I BACKGROUND
The NCWMAC is not open to the public for safety and bio security reasons. All guests must schedule an appointment prior to arrival. An automated barrier arm gate for our facility is essential to allow access to authorized personnel while deterring unscheduled guests. The barrier arm will have a number keypad for convenient access without having to use a key and manually opening the gate. Scheduled, after hour deliveries will no longer need a key for entry. The gate would be located along the entrance road to our facility before the parking area, replacing the gate that is currently there. The contract would include site work and installation of the barrier arm gate. We do not have the equipment for excavation and pouring the concrete foundation.
II. SUPPLY REQUIREMENTS.
1. Barrier arm gate:
a. Barrier Gate Operator, l HP, 115V AC w/ Manual Crank
b. 20-Foot aluminum arm assembly MUTCD Compliant with Brackets
c. Heater Kit for Barrier Gate Operators
d. Digital Entry
e. Access Controls and pedestal
f. Installation and site work for the foundation
III. Section 508 Accessibility Compliance
It is mandatory that products developed, procured, maintained or use Electronic, and Information Technology (EIT) be accessible to employees with disabilities. Examples of EIT equipment are peripherals, copiers, fax machines, computers.
All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and are viewable at: http://www.section508.gov/, then go to 508 Law.
IV. Delivery and System Installation:
a. System Footprint. 20-foot (6.1 M) barrier arm. 15.25 inches wide by 39.5 inches high by 15.75 inches deep control box.
b. Government Furnished Property. Not applicable
c. Utilities.
d. Delivery. The Contractor shall furnish and deliver (F.O.B. Destination, Within Consignee’s Premises) the equipment and documentation to the USDA, ARS, NEA, National Cold Water Marine Aquaculture Center, 25 Salmon Farm Road, Franklin, Maine 04634, within sixty (60) days after the receipt of the purchase order. Delivery shall be between the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excl.
Federal holidays. The Contractor shall provide the addressee advance notification of delivery. Such notice shall be provided in writing, not less than two (2) weeks prior to delivery. The Contractor shall provide at least 24 hours advance notice to the requester prior to actual delivery. Collect calls will not be accepted.
e. Installation and Start-up. Installation and site work included.
V. Training and Documentation – Not applicable
VI. Warranty. The Contractor shall provide standard warranty coverage.
A Firm-Fixed-Price award is anticipated.
EVALUATON FACTORS FOR AWARD
This is a Lowest Price Technically Acceptable (LPTA) source selection. The most important factor is price. The technical evaluation factors which consist of the Technical Approach Narrative and Technical Specifications are of equal importance. All technical evaluation factors other than cost or price, when combined, are significantly less important than cost or price. The lowest priced proposal will first be evaluated for technical acceptability. If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability. This will continue until the lowest priced proposal that is determined to be technically acceptable has been identified. Once the lowest priced proposal that is determined to be technically acceptable has been identified the evaluations will be closed, and award will be made.
Proposals will be evaluated for merit and the ability to satisfy the objectives of the acquisition based on the evaluation criteria, factors, and sub-factors listed herein. The Government will award the contract to the responsive, responsible offeror whose proposal provides the lowest price based upon meeting a Go/No-Go on technical acceptability evaluation criteria as follows:
Factor 1 - Price
Factor 2 – Technical Approach Narrative Provide narrative showing how the work will be accomplished. Narrative must show an understanding of the specific work and a feasible, realistic approach to complete the project.
Factor 3 – Technical Specifications:
Provide specification sheets on the material being provided. The specifications will be evaluated to ensure the material meets the requirements of the project.
