About this file
This document outlines specifications for an optical televiewer (OTV) procurement. The USGS Pacific Islands Water Science Center seeks to purchase an OTV and additional parts to conduct hydrogeologic monitoring of boreholes at the Red Hill Bulk Fuel Storage Facility in Hawaii. Specifications include an optical sensor with 1/3 CMOS digital imaging and 24-bit color resolution, as well as acoustic sensors for borehole imaging. Additional requirements comprise in-line fluid temperature and conductivity probes. Delivery within one week of a purchase order is expected. The contractor will be evaluated on timely delivery of the working OTV and technical support fulfillment in accordance with the specifications provided.
This federal contract opportunity posted by the Department of Interior USGS seeks to procure the optical televiewer outlined in the attached specifications document to support ongoing remediation efforts at the Red Hill facility through hydrogeologic data collection.

SPECIFICATIONS
GENERAL INFORMATION
A. Introduction The proposed instrument for purchase an optical televiewer (OTV) that provides imagery of open boreholes, with additional parts.
B. Background The USGS Pacific Islands Water Science Center (PIWSC) currently rents an OTV (current tool with manufacturer for evaluation/replacement). It would be more cost-efficient to procure a tool ahead of planned geophysics work.
C. Definitions/Applicable Documents (not applicable)
D. Scope The PIWSC works in cooperation with the U.S. Navy to collect hydrogeologic data from new boreholes at the Red Hill Bulk Fuel Storage Facility in Honolulu, HI. Timely procurement of this information is critical for ongoing remediation efforts at the facility, specifically informing the hydrogeologic understanding of the area. The PIWSC is currently the only provider of this service to the U.S. Navy.

WORK REQUIREMENTS
A. Technical Requirements The contractor is expected to deliver the OTV in a timely manner to the PIWSC, following all protocol typically associated with geophysics tool rentals. The company should be prompt with coordinating the payment and shipping of the instrument. The instrument should arrive in working condition, with all capabilities and specifications intact per the tool-specific information provides. Shipping method and cost should be reasonable.
Contractor compliance will be measured by their ability to provide the requested instrument in working condition. Related metrics for evaluating successful contractor fulfillment include adequate technical support and reasonable shipping protocol.
B. Deliverables
Delivery of one OTV. Delivery is expected within a week of the purchase order placement. Contractor is expected to fulfill the safe and timely delivery of the requested geophysics tool and additional parts.
SUPPORTING INFORMATION
The equipment will be used primarily at the Red Hill Bulk Fuel Storage Facility in Honolulu, HI by PIWSC geophysics personnel. The planned period of performance is the duration of the instruments function and technical support.
