About this file
This document outlines specifications for two optical tables for time-resolved micro-spectroscopy required by the National Institute of Standards and Technology. The tables must be 8 feet long, 4 feet wide, and 1 foot thick with the capability to be floated by compressed air at a height of 36 inches off the floor. Additional requirements for the tables include a surface flatness of 0.005 inches or better, individually sealed holes, a steel honeycomb core construction, and compliance data within specified parameters. The supporting structure must have four posts with passive pneumatic vibration isolation to float the optical table at the required height and support a 4000 pound load. It must also include four integrated casters and provide specified vertical and horizontal resonance frequencies. Delivery to NIST is required within 90 days of award. Inspection and acceptance will involve a visual inspection at NIST to verify no damage occurred during transport. A one-year warranty is also required. Payment will be made at 100% upon inspection and acceptance of the fully installed system.

SPECIFICATIONS
Optical tables for time-resolved micro-spectroscopy
I. Background The National Institute of Standards and Technology (NIST) Nanoscale Device Characterization Division (NDCD) develops and advances the measurement and knowledge infrastructure to characterize nano- and atom-scale engineered materials and solid-state devices for innovation in information processing, sensing, and future quantum technologies. The NDCD’s technical activities span atom scale devices, nanoscale spectroscopy, nanoscale imaging, nanoscale processes and measurements, and alternative computing. To meet mission requirements, the NDCD needs to procure two optical tables. This acquisition will allow the division to improve its capabilities in the spectroscopic measurement of semiconductor materials and devices.
Two optical tables are required for time-resolved micro-spectroscopy experiments. These tables are necessary to provide the mounting optomechanics needed for these sensitive experiments, which will take place in a second floor laboratory. Passive pneumatic vibration isolation of the damped table and retractable casters to allow for movement are required. This measurement will support the Nanoscale Device Characterization Division’s Nanoscale Spectroscopy Group, which develops and advances optical, electrical, and magnetic spectroscopic measurement methods for nanoscale characterization of materials and applies this knowledge to nanoscale devices. These new characterization capabilities are an essential component of the NDCD’s ongoing efforts to develop a suite of techniques user facility in nanoscale spectroscopy to support the development of future quantum technologies.
II. Scope To mount lasers, detectors, and optomechanics for time-resolved micro-spectroscopy experiments, two 4’ x 8’ x 1’ optical tables are required. To mount high-precision translation stages for microscopy, the tables need to meet the specifications below for flatness. To enable sub-micron-scale imaging, they must be vibration isolated and come with a support system that allows floating on compressed air. To allow the tables to be moved within a lab without costly rigging, the tables’ support structure must have retractable casters.
III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide two (2) optical tables and support structures with casters that meet the following minimum specifications:
1. Optical table A. Must be 8 feet long, 4 feet wide, and 1 foot thick.
B. Must have the capability of being floated by compressed air.
C. Must be 36 ± 1 inches off the floor when it is not being floated.
D. Must be able to be leveled even when it is not being floated by compressed air.
E. Must have ¼”-20 tapped holes arranged in a square grid pattern, spaced by 1 inch.
F. Must have a surface flatness ± 0.005 inches or better within the entire tapped hole pattern and ± 0.004 inches or better within a 2 x 2 foot area.
G. Must have individually sealed holes – liquid tight and corrosion proof.
H. Must have 3/16” (or metric equivalent) top and bottom steel skin.
I. Must have a high-density steel honeycomb core construction.
J. Must not include damping materials that degrade over time (such as adhesive tapes or cable ties).
K. Must provide measured compliance data for an equivalent 4’ x 8’ x 1’ optical table:
· Maximum compliance at 1st resonance less than 2 micro-in/lbft.
· Compliance curve must have no deviations (resonances) from rigid body spectrum below 100 Hz.
· Minimum resonance frequency must exceed 150 Hz.
· Static deflection less than 80 micro-inch for 250 lb. load centered on table.
2. Support structure with casters A. Must have four posts.
B. Must provide pneumatic passive, not active, vibration isolation.
C. Must be able to float the optical table.
D. Must combine with the optical table to a height of 36 ± 1 inches off the floor when it is not being floated.
E. Must be able to hold a load of at least 4000 lbs.
F. Must include four integrated table casters.
G. Must provide a vertical resonance frequency < 3.2 Hz at operating pressure.
H. Must provide a horizontal resonance frequency < 1.5 Hz at operating pressure.
IV. Site Preparation N/A
V. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 90 days ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899-1640 VI. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
PERFORMANCE TEST: visual inspection
The Government will test, inspect, and accept the equipment onsite within 30 business days of the receipt of the optical tables. A visual inspection of the optical table systems will be performed by the NIST TPOC to identify surface defects or any form of indication that the optical table systems were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the optical table systems due to defects and/or nonconformance.
VII. Installation N/A
