SERVICE CONTRACT
STATEMENT OF WORK (SOW)

JML #: 80683326 (install) & 80683327 (training), assembly components listed on 80683325 Ship/Activity: Code 138 Lab Title: Install and operational test Place of Performance: Puget Sound Naval Shipyard, Building 460
1. BACKGROUND
Contractor to install new ESAB Side Beam Welding System (product number 0560110XXX) and perform operational checks. All components within Product Number 0560110XXX will be on site.
Power will be available for the equipment on site. A6 Beam will be installed by PSNS personnel prior to contractor arrival.

3. WORK REQUIREMENTS
3.1 Install ESAB Side Beam Welding System
3.1.1 Assemble the components of Product Number 0560110XXX. Physically attach components as they are to be used in an operational status.
3.1.2 Perform electrical connections so that power is supplied to all components requiring electricity to operate as intended.
3.1.3 Adjust components as necessary in preparation for welding/gouging processes.
3.1.4 Load consumables (i.e. wear parts, filler material, flux).
3.2 Instruct operators (up to four) to use ESAB Side Beam Welding System
3.2.1 Provide a working knowledge of the operating system, menus, and settings.
3.2.2 Show location of all physical adjustments and explain the changes each makes.
3.2.3 Demonstrate actual use of the equipment with the GMAW process.
3.2.4 Provide general guidance on best practices for operation of the equipment.

5. GOVERNMENT-FURNISHED ITEMS – PROPERTY, MATERIAL,
EQUIPMENT, SERVICES
5.1 Original acquisition value of material: NA

5.5 Known requirements for GFM recovery of disposal procedures: NA
5.6 Government provided services:
a. Electrical power – 440V, 60Hz and 110V, 60Hz power available on site.
b. Welding filler material – various steel and aluminum fillers available on site.
c. Welding gasses – argon and various argon mixes will be available on site.
d. Ventilation – vent available on site.
e. Lay down area – area up to 200 sqft available within lab
f. Tooling – standard tools will be accessible (any proprietary tools specifically designed for these components or brand may not be readily available at time of installation, see section 5.8)

5.8 Contractor Furnished Material and Equipment: Any proprietary tools specifically designed for these components or brand shall be brought in by the contractor who shall retain possession of said tools upon completion of the contract.
6. QUALITY ASSURANCE SURVEILLANCE PLAN
NA unless it needs to be completed by C/400 No QA requirements from C/138 for the work exist
7. SECURITY REQUIREMENTS
7.1 NA
7.2 Contractors will require access to space(s): Building 460, Code 138 Lab
7.3 Contractor will need to obtain a Puget Sound Naval Shipyard Visitor Badge. A Visitor Badge Request (Form PSNS&IMF 5512/127 Rev. 5-2017) must be turned in to Chris MacNealy 5 business days prior to contractor visit with the following information for each contractor that will be performing the work: full name, contract number, period of performance, complete social security number, date/place of birth. Contact Chris MacNealy at christopher.macnealy@navy.mil for the form and additional information.
Contractor must also provide proof of US citizenship (i.e. birth certificate, passport, etc., NOT COPIES) at the security check-in at PSNS.
8. TRAVEL REQUIREMENTS
Work to be performed only at Puget Sound Naval Shipyard (Bremerton, WA). No transportation or lodging will be provided to the contractor by the government.
9. GOVERNMENT REPRESENTATIVE
Technical Subject Matter Expert, Kiichi Harada of Code 138 will be present during installation and will take part in the training for the equipment.
10. ENVIROMENTAL AND SAFETY
Known hazards are those typically associated with welding steel or aluminum using the gas metal arc welding (GMAW) processes including UV radiation, electrical shock hazard, respiratory hazard, high heat, and elevated noise. Contractor to provide own personal protective equipment which must include OSHA approved hard had, eye protection, steel-toed shoes/boots, and hearing protection at a minimum.
11. ADDITIONAL CONSIDERATIONS
11.1 Government Supported Work Hours: 7:20 am to 4:02 pm (Mon – Fri)
11.2 Complete delivery of ESAB Side Beam Weld Assembly (Product Number
0560110XXX) must be taken before period of performance can be confirmed. Tentative dates are recommended based on estimated shipping times.
