About this file
This document contains a specification sheet and solicitation for a remotely operated water lance positioning and feeding system. The specification sheet provides requirements for a computer controlled, pneumatically powered positioning system that can both manually and automatically index a 3/2 to 8/4 size lance between the tubes of a horizontally oriented heat exchanger. The system must fit within the confines of the heat exchanger and access ports, and be fully compatible with existing Stone Age Tools and Sentinel Systems equipment. The solicitation seeks quotes for a Sentinel controlled prepositioner by July 14, 2022 to be awarded by the Defense Logistics Agency Land and Maritime. Quotes must include pricing, lead time, place of manufacture, and confirmation of DFARS compliance for the awarded vendor.

Specifications for Remote Operated Water Lance Positioning and Feeding System
What we need:
A computer controlled, remotely operated, pneumatically powered high pressure water lance positioning and feeding system that will fit into the heat exchanger we clean. System needs to be capable of manually directing the positioning of the lance to operator selected tubes, and also automatically indexing to tubes in turn in the tube pattern, top to bottom and left to right.
All components must be fully compatible and interchangeable, with the Stone Age Tools, Custom Pro-
Positioners with Sentinel Systems currently in use by Puget Sound Naval Shipyard, Shop 38, Nuclear
Equipment Staging Group.
Positioning System/Tooling Requirements:
Manually controlled, remotely operated, pneumatically powered tooling/system.
Work with 100 psi compressed air system and/or 120 VAC 60Hz electrical service.
Positioning tooling must be man-portable.
Positioning fixture must be capable of fitting into a horizontally oriented heat exchanger water box, that is hemispherical in shape, with a radius of 20.375”, plus or minus 3/32”, or a diameter of approximately 40.75” without touching any internal surface with metal. (See Figure 1)
Tooling fixture may be assembled inside the heat exchanger water box from major component assemblies.
Tooling must be capable of fitting through flanged accesses with an ID of 16”. The flanges may be used to support equipment. They are 20 ½” outside diameter, 16” inside diameter, with (20), ¾”-10 studs equally spaced on an 18-7/8” inch DBC pattern. Accesses are located diametrically opposed in the upper right and lower left aspects of the water box. (See Figure 1)
The heat exchanger tubes are 5/8”, 18 gauge, with a nominal I.D. of 0.527” and may be used to mount the positioner inside the water box using expandable plugs. (See Figure 2)
In tube mounting hardware must not have metallic pieces that contact the tube sheet face or tube internals.
No metallic pieces of the positioning system may contact the heat exchanger internal surfaces, tubes, or tube sheet, and may be isolated from those surfaces using bushings, gaskets or spacers.
Positioning system must index a 3/2 to 8/4 size lance between tubes, guide the lance into and out of the tubes, and be capable of maneuvering over or around phenolic plugs inserted into tubes that stand out ¼” from the tube sheet.
Lance must be captivated with an anti-withdrawal (back out preventer) device for safety.
Indexing/Aiming system must be computer controlled, have NO remote wireless, NO Wi-Fi, and NO Bluetooth capability and work with Stone Age Tools Sentinel System.
Remote visual systems must have NO remote wireless, NO Wi-Fi, NO Bluetooth, NO image capture, and NO recording capability.
Positioner must work on a rotation and extension/retraction basis.
Positioner control lines / hoses must have push to connect fittings or JIC hose connections and be minimum of
15’ long
Positioning system must reach 100% of tubes.
Positioning system items/components, including computer control system and components, must be fully compatible and interchangeable with Stone Age Tools Custom Pro-Positioner with Sentinel System, and the
Stone Age Tools ABXS-1L Lance feeder systems already in possession and use by PSNS, Shop 38, Nuclear
Equipment Staging Group.
Lance Feeding System/Tooling requirements
Lance Feeder must be pneumatically operated.
Must have adjustable speed for extension and retraction of the lance with an operating speed range of 0.2 ft/sec to 2.5 ft/sec.
Must feed a 3/2 to 8/4 size lance.
Lance must be captivated to prevent injury to personnel and damage to shipboard components.
Feeding system must be computer controlled, have NO remote wireless, NO Wi-Fi, and NO Bluetooth capability.
