Puget Sound Naval Shipyard (PSNS) 2- Hoist Load Moment Indication (LMI) System Specifications

Contract is to provide a Load Moment Indication System (LMI), components and hardware only, for three 60-Ton U.S Navy Portal Cranes. U.S. Navy Portal Cranes are of the luffing and slewing type with a main and whip hooks. A LMI is an integrated device that automatically monitors and displays load, radius, hook height, boom configuration and capacity, warns the operator of an overload condition, and prevents movements of the crane that would result in an overload condition. Each hoist shall have a wired LMI and shall meet the individual hoist s listed requirements. Boom angle indication shall be accomplished per a wired angle sensor to be mounted at the boom heel/base. The display shall be of a rugged industrial design, to be mounted in the cab, shall be visible in dark and bright environments, and withstanding of extreme temperatures.

General Specification

1. Minimum performance criteria for the LMI system shall be as defined by SAE J159.

2. LMI system shall only be powered when the crane is powered.

3. Remote access capabilities to the load moment indications system via SMS, Cellular, or similar wireless networks shall be disabled.

4. Safe working load of all components shall be 131.25% of the hoists rated capacity to allow for periodic overloads per Navy Weight Handling Program requirements.

5. All parts/components exposed to weather must be at least NEMA 4X or IP66 rated.

6. Programing to account for wire rope weight while hoisting and luffing for both hoists.

7. No welding to be done on crane boom.

8. Shall not require modifications to equalizer beam, existing wire rope and sockets, or boom structure.

9. Furnish for spare parts: (1 each) display, controller, individual load cell, boom angle indicator; as applicable.

Functional requirements of each individual hoist and component are as below:

Main hoist: The main hoist is double reeved with 4 parts of line.

1. Rated Load = 120,000lbs.

2. Safe Working Load (SWL) = 157,500K lbs. (Full Scale)

3. Load Chart: (to be provided by client)

4. Load links may be mounted downstream of head machinery (sheaves) and equalizer bar using extension pendants. Extension Pendants shall be constructed IAW ref (a).

5. The load links shall be at both dead ends. The LMI system shall convert the load read by the load links to the actual load on the hook.

6. Load links to work with Crosby S-416 Open Spelter Socket size 1-

7. Shall fit wire rope size of:

a. Port: 1-

b. Starboard: 1-

Whip hoist:

1. (1-part hoist)

a. Rated Load = 30,000 lbs.

b. SWL = 40,000 lbs. (Full Scale)

c. Load Chart: Straight Loading

2. Instrumented sheave: Load pin to replace existing whip hoist sheave pin. An integral lubrication passage is preferred as per the original pin design.

Display/controller:

1. Complete mounting bracket and hardware

2. Regulated 24VDC or 120AC power supply

3. Day/Night modes (screen legible in direct sunlight)

4. Dimmable in either screen mode to suit operator preference

5. Peripheral connections, cables, and connectors for software upload/download and/or data logging capabilities.

6. CAN bus communication network (SAE J1939 and/or CANopen) or other serial communication network to allow for additional Input/output (I/O)

7. Operator audible and visual warnings.

a. User programmable thresholds.

b. User adjustable volume or not to exceed 60dB.

8. Programmable and independent overload relay lockout up to SWL with a keyed override or bypass.

9. Calibration mode for load display and angle indication

10. Event Recorder and Data logger

11. Diagnostics and Fault Log

12. Password protection (i.e. set-up/programming, calibration, lockout, bypass, alarms, etc.)

Output Relay minimum of 4 programmable AND independently-controlled relays:

1. Relay Contacts rated @ 250VAC/VDC 10A

2. Integral to Display/Controller or separate module.

Mechanical/Structural Specifications

1. The load bearing element of the load indicating device shall be fabricated from either forged or wrought materials (i.e., no castings permitted).

a. Steel load bearing elements shall have a minimum breaking strength that is five times the manufacturers rated capacity.

i. Carbon and alloy steel load bearing elements shall meet the material composition requirements of Federal Specification RR-C-271 for material composition, as for shackles.

ii. Stainless steel load bearing elements shall meet the technical requirements of ASTM A564/A564M for material composition. Precipitation hardened stainless steel (e.g., PH17-4) load bearing elements shall be age hardened at a minimum temperature of 1025 degrees Fahrenheit.

iii. Steel load bearing elements (e.g., carbon, alloy, precipitation or age hardened, etc.)

shall not be heat treated to hardness levels greater than 40 HRC.

b. Aluminum load bearing elements shall have a minimum breaking strength that is seven aluminum load bearing elements shall be in accordance with ASTM B211

2. Painting and Corrosion Protection of Structural-Mechanical Components.

a. Steel surfaces exposed to the atmosphere, whether indoors or outdoors, require painting for protection against corrosion.

b. Corrosion resistant metals and plating; such as stainless steel, copper alloys (bronze), aluminum, and chrome or nickel plating shall not be painted.

c. Working surfaces those subjected to rolling, sliding, or pivoting motion shall be left unpainted.

Deliverables

1. Provide digital copies of all part/component drawings (to include CAD files), operation and maintenance manuals, and troubleshooting guides.

2. Certifications. Each certification shall bear the original signature and date of the appropriate responsible individual. Certifications are required for the following:

a. Material certification: Load bearing components
