, it is recommended that this requirement be solicited on an unrestricted sole-source basis to Duramax Marine (Cage 1PNP7). The solicitation will be posted on Fedbizops, thus giving an opportunity for other suppliers to quote.
