REQUIREMENTS

This Purchase Description (PD) establishes the minimum performance, design, fabrication, installation, and test requirements for a Storage Aids System for the 819th

Red Horse Squadron at Malmstrom AFB, Montana consisting of:

The Contractor shall be responsible for all shipping and installation.

APPLICABLE CODES: All items provided shall be designed, fabricated, and installed in accordance with the applicable industry codes and standards and in accordance with the manufacturer’s specified procedures.

463L PALLET RACK

DESCRIPTION: 463L pallet rack, referred to as pallet rack herein, shall be provided as shown on the drawings at the end of this PD. Additional 463L pallet rack for seven additional continuous bays (8 upright sets, 7 shelf beam sets) shall be delivered to be installed by base personnel at a later date. This additional rack shall be palletized and delivered to Building 1464.

DESIGN AND FABRICATION: All pallet racks shall conform to the requirements of the Rack Manufacturers Institute (RMI) Specification for the Design, Testing and

Utilization of Industrial Steel Storage Racks RMI/ANSI MH16.1 – 2012. In addition, the pallet racks shall be designed and manufactured by a company that has an active R-

Mark license through the RMI.

PALLET RACK INTALLATION: Pallet racks shall be anchored to the concrete floor. Pallet racks shall be constructed as shown on the drawing at the end of this PD.

UPRIGHT FRAMES

2.4.1. UPRIGHT FRAME SIZE: Upright frames shall be as shown on the drawings at the end of this PD.

2.4.2. UPRIGHT FRAME CONSTRUCTION: Uprights shall be all welded construction.

2.4.3. UPRIGHT FRAME MINIMUM CAPACITY: 10,000 pounds

2.4.4. UPRIGHT FRAME SAFETY FACTOR: All upright frames shall have a minimum safety factor of 1.92 to 1.

2.4.5. UPRIGHT FRAME HOLE OPENING: Holes shall allow for vertical spacing on

2-inch increments.

2.4.6. UPRIGHT FRAME COLUMNS: The face of the columns for all uprights shall be 3-inches wide and the base of each column shall have a minimum 3-inch wide by 5-inch deep footplate welded to the bottom.

2.4.7. UPRIGHT FRAME COLOR: Green

2.4.8. UPRIGHT FRAME ANCHORING: Each upright frame shall be anchored to the concrete floor in accordance with the rack manufacturer’s specified installation procedures and parameters.

SHELF BEAMS

2.5.1. SHELF BEAM SIZE: Shelf beams shall provide a bay width of 120 inches.

2.5.2. SHELF BEAM TYPE: Shelf beams shall be step type. Any openings in the shelf beam construction shall face inward, they shall not face the aisle.

2.5.3. SHELF BEAM MINIMUM CAPACITY: Each set of two shelf beams shall have a minimum capacity of 6,000 pounds providing a minimum capacity of 12,000 pounds per bay. The shelf beam capacity shall be based on a maximum elastic deflection of 0.56 percent of the unsupported span with respect to the two ends of the beam. Permanent deformations will be a basis for system rejection.

2.5.4. SHELF BEAM MINIMUM SAFETY FACTOR: All shelf beams shall have a minimum safety factor of 1.65 to 1.

2.5.5. SHELF BEAM CONNECTORS: Each end of the shelf beams shall have a multiple prong slip-fit or slip-joint type shelf beam-to-column connector. Shelf beam-to-column connection shall be of the locking type.

2.5.6. SHELF BEAM SAFETY LOCK: Each shelf beam-to-column connection shall have a safety lock which shall lock the shelf beam to the column. The safety locking device shall be an integral, attached part of the shelf beam.

2.5.7. SHELF BEAM COLOR: Orange

2.5.8. SHELF BEAM CAPACITY MARKING: The front beam of all storage levels shall have the capacity indicated on the front of the beam. The capacity shall either be painted on the beam or printed on a label. All alpha numeric characters shall be a minimum of 1-inch high. Spray painting within the facility is not permissible. Any label used shall be a minimum of 2-inches high by 5-inches long.

FLUE SPACERS: Flue spacers shall be capable of joining the backs of two upright frame sections together. Flue spacers installed to create a single bay of 463L pallet rack shall provide a 24-inch flue space. Flue spacers installed for back-to-back bays of 463L pallet rack shall provide a minimum 6-inch flue space. Each end shall firmly and securely attach to the column and prevent unintentional disengagement. The flue spacer shall be of sufficient size and strength to withstand all forces applied to the connected upright frames during normal loading and unloading operations without deformation or failure. The Contractor shall supply and install a minimum of two flue spacers for each set of back-to-back uprights. The top flue spacer shall be installed within 12 inches of the top of the frame. The bottom flue spacer shall be installed within

12 inches of the bottom of the frame.

DUNNAGE: Three pieces of 4-inch by 4-inch by 96-inch dunnage shall be provided for each upper and lower 463L pallet location. Dunnage shall be Black Rhino part number SG-4x4-BL96 or equivalent. Dunnage located on the top level of the rack shall be securely fastened to each shelf beam so that the dunnage does not move forward, backward, or sideways when a pallet is being stored, placed in, or retrieved from its storage position.

WEAPONS CABINETS

DESCRIPTION: A total of 26 weapons cabinets shall be provided. Weapons shall be Spacesaver Universial Weapons Rack or equivalent. Weapons cabinets shall be configured as shown on the drawing at the end of this PD and shall consist of:

a. Welded cabinets.

b. Upright posts.

c. Bi-fold retractable doors.

d. Locking bars.

e. Weapons bases.

f. Barrel supports.

g. Heavy-duty support rails.

h. Multipurpose back panels.

i. Pistol supports.

j. Mechanical fasteners, anchors, and all other items required to install the weapons cabinets.

WELDED CABINETS: Each weapons cabinet shall be fully welded. The cabinets shall be constructed of 18-gauge double-walled upright posts welded to 18-gauge flat plate steel sidewalls. The top cover shall be 16-gauge steel, supported by 11-gauge steel supports and welded to the upright posts. The bottom covers shall be made of 16-gauge steel, supported by 11-gauge steel supports and three 14-gauge steel reinforcement ribs welded perpendicular to the supports and welded to the upright posts. The back wall of the cabinet shall be constructed of 18-gauge steel welded to the upright posts. The cabinets shall be a one piece assembly with the following outside nominal dimensions: 42.38-inches wide, 16.25-inches deep, and 84-inches high. Each cabinet shall have a minimum capacity of 1,000 pounds. The sides and back of the cabinet shall be diamond perforated for efficient inventory.

UPRIGHT POSTS: The upright posts shall have interior attachment keyhole slots on 1.5-inch vertical centers.

CABINET DOORS: The cabinet doors shall be bi-fold, retractable doors made of

18-gauge steel construction. When open, the doors shall not block aisles or neighboring cabinets. Like the cabinet, the cabinet doors shall also be diamond perforated for efficient inventory. The cabinet door hinges shall be riveted and welded to the cabinet.

LOCKING BARS: Each cabinet shall have rotating locking bars to provide weapon security according to military requirements for the physical security of conventional arms, ammunition, and explosives meeting OPNAVINST 5530.13C.

Locking bars shall lock at a single common point and be able to accept a DoD issued and approved padlock. Key locks are not acceptable.

CABINET CONFIGURATIONS: A total of 20 cabinets, labeled as type “U1” on the drawings, shall be configured to store a minimum of 24 DoD issued M4s per cabinet. A total of 4 cabinets, labeled as type “U2” on the drawings, shall be configured to store a minimum of 6 DoD issued M240Bs per cabinets and shall have intermediate shelves for accessory storage in the remaining cabinet space. A total of 2 cabinets, labeled as type “U3” on the drawings, shall be configured to store 180 DoD issued M9s per cabinet.

3.6.1. WEAPONS BASE: Weapons bases shall be constructed of 16-guage steel and shall be black thermoplastic coated for protection of the weapons.

3.6.2. BARREL SUPPORTS: Barrel supports shall be constructed of 14-gauge steel and shall be powder-coated and then vinyl-dipped for protection of the weapons. If barrel supports are screwed or secured in place inside the rack, they shall not protrude out the back of the rack to expose any sharp edges.

3.6.3. HEAVY-DUTY SUPPORT RAILS: Support rails shall be constructed of 14-gauge steel and shall have a weight capacity of at least 125 pounds. Support rails shall be punched to accept standard barrel supports and pistol hooks, as well as slat wall accessories and plastic bins for cleaning kits, optics, and other accessories. Support rails shall contain four rivet heads that interlock with the cabinet interior attachment keyhole slots.

3.6.4. MULTIPURPOSE BACK PANEL: Back panel kits shall support a minimum of

700 pounds and be able to accept all weapon rack accessories. Accessories must be confined to the inside of the cabinet and not protrude outside of the cabinet in any way

(including fasteners).

3.6.5. PISTOL SUPPORTS: Pistol supports shall be capable of storing a DoD issued M9 pistol. The pistol supports shall interface with the multipurpose back panel.

The supports shall be powder-coated and vinyl-dipped.

MOBILE AISLE SYSTEM

DESCRIPTION: One mechanical-assist, mobile storage system shall be provided to interface with the Weapons Cabinets. The system shall be configured as shown on the drawing at the end of this PD and shall consist of:

a. Carriages, including drive chain.

b. A stationary platform.

c. Weapon Cabinets (as specified in Section 3).

d. Rails.

e. Elevated flooring.

f. Ramps.

g. Anti-movement locks.

h. Mechanical fasteners, anchors, and all other items required to install the mobile aisle system.

SYSTEM OPERATION: Each carriage shall have a crank mechanism on one end. The crank mechanisms shall be turned manually clockwise or counterclockwise to move the carriage in the desired direction. No more than five pounds of force on the crank shall be required to move a fully loaded carriage.

CARRIAGES: Carriages shall consist of a frame and a drive train, upon which

Weapons Cabinets shall be installed. All carriages shall be capable of supporting a minimum load of 1,000 pounds per carriage foot. No system component shall deflect greater than 0.5 percent of the distance between supports when fully loaded. No component shall exhibit permanent deformation after the maximum load has been removed.

4.3.1. FRAME: The frame shall consist of aluminum or steel channel, welded or bolted together to fully support a fully loaded Weapons Cabinet section. Cross bracing shall ensure rigidity. Bumpers shall be mounted on the frame, spaced appropriately to minimize carriage contact. The frame shall be designed for an integral drive train.

4.3.2. DRIVE CHAIN: Drive chain shall consist of a set of gear reduction sprockets from the crank shaft to the drive shaft.

4.3.3. DRIVE SHAFTS: Drive shafts shall be made of steel and have a minimum diameter of 3/4 inch. Splices or connections to other sections of the drive shaft, drive wheels, and gears shall be slotted for key joints or use shoulder bolts. Drive shafts shall run through pillow block or flanged bearings on either side of the drive wheel. Slave drive shafts shall be driven by use of sprockets and chain from the main drive shaft.

4.3.4. BEARINGS: Bearings shall have a static load rating equal to or greater than the maximum bearing loading, including applicable safety factors, under all operating conditions. Bearings shall be permanently lubricated, securely mounted, and properly housed for protection from physical damage.

4.3.5. WHEELS: Each carriage shall have two wheels per rail. Each carriage shall have at least two drive wheels and at least two guide wheels (drive wheels may also act as guide wheels). All wheels shall be balanced, hardened steel. Wheels which are connected to the drive shaft shall be slotted for key joints. Wheels shall be capable of supporting the fully loaded carriage. Wheels shall not slide or lose contact with the rail.

4.3.6. GUIDANCE SYSTEM: All carriages shall use flanged wheels or guide bearings for guidance over the rails. If flanged wheels are used, each carriage shall have a minimum of two flanged guide wheels. If guide bearings are used, then each carriage shall have a minimum of four sets of guide bearings. Guide bearings shall be precision machined and permanently lubricated.

CABINET SECTIONS: Weapons Cabinets, which conform to the requirements of

Section 3, shall be bolted to the carriages and stationary platform.

FACE PANELS: Metal, decorative, face panels shall be fastened to both ends of all shelving sections (both carriage units and stationary platforms). Face panels shall provide a rigid mounting location for the cranks and card holders. The face panels shall cover the entire width and height of the shelving section sides.

ROW IDENTIFICATION: Card holders shall be installed on the face panels for row identification. Two card holders shall be mounted on each face panel unless the row is accessible from only one side, in that case only one card holder is required. The card holders shall be at least five inches wide by three inches high and mounted at eye level so that operators can locate numbers easily. Row identification cards will be made up by the Govenment personnel according to their established location assignment practices. A blank card will be provided by the Contractor for each card holder.

RAIL INSTALLATION: The carriages shall move over minimum one inch high, steel rail assemblies located on top of the floor. After leveling the rails, load bearing grout shall be used to fill in any gaps between the rail assemblies and the existing floor.

Rails shall be installed no more than seven feet apart.

ELEVATED FLOORING: The Contractor shall install elevated flooring for the mobile storage system. Elevated flooring shall be fire retardant plywood, which is able to support a load of 75 pounds per square foot. A covering (such as “Endura” or equivalent) shall be installed on top of the plywood panels. Flooring shall be sized to fit between the rails, level with the top of the rails, in order to provide a safe walking surface for personnel.

The elevated flooring shall be enclosed on all sides by ramps or panels to prevent dust from gathering on the rails and drive chain. Adjacent sheets of subflooring shall be shimmed along the full length of the common side.

RAMPS: Metal ramps shall be installed to allow an easy transition to the elevated flooring. The ramps shall be provided along the entire length of the sides allowing entrance to the aisles. The ramps shall not extend past the end of the carriages into the main aisle. The grade on these ramps shall not exceed 10 percent.

ANTI-MOVEMENT LOCK: Each carriage shall be equipped with a mechanism that will lock the carriage in place while the operator is in the aisle.

MOBILE WORKSTATIONS

DESCRIPTION: A total of 6 mobile cabinet workstations shall be provided. Each workstation shall be a nominal 30-inches deep by 60-inches wide by 40-inches high.

Workstations shall consist of two cabinets, a hardwood laminate comfort top, four casters, and a push/pull handle. Mobile workstations shall be delivered to Building 1464 and unpackaged and assembled as necessary.

CABINETS: Each workstation shall have one drawer cabinet and one shelf cabinet. Each cabinet shall be a nominal 30-inches deep by 29-inches wide by 33-inches high.

5.2.1. DRAWER CABINET: Each drawer cabinet shall have a total of four drawers and each drawer shall have a layout kit to provide a minimum of six interior compartments; two width-wise and three depth-wise. Each drawer shall have a minimum capacity of 400 pounds. Each drawer cabinet shall have (1) 3-1/4 inch useable depth drawer and (3) 7-inch useable depth drawers. Each drawer cabinet shall be equipped with a built-in key lock. One key shall be provided per cabinet and drawer cabinets shall be keyed alike to each other and to shelf cabinet locks.

5.2.2. SHELF CABINET: Each shelf cabinet shall have three storage levels; one bottom shelf and two adjustable intermediate shelves. Each shelf shall have a minimum capacity of 400 pounds. Shelf cabinets shall be equipped with a swinging door with a built-in key lock. One key shall be provided per cabinet and all shelf cabinets shall be keyed alike to each other and to drawer cabinet locks.

COUNTER TOP: Each workstation shall be equipped with a continuous hardwood laminate counter top. Counter tops shall be 1-3/4 inches thick and shall have rounded edges. Counter tops shall be installed flush to the housing sides. Counter tops shall be moisture resistant.

CASTERS: Each workstation shall have two locking swivel and two fixed straight casters. Casters shall be 6-inches in diameter and 2-inches wide. Each caster shall have a minimum capacity of 2,800 pounds. Casters shall be non-marking.

PUSH/PULL HANDLE: The push/pull handle shall be installed on the same side of the cart as the swivel casters.

BIN SHELVING COMPONENTS

DESCRIPTION: A total of 50 shelves for an existing bin shelving system in

Building 1464 shall be provided. The existing support posts are of the box edge type.

Pictures of the existing bin shelving have been provided at the end of this PD.

SHELF SIZE: 36 inches wide by 24 inches deep

SHELF CAPACITY: Each shelf shall be capable of supporting a uniformly distributed static load of 400 pounds with an elastic deformation less than 0.875 percent of the unsupported span length.

SHELF DESIGN: Plain shelf edges shall be flanged down on all sides not less than 1-1/8 inch and not more than 1-1/2 inch, with not less than one additional return flange on each side.

SHELF CLIPS: Shelf clips shall be provided in sufficient quantity to secure each of the four corners of each shelf to all four supporting posts. The shelf clips shall be designed to preclude the possibility of accidental disengagement of the clips from the post or the shelves under static load conditions. The shelf clips shall allow for the spacing of the shelf to be changed with minimum disturbance to surrounding shelves and shelving units. Shelf clips shall be capable of being changed with no more than a hammer.

CONTRACTOR PROJECT REQUIREMENTS

REMOVAL AND DISPOSAL OF EXISTING EQUIPMENT: The Contractor shall remove 22 existing weapons cabinets from the installation site of the new weapons cabinets and dispose of them at an off-base facility. Existing weapons cabinets were manufactured by Combat Weapons Storage Systems and are approximately 42-inches wide by 15-inches deep by 85-inches tall.

FORKLIFT AVAILABILITY: A forklift will not be available for the Contractor to use on site.

RAISED DOCK ACCESS: A raised dock is not available at the installation facility.

WELDING/CUTTING: No welding or flame cutting is permitted in the facility unless a burn permit is obtained from the Malmstrom AFB Fire Department at least 24 hours in advance.

DEBRIS: The Contractor may not use the existing dumpsters for debris and shall make provisions to have a dumpster on site if necessary.

HOURS OF OPERATION: 0800 to 1700, Monday through Friday. Any changes to the installation hours or days must be approved by the Contracting Officer. Working on site during federal holidays must also be approved by the Contracting Officer.

STAGING AREA: The Contractor may stage property in the installation area.

There is approximately 4,500 square feet of indoor space available for laydown in

Building 1464 and approximately 2,500 square feet of indoor space available for laydown in Building 1471.

EQUIPMENT UNLOADING: The Contractor shall be responsible for unloading of all material. Air Force personnel will not assist with unloading materials.

POST AWARD CONFERENCE: Following contract award, a Post Award

Conference (PAC) held at Malmstrom AFB is required. As a minimum, the PAC will review all contractual requirements, safety, security, installation timing, installation sequence, installation requirements, compliance with base requirements, etc. At the end of the PAC, a walk-through of the installation areas will take place to allow the

Contractor to verify site conditions.

7.9.1. POST AWARD CONFERENCE REQUIRED ATTENDEES: As a minimum, a

Contractor representative and the installation supervisor shall attend the PAC. These individuals shall attend to ensure that issues and decisions affecting the pre-installation and during installation are addressed at that time by personnel with the proper authority and knowledge.

AS-BUILT DRAWINGS: The Contractor shall provide as-built drawings within 30 days of the project completion. All drawings must be digitally created (e.g. AutoCAD or equivalent).

TESTING AND INSPECTION: The Government reserves the right to test and inspect all items on site and installation to ensure that it complies with the requirements of this PD.

ON-SITE CHANGES: The Contractor shall not take direction from any on-site Air

Force personnel regarding changes to the installation layout. They do not have the authority to make contract related changes. Requests for changes shall be made through the Contracting Officer.

INSTALLATION PERSONNEL BACKGROUND CHECKS: Contractors may not be granted a pass to work on base until a background check has been completed. The

Contractor is responsible for providing all necessary background check request forms to the designated Government official. From the submission of the forms, background checks average three weeks to complete. The Government is not responsible for delays to the contract due to the Contractor’s failure to comply with the Malmstrom AFB background check policies. Guidance will be provided to the Contractor after award and also addressed at the PAC in Section 7.9.

WARRANTY PERIOD: The Contractor shall provide a 1-year warranty on all parts and 1-year on labor. No costs shall be incurred by the Government for any service call or equipment repair and/or replacement with the exception of parts and labor required as a result of damage by Government personnel.

PERFORMANCE PERIOD: The Contractor shall deliver and completely install the storage system within 210-days after receipt of order.
