About this file
This Requirements/Specification Document details a Sources Sought announcement for Waveguide Components for the National Institute of Standards and Technology (NIST). The document specifies requirements for fixed attenuators across five waveguide bands (WR-90, WR-62, WR-42, WR-22, and WR-28), with attenuator sets ranging from 3 dB to 50 dB. Each attenuator set must include precision flanges with specific UG designations and fine alignment dowels. The delivery is to be completed no later than 10/15/2025, with a 60-day acceptance period, and will be shipped to NIST-Boulder at 325 Broadway, Boulder, CO 80305.
The Sources Sought announcement is conducting market research to determine if small businesses can provide these specialized waveguide components. If at least two qualified small businesses are identified, the acquisition will be set aside for small businesses. The requirement falls under NAICS code 334419 with a small business size standard of 750 employees. Interested companies are invited to submit five-page capability statements including company profile, manufacturing details, specification sheets, lead times, and small business status verification. The goal is to identify potential vendors before determining the final acquisition method and issuing a solicitation.

Requirements / Specification Document
TITLE: Waveguide Components
Requesting Laboratory / Division / Group:
Communications Technology Laboratory Radio Frequency Technology Division Guided Wave Electromagnetics Group (672.01)
General Statement of Need:
The Communications Technology Laboratory (CTL) at the National Institute of Standards and Technology (NIST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of communications technology development, from fundamental characterization and discovery to production.
The Radio Frequency Technology Division (RFTD) within CTL requires a selection of fixed attenuators to act as check standard devices for the S-parameters calibration service. These fixed attenuators shall have stable electromagnetic properties over time, and they shall have precision flanges to ensure repeatable, high-quality measurements. These attenuators are required in a range of rectangular waveguide bands including WR-90, WR-62, WR-42, WR-22, and WR-28.
