Specifications Low-Noise Voltage Source
Background/ Scope The National Institute of Standards and Technology (NIST) has a requirement for a multi-channel precise and low-noise voltage source which has at least fifteen (15) but no more than 24 independent channels so that at least 15 independent voltages can be applied to a nanoelectronic device and to supply power to low-temperature electronics. This equipment will be used to perform transport, charge sensing, and coherent measurements in the devices to further NIST’s programs in semiconducting quantum devices operating at low temperatures.
Minimum Requirements The system shall meet the minimum requirements identified below. All items must be new.
Used or remanufactured equipment will not be considered for award. Experimental, or prototype will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Contract Line Item Number (CLIN) 0001: The contractor shall provide quantity of one (1) low-noise voltage source that meets the following minimum requirements.
1. Channels and Ease of Use:
a. Shall have between 15 and 24 independent channels in a single integrated instrument. Instrument sets that satisfy the other criteria but split channels across more than 3 (three) stand-alone instruments to reach the required number of channels are not acceptable due to space and computer-control constraints.
b. Connection to each channel shall be made through BNC connectors.
2. DC Voltage specifications
a. Range: at least -10 V to 10 V
b. Resolution: less than 20 µV
3. Stability and Noise:
a. Stability: less than +/- 2 µV drift over 5 hours
b. Noise: less than 100 nV/Hz1/2 from 10 Hz to 10 kHz (excluding 50 or 60 Hz noise)
c. The contractor shall supply data from at least one channel of the multi-channel instrument which show that the instrument meets each of the specifications above with the bid.
4. Temperature stability: Shall be better than 5 µV/degree C
5. Sweeping channels:
a. Waveforms: Each channel shall be capable of sine, triangular, square, ramp and arbitrary waveforms for low-frequency (<1 kHz) sweeping. Each channel need not be capable of being swept at the same time.
b. Settling time: Shall be less than 1 ms. This settling time shall be achievable simultaneously with the noise characteristics above.
c. The instrument shall have at least 1 sync output used to synchronize other instruments to voltage sweeps.
6. Computer Interface:
a. Programming of each channel from a computer shall take place through a single connection to the instrument.
b. The computer interface may be GPIB, USB, or ethernet.
c. The computer interface and the voltage generation shall be galvanically isolated.
d. A software driver in python or LABView shall be provided.
Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid). This delivery shall occur No Later Than (12) weeks after receipt of order (ARO).
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. All shipping costs shall be included in the total firm-fixed price. The contractor shall deliver all Line Items to:

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Inspection and acceptance will occur within seven (7) business days after receipt of the low-noise voltage source at NIST.
- NIST will verify through a combination of inspection, routine measurements of noise, and measurements of a resistor at room temperature that the supplied equipment meet all the specifications.
A visual inspection of the low-noise voltage source will be performed by the NIST TPOC to identify surface defects or any form of indication that the low-noise voltage source was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the low-noise voltage source due to defects and/or nonconformance.
Warranty The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4
Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of all delivered systems.
2. The Government anticipates inspection will occur upon:
