SALIENT FEATURES RUBBER TENSILE TESTING SYSTEM (JMLs xxxxxx through xxxxxxx)

Salient features for hydraulic universal test machine (HUTM) for testing metals including mill products like pipe, sheet and plate, and manufactured specimens like fasteners and threaded test specimens in the PSNS laboratory space; conforms to ASTM A 370 and ASTM E8. The use of calibrated measurement systems are required by the laboratory quality system. The minimum shipyard required features are a free standing load frame with a minimum capacity of 534 kN (120,000 lbf) that includes a load weighing system and software for machine control and data acquisition. All of these components must be fully integrated and supported by the vendor. The loading frame shall be capable of tension and compression testing. It should include a digital closed loop command and feedback motion control system. This system must be fully compatible with the existing equipment like extensometers and test fixtures.

The following shall be included as part of the original cost (no extra charge):

• Material test system capabilities and features include o Minimum load capacity of 534 kN (120,000 lbf).

o Ergonomic controls.

o Conforms to ASTM A 370 and ASTM E8 testing.

o All materials and controls in the English language o Voltage 200-250 V must be transformed from 208 V o Integrated digital control and data acquisition electronics including position/displacement, test speed, strain measurement and load measurement channels o Test control panel with soft keys, results display, start, stop and return functions, programmable function keys, test status indicators, variable speed jog and specimen protection.

o Control system functionality: The control system shall provide the following minimum functionality. The control system shall have graphical test wizards to assist the operator in setting up test parameters in the appropriate sequence prior to conducting a test. The control system shall include a wizard to encompassing all manually controlled tests. The control system shall include test wizards for Tension or Compression Control. The control system shall allow operators to create complex, multiple step test procedures that include test steps that switch modes of control, change speed, detect feedback levels, vary data acquisition, display messages, monitor digital inputs, set digital outputs, detect break, increment and reset counters. The control system shall include a comprehensive library of calculations available for tension and compression testing. When special calculations are required the control system shall include an expression builder to create arithmetic expressions that calculate test measurements and test results. Test system has variable speed jog with software-defined speed. These results can be displayed, graphed, and analyzed. System shall provide database functionality with the capability to store, search using multiple criteria, display, and analyze test results over time across multiple samples and test frames.

Database functionality shall integrate seamlessly with test system.

o The load frame shall include an emergency stop switch.

o Operator safety debris shield (enclosure) around the machine.

o Compression Platens o Hydraulic Side Action Grips with:

Flat jaw faces for material up to 2.25 inch thick minimum V jaw faces for material up to 2.25 inch diameter.

o Fixtures for use with bolt holders:

Non-threaded Flat Washer for Bolt sizes up 1.0 inch diameter.

82 Degree Countersunk Flat Washer, for Screw sizes up to 1.0 inch diameter.

• PC software which provides control tensile and elongation measurements with data acquisition, data analysis and enhanced reports, to be installed on an industry-standard model PC or equivalent all in one controller.

• Controller and printer: Controller can be a workstation PC with windows 10 or a dashboard style touch controller. The device shall communicate with a controller and peripherals with a hardwire technology (PC connection cable) like USB connection. It cannot communicate with the controller or peripherals via wireless means i.e., WIFI, Bluetooth, GPS, etc. The device manufacture may disable wireless functions in order to meet this requirement. The printer should be compatible with the device controller to allow printing of data reports.

• The software provided must be submitted for addition to the NAVSEA DADMS approval list prior to purchase.

• The device must be UL listed or subjected to third party NRTL certification. US equipment inspection/certification must include evaluation and testing of equipment in accordance with the applicable standards and/or regulations.

• Includes equipment and software technical Manuals in print or electronically in English language to cover each specific make, model year, and serial numbered piece of equipment:

o Operating instructions including start up, shut down and emergency shutdown procedures o Maintenance, service, and overhaul instructions, including all preventive maintenance schedules and lubrication chart o Trouble-shooting guides o Parts list containing: illustrations, part numbers, part nomenclature, original manufacturer, cross reference numbers, and recommended spare parts including quantities o Energy control procedure, in accordance with 29 CFR 1910.147, OSHA Energy Control Standard to bring equipment to a zero energy state for maintenance o All mechanical and electrical schematics showing discrete components/block diagrams/wiring diagrams with inputs and outputs identified/system electrical interface documents and drawings for the specific model of all machine equipment/drives/controls supplied o Programming requirements

• Includes equipment warranty.

• Includes on site system set up and calibration. Calibrate the HUTM after installation and prior to training. The contractor’s commercial calibration laboratory shall be in compliance of ISO/IEC 17025 or ANSI/NCSL Z540.3. Reports of calibration shall be provided, and indicate the standards used for verification are traceable to the National

Institute of Standards and Technology (NIST) for Crosshead Speed and Displacement, Force, and Strain using the latest revisions of the relevant standard for the following:

o Speed: In accordance with ASTM E2658 to calibrate Digital Readout (in/min) Resolution of Indicator: 0.0001 in/min.

o Displacement: In accordance with ASTM E2309 to calibrate Digital Readout (in) Resolution 0.0001(in).

o Force: In accordance with ASTM E4 to calibrate Forces verified within ± 1% accuracy, 1% repeatability, and zero return tolerance.

o Extensometers. Strain in accordance with ASTM E83 to calibrate Digital Readout Strain Resolution 0.000001 (in/in of gauge length).

• Includes onsite training to familiarize personnel with the equipment and to help ensure reliable performance and maximum service life, during normal usage. The training shall be performed at the customer facility. Basic System and Software overview on the supplied system. Includes:
