About this file

This document is a Requirements/Specification Document for a QNet Microwave Vector Network Analyzer issued by the National Institute of Standards and Technology (NIST) Communications Technology Laboratory. The specialized equipment is required for quantum networking research, specifically for measuring microwave-optical transducer devices being developed at NIST and collaborating institutions. Key technical specifications include an operating frequency range of ~100kHz-10GHz, at least 2 input/output ports, a dynamic range >95dB across the frequency range, and compatibility with manual and programmable control interfaces.

The procurement is currently in a sources sought stage, seeking potential vendors who can supply this advanced analytical laboratory instrument. NIST is open to responses from all business sizes but will set aside the contract for small businesses if at least two qualified small businesses are identified. The procurement is assigned NAICS code 334516 with a small business size standard of 1000 employees. Interested vendors are requested to submit a five-page capability statement including company profile, product specifications, lead times, manufacturing details, and small business status verification. The equipment will be shipped to NIST's Boulder, Colorado location, with an acceptance period of 15 business days for performance testing.

Requirements / Specification Document

TITLE: QNet Microwave Vector Network Analyzer

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Radio Frequency Technology Division Highspeed Waveform Metrology Group (672.03)

General Statement of Need:

The product to be procured is a vector network analyzer function from low frequency up to nominally 10GHz. This equipment is essential for the operation and measurement of microwave-optical transducer devices being developed at NIST and by collaborators at the University of Colorado and Joint Institute for Laboratory Astrophysics (CU-JILA). As part of the quantum networking project within the Communications Technology Laboratory (CTL), these transducer devices will be installed at NIST, with the purchased network analyzer acting as the key piece of test and measurement equipment for determining the microwave capabilities of these devices. Transducer devices require resonant superconducting circuits to enhance the required non-linear interactions and due to fabrication constraints in making these circuits there is inherent uncertainty in the exact resonant frequency and quality factor of any individual resonator. The proposed vector network analyzer is the key experimental component needed to find each resonance in frequency space and evaluate the circuit enabling subsequent measurement of these transduction devices.

The critical technical requirements, for this device are the operating frequency range and the dynamic range. Given that resonant frequencies occur across a broad range the network analyzer device needs to possess an operating frequency band stretching from kHz up to at least 10GHz. In addition, since measurements are often taken in a cryogenic environment requiring heavy attenuation the dynamic range of the device, able to detect very small signals with large input power is also a requirement. Additional useful features include quick sweep time, and the ability to set the IF bandwidth for both high- and low-resolution measurements. Another technical requirement is the ability to control and program this equipment with common software languages so that it can be integrated into a broader experiment.
