Required Specifications High-Capacity Hydraulic Actuator and Associated Components Background The Engineering Laboratory at the National Institute of Standards and Technology (NIST) Gaithersburg campus has a Structural Testing Laboratory in Building 226. The Structural Testing Laboratory is equipped with servohydraulic actuators and a state-of-the-art hydraulic power distribution and control system (HPDCS) used to apply controlled forces and displacements in structural testing.
The equipment currently in use includes (1) an MTS Systems Corporation (MTS) SilentFlo 515.90S-2 hydraulic power supply, (2) an MTS FlexTest 100 controller, (3) MTS Model 293.11 hydraulic service manifolds, and (4) MTS TestSuite Multipurpose Elite software. This equipment and software is proprietary to MTS. The current stock of equipment also includes two 220 kip MTS actuators and two 110 kips MTS actuators.
A new experimental setup is being constructed (as shown in Figure 1) which has created the need to procure an additional high-capacity actuator, hydraulic service manifold (HSM), and controller module. This higher capacity actuator, HSM, and control module will be integrated with the existing HPDCS, which will provide hydraulic power and control of force and displacement in the new experimental setup. These specifications require that the new actuator and associated equipment be fully compatible with the existing HPDCS. When integrated with the existing HPDCS, the new actuator will provide the capability to perform controlled experiments on full-scale structural sub-systems and components, utilizing the full design capacity of the setup shown in Figure 1. Research performed in the Structural Testing Laboratory will help to provide the technical basis for the development and improvement of codes, standards, and practice governing the design of buildings and other structures.

Objective The objective is to procure a MTS hydraulic actuator, a three-station HSM, and a controller module to be installed in the existing HPDCS in Building 226 at NIST in Gaithersburg, MD. The contractor shall furnish the necessary personnel, materials, equipment, and services to fabricate these components and then install and test them using the laboratory’s existing HPDCS.
This is a sole source requirement to ensure full equipment compatibility and continuity of science; the MTS instruments at NIST are proprietary to their original equipment manufacturer. It is imperative that equipment be compatible and interoperable to ensure NIST research is not compromised. MTS does not authorize resellers of its equipment.
1. Specific Requirements The Contractor shall provide the equipment, materials, and labor necessary to fabricate, install, and test the MTS hydraulic actuator, MTS HSM, and MTS controller module. These components shall meet the minimum technical requirements as specified in Table 1. Subsections 3.1 and 3.2 provide further discussion of the minimum requirements.

1.1 Hydraulic Power Distribution and Control System (HPDCS) Components The existing HPDCS comprises an MTS SilentFlo 515.90S-2 Hydraulic Power Supply, two MTS Model 293.11 two-station Hydraulic Service Manifolds, one MTS Model 293.22 HSM that supplies power to an MTS Load Frame, an MTS FlexTest 100 Controller, and the MTS TestSuite Multipurpose Elite Software (latest version). Full compatibility of the new components with the existing HPDCS is required to ensure interoperability.
1.1.1 Hydraulic Service Manifold (HSM)
The minimum requirements include a three-station MTS Model 295.11 hydraulic service manifold (HSM). The three-station HSM shall supply hydraulic fluid to the actuators at an operating pressure of 3000 psi and shall allow for independent control of the three stations. The HSM shall be able to provide a total flow capacity of 100 gal/min with an accumulator volume of 2.0 gal on the pressure side and 1.0 gal on the return side. The maximum flow capacity per station shall be 100 gal/min.
1.1.2 Controller Module
The minimum requirements include an MTS Model 493.74 HSM transition module, which shall be integrated within the existing MTS FlexTest 100 controller and shall be capable of controlling three independent test stations using the three-station HSM (Section 3.1.1).
1.2 Hydraulic Actuator
The minimum requirements include one MTS Model 201.80 high-force actuators, with a force rating of 301 kip in tension and 446 kip in compression. Single-ended, double-acting, fatigue-rated hydraulic actuators for low-frequency structural testing applications are required. A stroke length of 40 inches, from fully retracted to fully extended, is required for all actuators. The actuator shall incorporate a full-stroke coaxially mounted displacement transducer, a fatigue-rated load cell with an axial capacity that meets or exceeds the force rating of the actuator, an MTS Model 252.25G-01 servovalve with a flow rating of 15 gal/min, and fatigue-rated swivels with backlash adjustment at the base and rod ends. The requirements include factory calibration of the displacement transducer and load cell, as well as onsite installation and commissioning of each actuator at NIST.
2. Site Information/Preparation The strong floor laboratory area is directly accessible through a rollup door with dimensions of approximately 11 ft wide × 13 ft high. The Contractor shall provide a complete list of facilitation requirements within 5 days of contract award. However, the Contractor is not required to modify the site in any way; NIST will prepare the site independently as needed.
3. Delivery Delivery, installation, and training shall be completed no later than 270 days after receipt of award.
Delivery shall be made to NIST, Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899.
Delivery terms shall be FOB Destination.
4. Installation and Demonstration The Contractor shall install all equipment identified herein at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, connection of flexible hydraulic lines between the hydraulic service manifold and the actuator, connection of all control cables, full check-out of system, demonstration of specifications and removal of trash.
Commissioning of the hydraulic actuator shall be performed to verify that they operate in accordance with the specifications provided herein. The Contractor shall demonstrate that these components meet NIST' s requirements by exercising the new actuator using the existing HPDCS, hydraulic service manifold, existing MTS FlexTest 100 Controller, and existing MTS TestSuite Multipurpose Elite Software (this shall be accomplished without applying loads to a structure).
Demonstration shall be completed within 300 days after receipt of award.
5. Warranty & Support The Contractor shall warrant all new components in this procurement, including, but not limited to, all hydraulic, mechanical, electrical, and electronic components for a period of at least one year after final acceptance of the system. The warranty shall cover all parts, labor, and travel.
The warranty shall further include unlimited telephone and e-mail support to address questions regarding operation of the actuator with existing software and equipment.
6. Deliverables All products and services shall be conducted in accordance with the schedule specified in Table 2. All dates are specified in calendar days.

7. Inspection/Acceptance Table 3 presents a quality assurance plan applicable to inspection and acceptance. The contractor shall install the new actuator in the existing HPDCS and demonstrate that it works by cycling the actuator to +/- 5 inches in stroke control for a period of 20 minutes (this shall be accomplished without applying loads to the structure).

At the completion of the installation, the Contractor shall verify operation of the new equipment by exercising the set of new hydraulic actuator. This will be accomplished without applying load to a test specimen.
The Contractor shall demonstrate, at the conclusion of the installation of all equipment, that the equipment functions as intended.
NIST will base final acceptance on the successful completion of this demonstration.
The NIST COR will use frequent email and phone contact with the Contractor to coordinate the work defined herein. During the time that the Contractor is on-site at NIST, the COR will interact directly with the Contractor. The COR may, at his discretion, involve NIST staff who operate the equipment on a regular basis to review work and advise the COR.
8. General Information Safety: Contractor employees shall be responsible for knowing and complying with NIST installation safety regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. A visitor identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus. Visitors must have valid Government-issued identification to enter campus.
Vehicle Registration: All campus visitors must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear view mirror in accordance with instructions. The visitor/Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
