About this file

This document contains the specifications for a federal contract opportunity to procure a water node, quantum sensor, and datalogger. The key requirements are:

The water node must be a direct evapotranspiration sensor that can measure evapotranspiration without the need for crop coefficients, have a datalogger and cloud-based data storage, and be field-deployable. The quantum sensor and datalogger must measure light intensity over 1 meter, store at least 1 GB of data, have GPS, and filter out infrared light. The required quantity is 1 unit, with delivery to the USDA-ARS Sugarcane Research Unit in Houma, LA as soon as possible after award.

The related federal contract opportunity is solicitation number 12405B24Q0436, issued by the USDA Agricultural Research Service in the Southeast Area. Offerors must submit a quote on company letterhead and completed FAR 52.212-3 Offeror Representations and Certifications by 4:00 pm CST on August 8, 2024. Award will be made on a best value basis, with technical capability and past performance more important than price.

SPECIFICATIONS

1.0 Specifications Description:

Water Node (direct evapotranspiration sensor) Quantum sensor and datalogger Quantity: 1 Unit Type: Each Minimum Requirements:

Water Node (direct evapotranspiration sensor)

· The direct evapotranspiration sensor shall be able to measure evapotranspiration without the need of crop coefficients.

· The direct evapotranspiration sensor shall have a datalogger and cloud-based data storage.

· The direct evapotranspiration sensor shall use a method of measurements independent of eddy covariance or models such as Penman-Monteith.

· The direct evapotranspiration sensor shall be field deployable and handle wet conditions.

Quantum sensor and datalogger

· The Quantum sensor and datalogger shall measure light intensity over 1 meter length.

· The direct evapotranspiration sensor and datalogger shall store at least 1 Gb of data on the instrument.

· The direct evapotranspiration sensor and datalogger shall have GPS to log location of measurements in the field.

· The direct evapotranspiration sensor shall have a response time of ~10 μs.

· The direct evapotranspiration sensor shall filter out infrared light and only measure visible light.
