SECTION 01 00 00- GENERAL PARAGRAPHS
PART 1 - GENERAL
1.1 PRE BID SITE VISIT
A.
1.2
The submission of a proposal will be considered prima facie evidence that the offeror is satisfied as to the conditions to be encountered in performing the work. For access to the site, contact the Contracting Officer indicated in the solicitation.
A. The work shall be completed within the time period defined in the General Contract.
1.3 PLANS, SPECIFICATIONS, AND OTHER CONTRACT DOCUMENTS
A. The requirements of AMS Clause 3.2.2.3-33, Order of precedence and AMS Clause 3.2.2.3-
60, Specifications, Drawings, and Material Submittals shall apply.
B. Plans showing general outlines and details necessary for a comprehensive understanding of the work form a part of the Contract Documents. All work under the Contract shall be per-formed in all respects in compliance with the requirements of the Contract Documents.
C. The Contract Documents provide for a complete work, and may have been prepared in divi-sions of various crafts, trades and other categories of work. The Contractor is responsible for the performance of all work under the Contract regardless of any such divisions, and shall en-sure that all of the work is performed and completed.
D. The FAA will provide the Contractor with .pdf versions of the construction plans and speci-fications marked for the Contractor’s use during the execution of the Contract. The Contrac-tor may reproduce these documents for its use during the performance of the work under this
Contract.
E. The Contractor shall maintain at the Site at all times at least one (1) hard copy of Plans, Technical Specifications together with at least one (1) complete hard copy set of approved
Shop Drawings and approved samples.

F. The Contract, Plans, Specifications, and all referenced standards cited are essential parts of the contract requirements. A requirement occurring in one is as binding as though occur-ring in all. They are intended to be complementary and to describe and provide for a com-plete work.
G. In the event of any conflicts ambiguities, or discrepancies among the Contract Documents, the precedence in resolving such conflicts, ambiguities, or discrepancies shall be as follows:
1. The Schedule of Bid Items
2. Representations and other instructions
3. Contract Clauses (also referred to General Conditions)
4. Contract modifications
5. Addenda
6. General Conditions shall govern over Division 1, Technical Specifications and Plans.
7. Division 1 shall govern over Technical Specifications and Plans.
8. Technical Specifications shall govern over Plans.
9. On the Plans, calculated or figured dimensions shall govern over scaled dimensions.
10. Subject to the foregoing provisions of this paragraph, the more stringent requirements shall apply in the event any conflicts cannot be resolved by applying the order of precedence.
H. The Contractor shall not take advantage of any apparent error, omission, discrepancy, or ambiguity on the Plans or Specifications. If any error, omission, discrepancy, or ambiguity is found by the Contractor in the Plans or Technical Specifications, the Contractor shall refer the same to the Contracting Officer (CO) for his or her interpretation and decision, and such decision shall be final.
I. The CO shall have the right to correct apparent errors or omissions in the Plans and Tech-nical Specifications and to make such interpretations as he or she may deem necessary for the proper fulfillment of the Contract Documents. During the course of the work, should any conflicts, ambiguities, or discrepancies be found that are not addressed or any discrepancies between the Plans and the Technical Specifications to which the Contractor has failed to call attention before submitting the offer, then the CO will interpret the intent of the Plans and
Technical Specifications and the Contractor hereby agrees to abide by the CO’s interpreta-tion and agrees to carry out the work in accordance with the decision of the CO. In such event the Contractor will be held to have included in the offer the most expensive material and/or method of construction.
J. When a material, article, or equipment is designated by a brand name, and more than one brand name is listed, it will be understood that the design is based on one of the brand name listed products. The contractor will be responsible for all coordination necessary to accom-modate the material, article, or equipment actually being provided without additional cost to the government.
K. The organization of the contract Documents into divisions, sections and articles, and the ar-rangement of Drawings does not restrict or limit the Contractor in dividing the Work among

Subcontractors or in establishing the extent of work to be performed by any trade.
L. Product and Reference Standards:
1. When descriptive catalog designations including manufacturer’s name, product brand name, or model number are referred to in the Contract Documents, such designations shall be considered as being those found in industry publications of current issue on the date of the first advertisement for offers.
2. When standards of the Federal Government, State Department of Transportation, Standards Organization such as ASTM, AASHTO, AWS, or ANSI, trade societies, or trade associations are referred in the Contract Documents by specific date of issue, these shall be considered a part of this Contract. When such references do not bear a date of issue, the current published edition on the date of the first advertisement for of-fers shall be considered as part of the Contract.
3. Where in the Contract Documents an item is identified by a particular manufacturer’s name, model or other code it shall be interpreted to include other manufacturers’ product of like and equal quality whether the words “or equal” are included or not.
4. Wherever a particular manufacturer’s product is required, to the exclusion of all oth-ers, appropriate language is included in the Contract Documents.
5. Wherever the terms, “as directed”, “ordered”, “permitted”, “designate”, “as ap-proved”, “approved equal”, “or equal”, “acceptable” and other words of similar meaning which authorize an exercise of judgement are used in the Contract Docu-ments, such judgment shall be vested only in the Architect/Engineer and/or the FAA.
1.4 CONFORMITY WITH PLANS ANDSPECIFICATIONS
A. No deviation from the Plans, Technical Specifications and other Contract Documents shall be permitted without the prior written approval of the Contracting Officer (CO).
1.5 SUPERVISION AND CONSTRUCTION PROCEDURES
A. At all times during performance of this contract, and until the work is completed and accept-ed, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the CO and has the authority to act for the
Contractor.
B. The Contractor shall supervise and direct the Work, using the Contractor's best skill and atten-tion. The Contractor shall be solely responsible for and have control over construction means, methods, techniques, sequences, and procedures and for coordinating all portions of the
Work under the Contract including coordination of the duties of all trades, unless the Con-tract Documents give other specific instructions concerning these matters.
C. The Contractor shall control its operations and those of its Subcontractors and Suppliers to as-

sure the least inconvenience to the traveling public. Under all circumstances, safety shall be the most important consideration.
D. Contractor shall lay out all work well enough in advance to avoid conflicts or interferences with other work in progress so that in case of interference the layout may be altered to suit the conditions, prior to the installation of any work and without additional cost to the FAA.
The contractor shall be responsible to coordinate all work and take all action as required to avoid conflicts between trades. Immediately prior to the start of each shift the contractor shall discuss each day’s activities with the COR.
1.6 CORRESPONDENCE
A. Contract correspondence shall be directed to the CO with a copy to the COR. Submittals will be sent direct to the COR with a copy of the transmittal letter to the CO.
1.7
LIST OF SUBCONTRACTORS
A. The Contractor shall, within 10 calendar days after award, furnish to the CO with a copy to the
COR, a list of subcontractors showing the type of work each will perform. If all subcontracts have not been awarded when the initial list is submitted, the Contractor shall update the list.
1.8
PRECONSTRUCTION CONFERENCE
A. The CO will arrange a conference at the project location, as soon as practicable after award of a contract. It will be mandatory that the Contractor or his designated representative attends in per-son.
1.9
WORK NOT INCLUDED
A. Items noted on the drawings, details, or schedules as "NIC” (Not in Contract) are not included in this contract.
1.10 CHANGED CONDITIONS
A. Wherever changed conditions as defined in Contract Clause entitled, "Changes and
Changed Conditions" are encountered, and wherever conditions exposed during the course of the work necessitate a change from quantities indicated or specified as either estimated quantities or as a basis for offers, whether or not provision for a change in price for such variation is specified, the CO must be notified in writing and written direc-tions to do so must be obtained before quantities stated in the contract documents are ex-ceeded.
1.11 EXISTING WORK

A. The disassembling, disconnecting, cutting, removal, or altering in any way of existing work shall be carried on in such a manner as to prevent injury or damage to all portions of existing work, whether they are to remain in place, be re-used in the new work, or be salvaged and stored.
B. All portions of existing work which have been cut, damaged, or altered in any way dur-ing construction operations shall be repaired or replaced in kind in an approved manner to match existing or adjoining work. All work of this nature shall be performed by the
Contractor at his expense and shall be as directed. Existing work shall, at the completion of all operations, be left in a condition as good as existed before the new work started.
1.12 MATERIALS AND EQUIPMENT TO BE SALVAGED
A. Except where specifically specified otherwise herein, or designated on the drawings, all ex-isting materials and equipment which are required to be removed or disconnected to perform the work but are not indicated or specified for use in the new work, shall become the proper-ty of the Contractor and shall be disposed of properly. The Government may elect to salvage any or all materials removed by the Contractor by giving prior notice and pricing up materi-als at job site.
1.13 PARTIAL OCCUPANCY OR USE
A. The FAA may occupy or use any completed or partially completed portion of the Work at any stage and, if the FAA chooses such partial occupancy, the Contractor and FAA shall des-ignate by an agreement the conditions of such partial occupancy. Such partial occupancy or use may commence whether or not the portion is substantially complete, provided the FAA and Contractor have accepted in writing the responsibilities assigned to each of them by the
COR for payments, retainage if any, security, maintenance, heat, utilities, damage to the
Work and insurance, and have agreed in writing concerning the period for correction of the
Work and commencement of warranties required by the Contract Documents. Consent of the
Contractor to partial occupancy or use by the FAA shall not be unreasonably withheld.
1.14 UNDERGROUND UTILITIES
A. Utilities Encountered - Efforts have been taken to locate all the underground utilities and cables on the contract drawings; however, unforeseen utilities and underground cables may be encountered. Actual cable locations must be verified in the field by the Contractor by hand digging a minimum of five (5') on each side of the cable. FAA owned cable will be marked by the FAA prior to the start of work by the Contractor.
1.15 LOCATION OF SERVICES

A. The FAA does not guarantee the accuracy or the completeness of the location information re-lating to existing utility services, facilities, or structures that may be shown on the drawings.
Any inaccuracy or omission in such information must not relieve Contractor of its responsi-bility to protect such existing features from damage or unscheduled interruption of service.
1.16 UNCOVERING AND CORRECTION OF WORK
A. Uncovering Work
1. If any portion of the Work is covered contrary to the COR’s request or to require-ments specifically expressed in the Contract Documents, it must, if required in writing by the COR be uncovered for his observation and be recovered (if corrections are not required) or be corrected, if applicable, at the Contractor's expense without change in the Contract Time.
2. If a portion of the Work has been covered which the COR or any applicable govern-mental authority has not specifically requested to observe prior to its being covered, the COR may request to see such Work and it shall be uncovered by the Contractor. If such work is in accordance with the Contract Documents, costs of uncovering and restoration shall, by appropriate Change Order, be charged to the FAA. If such Work is not in accordance with the Contract Documents, the Contractor shall pay such costs unless the condition was caused by the FAA or a separate contractor in which event the FAA shall be responsible for payment of such costs.
B. Correction Of Work
1. The Contractor shall promptly correct Work rejected by the COR or any governmen-tal authority that fails to conform to the requirements of the Contract Documents, whether observed before or after Substantial Completion and whether or not fabricat-ed, installed or completed. The Contractor shall bear all costs of correcting such re-jected Work, including additional testing and inspections and compensation for the
COR 's services and expenses incurred by the FAA.
2. If, within two years after the date of Substantial Completion of the Work or designat-ed portion thereof, or after the date for commencement of warranties established above, or by terms of an applicable special warranty required by the Contract Docu-ments, any of the work is found to be not in accordance with the requirements of the
Contract Documents, the Contractor shall correct it promptly after receipt of written notice from the FAA to do so unless the FAA has previously given the Contractor a written acceptance of that specific condition. This period of two years shall be extend-ed with respect to portions of Work first performed after Substantial Completion by the period of time between Substantial Completion and the actual performance of the
Work. This obligation shall survive acceptance of the Work under the Contract and termination of the Contract. The FAA shall give such notice within a reasonable amount of time after discovery of the condition.

3. The Contractor shall remove from the site portions of the Work that are not in accord-ance with the requirements of the Contract Documents and are neither corrected by the Contractor nor accepted by the FAA.
4. If the Contractor fails to correct nonconforming Work within a reasonable time, the
FAA may correct it in accordance with General Provisions. If the Contractor does not proceed with correction of such nonconforming Work within a reasonable time fixed by written notice from the COR, the FAA may correct or remove such nonconforming work and all costs for such corrections or removals shall be assessed against the Con-tractor.
5. The Contractor shall bear the cost of correcting destroyed or damaged Work, whether completed or partially completed, of the FAA or separate contractors caused by the
Contractor's performing correction or removal of Work which is not in accordance with the requirements of the Contract Documents.
6. Nothing contained herein shall be construed to establish a period of limitation with re-spect to other obligations that the Contractor might have under the Contract Docu-ments. Establishment of the time period of two years as described above relates only to the specific obligation of the Contractor to correct the Work, and has no relation-ship to the time within which the obligation to comply with the Contract Documents may be sought to be enforced, nor to the time within which proceedings may be commenced to establish the Contractor's liability and damages with respect to the
Contractor's obligations other than specifically to correct the Work.
C. Acceptance Of Nonconforming Work
1. If the FAA prefers to accept Work that is not in accordance with the requirements of the Contract Documents, the FAA may do so instead of requiring its removal or cor-rection. If the FAA accepts the Work under such circumstances, the Total Contract
Price will be reduced in an equitable manner as determined by the Contracting Of-ficer, whether or not final payment has been made.
D. Terms and Conditions” and “Contract Clauses”
1. Wherever a reference to a clause of the General Provisions or General Conditions oc-curs in the technical section of the specifications, it shall be taken to mean the “Terms and Conditions” and “Contract Clauses” having the same title as the referenced Gen-eral Provisions or General Conditions clause.
1.17 COOPERATE WITH AGENCIES
A. Cooperate with the FAA public or private utility service, or a utility service of another gov-ernment agency that may be authorized by the FAA to construct, reconstruct, or maintain such utility services or facilities during the progress of the work. Control operations to pre-vent the unscheduled interruption of such utility services and facilities.

1.18 NOTICE TO FAA/OPERATORS
A. Prior to commencing the work in the general vicinity of an existing utility service or facility, Contractor shall notify each FAA/operator in writing of activities that might affect its inter-ests. If, in Contractor’s opinion, the FAA/operator’s assistance is needed to locate the utility service or facility or the presence of a representative of the FAA/operator is desirable to ob-serve the work, such advice should be included in the notification. Furnish a copy of such written notices to COR.
1.19 DAMAGE TO SERVICES
A. Should Contractor damage or interrupt the operation of a utility service or facility by acci-dent or otherwise, it shall immediately notify in writing the FAA/operator, appropriate pub-lic safety authorities, and the COR and shall take all reasonable measures to prevent further damage or interruption of service. Cooperate with the utility service or facility FAA and the
COR continuously until such damage has been repaired and service restored.
1.20 FAILURE TO PROTECT PROPERTY
A. Contractor shall not be entitled to any extension of time or compensation on account of Con-tractor’s failure to protect all facilities, equipment, materials and other property as described herein. All costs in connection with any Improvements or restoration necessary or required by reason of unauthorized obstruction, damage, or use shall be borne by Contractor.
1.21 UTILITY CONTRACTOR LICENSING REQUIREMENTS
A. Contractor shall comply with all state and local requirements for construction of utilities.
1.22 ASBESTOS FREE CERTIFICATION
A. FAA policy is to construct all new facilities without asbestos containing products. The Con-tractor shall provide a letter on his company’s standard letter head stating that to the best of his knowledge no product or material used on this project contains asbestos. The statement shall include the name of the project and the contract number and shall be signed by an of-ficer of the company. The statement shall be furnished within 10 calendar days of the bene-ficial occupancy date. Submission of this statement is a calendar days of the beneficial occu-pancy date. Submission of this statement is a calendar days of the beneficial occupancy date.
Submission of this statement is a condition for final payment under the contract.
B. Verification: If the FAA suspects the presence of asbestos, tests shall be performed on the ma-terial or product at the FAA’s expense. If it is determined that the product or material does

contain asbestos, then the contractor shall remove the product or material and replace at his own expense including the expense of the testing and any retesting that may be necessary.
C. Non–compliance: If the Contractor fails to provide the above statement, then the FAA shall have a complete building survey performed by a qualified testing firm and the costs deduct-ed from the contractor’s final payment.

PART 1 - GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. Scope of Work - All work shall be performed in accordance with the specifications and drawings and shall be completed in strict accordance with the manufacturer’s guidelines.
B. Work consists of, but is not limited to, the following:

DEVICES;
1.2 CONTRACTOR USE OF PREMISES
A. Assume full responsibility for protection and safekeeping of project materials under this Contract.
B. Obtain and pay for use of additional storage or work areas needed for operations under this Contract.
C. Parking is not allowed along existing roads or within portions of the site used for active
FAA operations.
1.3 ACCESS TO SITE
A. The Contractor shall submit for approval the material, equipment, storage and parking are-

as. The Contractor shall not permit any unauthorized construction personnel or traffic on the site. The Contractor shall be responsible for traffic control to and from the various con-struction areas on the site. Directional signing at the access gate and along the delivery route to the storage area or work site shall be as directed by the COR. The Contractor will not be allowed to close any traffic lanes nor will the Contractor be allowed to impede the flow of airport traffic.
1.4 MATERIALS DELIVERY TO THE SITE
A. All material orders for delivery to the site shall use as a delivery address the address of the property FAA Chicago TRACON (C90) 1100 Bowes Rd, Elgin, IL 60123
B. Contractor shall prepare, and submit to the COR for approval, a delivery plan for all types of delivery. The plan shall define the procedures that will be used to accommodate delivery traffic for all types of deliveries (e.g. concrete/asphalt, steel, precast, earth/aggregate, tractor trailer, city delivery truck) and any staging areas that will be used. Normal flow of traffic, in-to and out of the airport, shall not be impeded. Deliveries shall be suspended at the direction of the COR.
C. The Contractor is responsible for immediate clean-up of any debris deposited along the access road as a result of his/her construction traffic.
1.5 CONSTRUCTION AREA LIMITS
A. The limits of construction material storage areas, equipment storage areas, parking areas, and other areas as required by the Contractor shall be as shown on the plans or as approved by the COR. Should Contractor find it necessary or advantageous to use any additional offsite area for any purpose whatsoever, Contractor shall, at its expense, provide and make its own arrangements for the use of such additional offsite areas.
B. Erect and maintain fencing, marking, and/or warning devices suitable for both day and night use to delineate the perimeter of all such areas.
C. When the Work requires Contractor to conduct operations within areas adjacent to active air-port, the Work shall be coordinated with the FAA through the COR.
D. Employee Parking. Parking will not be allowed along public right of way or the en-trance/exit road. In the event adequate space is not available for parking on the project site the Contractor shall arrange for off-site parking and provide bus transportation of em-ployees to and from the site. No other areas will be made available for Contractor use for parking, staging, trailers, or storage.

SECTION 01 14 00 – WORK RESTRICTIONS
PART 1 - CONDUCT OF WORK
1.1 COORDINATION AND ACCESS TO SITE
A. The work is at a critical facility which must remain operational 24 hours a day 7 days a week.
The Contractor must not interfere with or disrupt air traffic operations. The work shall not dis-charge static electricity, damage, or interfere with other equipment at the facility, and security shall not be compromised.
1. Access to work areas may be restricted from time to time by necessity of FAA opera-tions. Contractor acknowledges that it has taken into account and provided in its plan-ning, scheduling and pricing for disruptions including but not limited to, restricted access to portions of the site that will not be immediately available, delivery time limitations, and moratorium dates.
B. General Area Requirements: The Contractor must confine operations, activities, storage of ma-terials, and employee parking within the project boundaries and the approved staging and load-ing/unloading areas. Any additional space the Contractor deems necessary must be submitted to the COR for review and approval, or be obtained off site, at no additional cost to the Gov-ernment.
C. Security Requirements: This project is on a restricted entry site and no compromise of the se-curity system in any nature or of any duration may be made without prior approval of the Con-tracting Officer. Generally, such compromises, when approved, will be less than 24 hours in duration.
D. Facility Access Badges: Contractor personnel shall be subject to a security investigation by the
FAA and shall obtain FAA Identification Media Badge prior to start of on-site work. Contrac-tor shall return all badges to the FAA prior to final acceptance.
1. After award the Contractor shall provide the Contracting Officer with a list of contractor per-sonnel who shall request FAA Identification Media Badge. The list shall be kept current during the entire duration of the project. The Contractor shall designate a representative to be the POC for inputting employee information into the Vendor Applicant Process (VAP). The Contractor shall request from the Contracting Officer all necessary forms, including FD 258 Fingerprint
Card, 1681 Application, OF 306, and I-9. The Contracting Officer shall provide instruction for submitting forms.
2. Security Badge Process: Badging is a two stage process. The initial phase includes VAP entry and background check conducted by FAA security. Notification shall be provided by FAA Se-curity of “Interim Suitability”. At that time, contractor employees will be notified to make an appointment at a FAA PIV Center. A FAA PIV Center is located on the grounds of the FAA facility. Alternate locations for PIV Centers can be provided upon request. The badging pro-cess can take up to 60 days to complete. The timeframe varies based on filling out the forms timely and correctly, and scheduling appointments at the PIV Center promptly, etc.
3. Types of FAA Identification Media Badge. FAA Identification Media consist of a Contractor
PIV Badge and Contractor Yellow Badge. Contractor PIV Badge allows the contractor access

to the grounds and work site and escort authorized visitors at the work site. Contractor Yellow
Badge allows the individual employee access to the grounds and work site. The FAA reserves the right to limit the number of PIV Badges issued.
4. Visitor Access: A visitor is defined as any employee who does not have a FAA Identification
Media Badge. A minimum of 2 work day notification to the COR is required for admittance to the FAA facility. Contractor personnel with a “PIV badge” shall escort the visitor at all times while on site. FAA employees will not escort contractor employees except when it is coordi-nated and approved by the COR. Visitor access for the employee shall be renewed daily by the contractor. Visitor access is limited to single visit short duration employees.
E. Some areas in the facility are classified as controlled areas that require government escort of
Contractor’s personnel. Contractor’s personnel must not violate any security regulations per-taining to the facility. The Contracting Officer has the authority to remove anyone from the site, including anyone who is determined to be a security risk. This authority extends to the en-tire complex, not just the buildings.
F. Facility Security Requirements:
1. Current procedures at FAA facilities include the “right to search”. Access to the site constitutes consent to search. If in the judgment of the FAA Security Guard a cause to search a vehicle or the person of personnel exists, such search will be made.
2. Contractor’s personnel shall not violate any security regulations pertaining to the FAA facility.
Violators may be removed from the premises with the right to re-enter revocable.
3. All persons entering or delivering to this federal facility must have valid government issued identification.
Valid issued government identification is:
a) ID issued by the federal, state, county, or city government or by the military.
b) Must have the person’s legal name.
c) Must have a unique ID number.
d) Must have an expiration date.
e) Must have a picture of the individual.
f) Must have the name of the agency issuing it.
(examples: state issued driver’s license or IDs, passports, or military ID.)
4. Persons entering on to federal property (including visitor parking lot) are prohibited from hav-ing on their person or in their vehicle:
a) Guns.
b) Knives with blades over 3 inches except for valid tools.
c) Projection devices, bow and arrows, paint ball weapons, blow guns…etc
d) Clubs, batons, collapsible batons, or saps.
e) Stun guns or tazers.
f) Chemical agents, mace, or pepper sprays.
g) Martial arts weapons of any kind.
h) Weapons of any kind.
i) Alcohol.
j) Illegal drugs.

k) Animals with the exception of a verified service animal.
l) Family members, friends, children, minors, anyone not authorized on the FAA visitor list.
G. Contractor Deliveries: The Contractor must provide an individual, submitted to and approved by the COR, who will be responsible for arranging site access for periodic or unscheduled Con-tractor deliveries. This individual must coordinate with the COR and facility security person-nel, prior to the delivery, for site access of the delivery vehicle. Facility security personnel must be provided, at a minimum, with the name of the vendor, the driver’s name, and the pur-pose for site access. Delivery vehicles arriving at the gate without prior notice and acceptance will be denied access. Delivery vehicles shall only contain items being delivered to FAA; if vehicles contain deliveries for recipients other than FAA, the vehicle will not be allowed on site. The Contractor assumes complete liability for the actions of delivery personnel and vehi-cles while on site.
H. Work hours: Working hours are 0700 to 1600, Monday through Friday or 0600 to 1630 Monday through Thursday at the discretion of the COR/Resident Engineer (except U.S. holidays). No work will be performed outside these hours without prior approval of the COR. If the Contrac-tor intends to work other than normal work hours, the Contractor must notify the COR at least three work days in advance prior to night, weekend, or holiday work. The COR has full discre-tion to approve or disapprove, or withdraw approval of requests. The Contractor shall notify the
FAA if personnel will not report to the job site on a normal work day so that the COR and FAA staff can plan accordingly.
I. FAA Maintenance Moratoriums: Unless allowed otherwise by the FAA, no work shall be scheduled or take place during the week of and weekends preceding and following the
Thanksgiving, Christmas, and New Year’s holidays. Only emergency work to restore critical services to the Facility will be considered and a moratorium waiver must be submitted and approved. The moratorium period will not be counted against the contract construction duration of the project. Verify exact dates with COR and include moratorium dates in
Contractor’s Construction Schedule (refer to Section 01 32 00).
J. The Contractor’s foreman or superintendent, or another responsible individual temporarily as-signed to act as the foreman or superintendent, must be present on site at all times whenever work is being done, even if the only work being performed is by a subcontractor or is a deliv-ery.
K. Contractor's use of premises: The Contractor must allow the Government complete access to all portions of the work site at any time.
L. Staging and parking: No parking or material storage will be allowed within 20 feet of any exte-rior fence. The Contractor’s staging area is limited to the area designated by the COR. This will be reviewed and agreed on prior to site mobilization. The Contractor is responsible for providing temporary security fencing of their staging area if desired. See Section 01 50 00, “Temporary Facilities and Controls.”
M. Vehicle engines of parked vehicles must not be left idling near air intakes for longer than ten minutes for gasoline engines or two minutes for diesel engines.
N. Special Tool Restrictions: Powder-driven fasteners, tools, and devices are not allowed on facility property. Not including vehicle engines, fuel (including natural gas, propane, gasoline, or diesel) powered tools and devices are only allowed with prior approval and scheduling with

the COR. At least 48-hours’ notice must be given prior to any proposed use of fuel-powered tools or devices. This restriction includes fuel-powered pumps, generators, welders, and air compressors, including those mounted on vehicles but with their own engines.
O. Outages: The Contractor must request in writing and coordinate any mechanical, water, sewer, or electrical outage at least three working days in advance with the COR. Outages must be kept to a minimum. Outages could require the Contractor to work during other than normal hours at no additional cost to the Government.
Only the FAA will turn off, lock out, and tag out systems, not the Contractor, including all facility equipment, valves, and breakers. The FAA will lock out and tag out systems, and the
Contractor may add their lock out and tag out on top of the FAA’s. The Contractor shall positively verify de-energization before working on individual systems.
P. The Contractor must provide safety cones, barricades, and flag off exclusion areas, such as overhead work or around openings. Refer to Sections 01 35 29 Health, Safety and Emergency
Response Procedures, and 01 40 00 Quality Requirements.
Q. Testing: The Contractor must notify the COR in writing at least three working days in advance of any testing.
R. In addition, any work involving jackhammering, cutting, sanding, sawing, grinding, drilling, and/or general demolition of concrete or masonry material will generate dust that may contain silica which is harmful when inhaled. These types of activities should be performed wet, when possible, with a localized water misting system, or with the use of local exhaust ventilation
(LEV). Ventilation can be achieved with either a portable local exhaust unit, or with tools fitted with a vacuum dust collection (VDC) system. The use of fans for circulation of general room air is not permitted, as well as the use of compressed air to clean clothing, tools, or work material. Appropriate eye and respiratory protection should also be considered to prevent exposure.
1.2 SUPPLEMENTARY REQUIREMENTS
A. Damage to the Site: Damage caused by the Contractor's activities to existing facility paving, lawns, curbs, sidewalks, utilities, or buildings must be repaired or replaced by the Contractor.
After the Notice to Proceed and prior to the start of construction, the Contractor and COR must conduct joint inspections of the existing areas affected by the construction. Existing site dam-age/defects in these areas must be noted by the Contractor in writing and photographed and will be used as the basis for determination of any damages caused by the Contractor's operations.
B. Photography Permit: Photography is allowed on site only by permit from the facility, as ob-tained by the COR. Photographs are generally restricted to documenting the work and progress and should not show any FAA employees or employees’ automobile/vehicle license plates.
Photographs from the facility are for official Government use only and cannot be used on Con-tractor promotional material or without the expressed written consent from the FAA.
C. The following items are strictly prohibited on the faculty:
1. Any unsafe act.
2. Explosives.

3. Pets or animals.
4. Blocking facility driveways or entrances.
5. Allowing fumes or odors from the work to enter the facility.
6. Working on energized electrical circuits.
7. Fires or burning.
8. Use of forklifts, manlifts, loaders or other self-propelled equipment unless equipped with a fire extinguisher.
9. Dripping or leaking vehicles or equipment.
10. Refueling of vehicles or equipment while hot.
11. Bringing any material of health, safety or environmental concern on site without Safety Da-ta Sheets (SDS) being readily available on the work site, and without spill containment ma-terials in place and ready to catch spills, including while fueling or servicing vehicles or equipment.
12. Open flame, torching, or other welding without a fire watch, fire extinguisher, and daily hot-work permit from the COR.
13. Performing any work on site without properly providing warning signs, safety cones, barri-cades and flagging off exclusion areas, such as for overhead work or around openings.
14. Performing any work on site without proper personal protective clothing and equipment, such as hard hats, safety glasses, hearing protection, high visibility vests, gloves, protective boots, et cetera.
15. Performing any work on electrical or mechanical systems before positively verifying that the facility has de-energized and locked it out.
16. Use of any tools or equipment without proper inspection before use, including at least daily inspections of equipment.
17. Use of any tools, equipment, or vehicles unless trained, experienced, and certified (if appli-cable), and authorized by the Contractor, including to operate manlifts or forklifts.
18. Use of any electrical equipment or extension cords in wet conditions or if not in dry condi-tions, properly maintained, grounded, and with ground fault circuit interruption (GFCI) protection.
19. Working in an area unless there is at least one 2-A:20-B:C minimum portable fire extin-guisher in plain sight and within 50 feet of the work.
20. Working in an area if there is a risk of fire blocking the exit unless a second means of es-cape is provided in case of emergency.
21. Smoking except in designated areas that have safe receptacles for smoking materials, and that are located more than 50 feet from building entrances.
D. Prevention of Transference of Construction Noise, Dust and Odors: All areas outside the pro-ject work areas in the facility will remain occupied and operational (24 hours a day, 7 days a week) throughout the entire period of performance of construction. The Contractor is to estab-lish, to the satisfaction of the COR, and maintain provisions to prevent the transference of con-struction noise, dust and odors from construction areas and activities to the occupied areas of the facility. Such provisions ought to include sealing of existing and new openings in walls, floors and ceilings within the work areas, negative air system, et cetera. The Contractor is to submit to the COR for FAA review and approval proposed methodology for preventing trans-

ference. At the discretion of the FAA some or all of these activities must be performed during mid-shift or night hours.
E. Contractor’s Responsibility for Testing: All testing identified in these documents and/or oth-erwise required for implementation and completion of the project is the responsibility of the
Contractor at no additional cost to the Government.
F. AIR SPACE STUDIE(S) – If required for performing work under this contract, the Contractor shall be responsible to airspace the maximum height of his crane and construction equipment by submitting FAA Form 7460 – 1 Notice of proposed Construction or Alteration. Erection of the crane or equipment will not be permitted without approval of the form. No claim for delay will be allowed for failure to submit the form in a timely manner. Allow a minimum of sixty
(60) days for processing.
1.3 SUBMITTALS

SECTION 01 25 00 - SUBSTITUTION PROCEDURES
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes administrative and procedural requirements for substitutions.
B. Related Requirements:
1. Section 01 60 00 "Product Requirements" for requirements for submitting comparable product submittals for products by listed manufacturers.
1.2 DEFINITIONS
A. Substitutions: Changes in products, materials, equipment, and methods of construction from those required by the Contract Documents and proposed by Contractor.
1. Substitutions for Cause: Changes proposed by Contractor that are required due to changed Project conditions, such as unavailability of product, regulatory changes, or unavailability of required warranty terms.
2. Substitutions for Convenience: Changes proposed by Contractor or FAA that are not required in order to meet other Project requirements but may offer advantage to
Contractor or FAA.
1.3 ACTION SUBMITTALS
A. Substitution Requests: Submit three copies of each request for consideration. Identify product or fabrication or installation method to be replaced. Include Specification Section number and title and Drawing numbers and titles.
1. Documentation: Show compliance with requirements for substitutions and the following, as applicable:
a. Statement indicating why specified product or fabrication or installation method cannot be provided, if applicable.
b. Coordination of information, including a list of changes or revisions needed to other parts of the Work and to construction performed by FAA and separate contractors that will be necessary to accommodate proposed substitution.
c. Detailed comparison of significant qualities of proposed substitutions with those of the Work specified. Include annotated copy of applicable Specification Section.
Significant qualities may include attributes, such as performance, weight, size, durability, visual effect, sustainable design characteristics, warranties, and specific features and requirements indicated. Indicate deviations, if any, from the Work specified.

d. Product Data, including drawings and descriptions of products and fabrication and installation procedures.
e. Certificates and qualification data, where applicable or requested.
f. Detailed comparison of Contractor's construction schedule using proposed substitutions with products specified for the Work, including effect on the overall
Contract Time. If specified product or method of construction cannot be provided within the Contract Time, include letter from manufacturer, on manufacturer's letterhead, stating date of receipt of purchase order, lack of availability, or delays in delivery.
g. Cost information, including a proposal of change, if any, in the Contract Sum.
h. Contractor's certification that proposed substitution complies with requirements in the Contract Documents, except as indicated in substitution request, is compatible with related materials and is appropriate for applications indicated.
i. Contractor's waiver of rights to additional payment or time that may subsequently become necessary because of failure of proposed substitution to produce indicated results.
2. COR's Action: If necessary, COR will request additional information or documentation for evaluation within 15 days of receipt of a request for substitution. COR will notify
Contractor of acceptance or rejection of proposed substitution within 30 days of receipt of request.
