Salient Characteristics for a Pre-Fabricated Storage Building
Project #036-320 30 Aug 21
1 SCOPE
This salient characteristics reflects those characteristics that are essential to the minimum needs of the government for a complete key pre-fabricated storage building (shall be designed to meet all local building codes and design loads). All building dimensions listed are inside dimensions. The materials for one pre-fabricated building (Kelly Klosure, Model Code #2015 IBC or equal) to include the following minimum (or equal) features:
1.1 The building shall be 15 ft wide x 30 ft long (interior footprint), with an 11”– 8” Eave (running the full length of the building)
1.2 An anchoring system (to meet wind loads, etc. requirements), with an anchoring system design shall be provided to the government for review and approval (as a part of the “Contractor Provided Design” submission package, as outlined in paragraph #6). At the site, there is approximately a 4 inch depth of asphalt, with approximately a 26 inch depth of fill (below the asphalt).
The anchoring system shall be designed to meet local building codes and design loads
1.3 The building shall be outfitted with LED fluorescent lighting kit (running the full length of the building), with an on/off switch located inside/next to the personnel door
1.4 The roof load shall be rated 20 PSF ground snow load, and shall be a 4:12 pitch gable with knee and ridge braces at 3 ft center to center
1.5 The seismic design shall be category D (with soil site class D), with a risk category of 2
1.6 The exterior sheeting shall be 24 gauge, Kynar finish
1.7 The structural steel finish shall be hot-dip galvanized
1.8 The building shall be designed to withstand a wind load of 115 MPH, with 3 second gusts, and designed for meeting snow load standards for the area (for this type of facility)
1.9 The building shall have lifting lugs (military grade) with a steel baseplate for lifting the completely assembled building (with a spreader beam)
1.10 The pre-fabricated storage building shall include a basic pre-wired electrical package to be installed inside buildings (with most of the work is done at the factory). The pre-wired flexible conduits shall be designed to be simply attached to the interior of the building, with contractor supplied clamps, with the lights hung and plugged in and electrical service supplied to the main panel. The electrical package shall include the following minimal basic pre-wired features:
1.10.1 Main Panel: Square D, QO Series, 100 amp, single phase, 20 spaces
1.10.2 Eight (8) Lighting Fixtures: Dust/vapor resistant 4’ fixture, pre-wired with white 4’ commercial LED fixtures, and LED lamps (LED lamps shall be included)
1.10.3 Twelve (12) electrical outlets - standard 20 amp duplex outlets (spaced around the interior walls)
1.10.4 Conduit: 1/2” & 3/4” flexible steel conduit (sized as required to meet NEC codes)
1.11 Lifting padeyes (military grade) with steel baseplate for lifting the complete building (using a government provided spreader beam), and meet the requirements outlined in paragraph 2 in this document
2 LIFTING AND HANDLING - The specified equipment shall be equipped with four “maximum load” crane lifting capable padeyes (designed, located, installed and certified per Process Instruction No. 611-400-026, Appendix 1 (Process Instruction (PI) for “Padeyes: Temporary and Permanent; Installation, Use and Removal of” (PI No. 611-400-026), for Trident Refit Facility, Bangor (TRF, Bangor). A copy of this document can be provided upon request. The padeyes mounted on the top of the unit, correctly spaced for even and level lifting by a single crane hook (using a government provided spreader bar).
3 CONTRACTOR PROVIDED DESIGN - The designated pre-fabricated storage building shall be designed by a qualified/professional engineer. It shall be designed to withstand salt and a dust laden outdoor marine industrial environment, subject to high winds, driven rain, sleet and snow (and meet the design criteria outlined in this document). The exterior sheeting shall be factory attached to the face of the structure with anti-siphon overlapping edge to prevent leaks. When attaching the exterior sheeting to the framework (on-site) self-tapping screws or other similar connection devices, shall not be required. Self-framing panels shall be fabricated by a manufacturer experienced in the business of engineering, producing, and field servicing structured pre-fabricated buildings. A complete set of assembly drawings tailored to this application shall be provided to illustrate assembly. The design drawings shall also include the details of an anchoring system. The design drawings and calculations shall have sufficient details for proper evaluation by the government (and be stamped by a qualified/professional engineer). Allow for 14 calendar days for review by the government of the submittal. No fabrication or manufacturing shall commence until the design is approved the government and comments addressed.

4 CRANE LIFTING POINT/PADEYE CERTIFICATION AND NON-DESTRUCTIVE TESTING (NDT)
REPORT - Concurrent with delivery of the equipment, the contractor shall provide a signed, written certification of compliance to the lifting points/padeyes load test and NDT testing requirements as outlined in this specification. The lifting points/padeyes certification statement shall include that all lifting pads have been designed in accordance with design criteria of per Process Instruction No. 611-400-026, Appendix 1, and that each lifting point/padeye has successfully passed a 125% to 130% load test.
The NDT report shall show the results of the magnetic particle or liquid penetrant examination of each load bearing weld of the lifting point/padeye. Failure to provide the satisfactory load test certification and the NDT report could result in rejection of this equipment, because of failure to comply with the terms of the contract.
