SPECIFICATION
Fish Feeding System Upgrades
I BACKGROUND
The National Cold Water Marine Aquaculture Center requires feeders that can be added to the current system (Arvo-Tec). The current feeding system used Arvo-Tec robot feeders and tank side feeders connected to the Arvo-Tec software that controls feeding the fish. The feeders and equipment must be compatible with the Arvo-Tec feeding control system (https://www.arvotec.fi/feeding-technology/feeding-control-system/) currently in use. This software package can estimate fish growth over time and adjust feed dosing to individual tanks accordingly and can keep track of fish growth performance (estimating weigh gain, percent gain, feed conversion ratio, and specific growth rate).
II. SYSTEM REQUIREMENTS.
1. Feeding system components:
a. Three 32-channel control panels that are compatible with our current system along with the associated over voltage protection cards. These will replace the current control panels that are obsolete.
b. Nineteen tank side feeders.
c. Six hangers for the tank side feeders.
d. Four 9-liter hoppers for the compatible with the future and current tank side feeders.
e. Thirteen 45-g (9 mm pellet compatible) dosing drums that work with the new and existing feeders.
f. Two 45-g (9 mm pellet compatible) dosing drums for the robot feeders
g. Fifty feeder cable connector pairs that are compatible with new and existing feeders.
h. Vendors must comply with NDAA Section 889/SAM.gov.
III. Section 508 Accessibility Compliance
It is mandatory that products developed, procured, maintained, or use Electronic, and Information Technology (EIT) be accessible to employees with disabilities. Examples of EIT equipment are peripherals, copiers, fax machines, computers.
All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation
Act of 1973, as amended, and are viewable at: http://www.section508.gov/, then go to 508 Law.
IV. Delivery and System Installation:
a. System Footprint. Not applicable.
b. Government Furnished Property. Not applicable
c. Utilities. Not applicable.
d. Delivery. The Contractor shall furnish and deliver (F.O.B. Destination, Within
Consignee’s Premises) the equipment and documentation to the USDA, ARS, NEA, National Cold Water Marine Aquaculture Center, 25 Salmon Farm Road Franklin Maine 04634, within sixty (60) days after the receipt of the purchase order. Delivery shall be between the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excl.
Federal holidays. The Contractor shall provide the addressee with advance notification of delivery. Such notice shall be provided in writing, not less than two (2) weeks prior to delivery. The Contractor shall provide at least 24 hours advance notice to the requester prior to actual delivery. Collect calls will not be accepted.
e. Installation and Start-up. Not applicable

VI. Warranty. The Contractor shall provide standard warranty coverage.
