Salient Characteristics for a Keel Blocks Project #058-340

1. SCOPE - These salient characteristics reflects those characteristics that are essential to the minimum needs of the government for a total of twenty-four (24) keel blocks. Twelve (12) keel blocks shall be Type “A” blocks (Length: 3’ 6”, Width: 4’, Height 4’ 6”), and twelve (12) keel blocks shall be Type “B” blocks (Length: 3’ 6”, Width 6’, Height 5’), as shown on the attached drawing (Trident Refit Facility, Naval Submarine Base Bangor, WA, Trident Docking Blocks – Block Details Plans and Details, Code Ident No 80091). The keel blocks are to include the following features:
1.1. Concrete features shall meet the following requirements:
1.1.1. Concrete construction shall conform to the requirements of ACI 301 and ACI 318.
1.1.2. Concrete shall be air-entrained. Having a minimum ultimate compressive strength of 3,000 PSI at 28 days.
1.1.3. Cement shall conform to ASTM C150, Type II or Type III. If Type III is used, tri-calcium aluminate shall be 8% or less of the mixture and compressive strength at 7 days must exceed 3,000 PSI.
1.1.4. Aggregate shall conform to ASTM C33, with 1 ½ inch maximum size.
1.1.5. Reinforcing steel shall conform to A615 – Grade 60.
1.1.6. Calcium chloride shall not be used.
1.1.7. Compressive strength tests shall be performed for one set of three specimens for each 100 CY or fraction thereof placed in any one day. All sampling and testing shall be performed by an independent testing laboratory approved by the contracting officer.
1.2. Timber features shall meet the following requirements:
1.2.1. All timber shall be red or white oak, select car stock, in accordance with the 1978 edition of the National Hardwood Lumber Association, “Rules for the measurement and inspection of hardwood and cypress lumber”.
1.2.2. All timber shall have the ends sealed with a coal-tar derivative.
1.2.3. All timber/timber and timber/concrete interfaces shall be coated with a coal-tar or similar mastic.
The mastic shall serve as a preservative and a parting agent for future timber replacement.
1.3. Miscellaneous metals features shall meet the following requirements:
1.3.1. Bolts, with nuts and washers, shall conform to ASTM A-307 and shall be hot-dipped galvanized in accordance with ASTM-153.
1.3.2. Lifting eyes shall conform to ASTM A-36 and shall be hot-dipped galvanized in accordance with
ASTM A-153.
1.3.3. Lifting sleeve tubes shall conform to ASTM A-501. Plates shall conform to ASTM A-36. Lifting sleeves shall be hot-dipped galvanized after fabrication in accordance with ASTM A-123.
1.4. Tolerance feature shall meet the following requirement:
1.4.1. Variation from parallel of top and bottom surfaces shall not exceed +/- 1/8 inch from vertical dimension of block.
1.5. Construction features shall meet the following requirements:
1.5.1. The recommended construction technique is to use a steel form with tolerance dimension from top to bottom surfaces.
1.5.2. Place timber, bolts, rebar, and lifting sleeves in the form, then place concrete.
2 CONTRACTOR PROVIDED DESIGN - The keel blocks shall be designed (with calculations) by a qualified professional engineer. It shall be designed to withstand salt and a dust laden outdoor marine industrial environment, subject to high winds, driven rain, sleet and snow (and meet the design criteria outlined in the

4 Jun 21 reference drawing, Trident Refit Facility, Naval Submarine Base Bangor, WA, Trident Docking Blocks – Block Details Plans and Details, Code Ident No 80091). The design drawings and calculations shall have sufficient details for proper evaluation by the government. Allow for 14 calendar days for review by the government of the submittal.
No fabrication or manufacturing shall commence until the design is approved and comments addressed.
