SPECIFICATION Stereo Microscope
I BACKGROUND
The USDA, ARS, Grape Genetics Research Unit in Geneva, New York requires the purchase of a high magnification, fluorescent stereo microscope, and its accessories. Currently we have to use three different microscopes; a bright field dissecting microscope, a fluorescent microscope, and a compound fluorescent microscope to image our callus and protoplasts for our experiments. Our research group at the GGRU aims to lead an effort to develop technologies for the generation of transgene-free genome edited grapes. Currently each of individual microscopes we have limit our ability and create a cumbersome process to either record data (not camera and computer compatible), use would require the sacrificing of research materials limiting our overall long-term analysis of research materials, and insufficient total magnification for our ability to image our research samples properly (specifically for materials in 15mm x100mm and 15mm x 50mm petri plates).
This microscope would be critical for our mission to develop transgene-free grape to aid in the imaging of our transformed cells and provide a singular piece of equipment to streamline our imaging and data collection. We are looking to obtain a high-magnification, fluorescent, stereo microscope that combines the high depth of field of a dissecting microscope with the high resolution and magnification of a compound microscope. This microscope needs to be able to have a stage that allows for the imaging of samples from both petri plates as well as samples on prepared slides. Delivery is required 30 days after receipt of the Government purchase order.
II. SYSTEM REQUIREMENTS.
1. Stereo Microscope with specifications:
a. The microscope must be a stereo microscope with a large stage capable of imaging both callus on
15x100mm petri plates as well as protoplasts on mounted slides or hemocytometers.
b. Must be 1.6X objective lens for the ability to image up to 200X.
c. Must be capable of a total zoom magnification of 150-220x to image whole protoplasts at proper magnification.
d. Must be capable of performing fluorescent microscopy, multi-channel fluorescent microscopy using the following: DAPI/UV, GFP and RFP or YFP filters are preferred.
e. Must be able to provide the fluorescence from the top down. If the light source comes from the bottom/base of the microscope it will require our callus to be placed upside down and would fall off the plate effectively losing our sample.
f. Needs to come with an external LED light source for fluorescence imaging.
g. The microscope should be camera and computer compatible for the capturing and storage of images from samples.
h. The camera should be able to image efficiently and capture pictures from using both bright field and fluorescent settings.
i. Needs an additional source of white light to aid in the imaging of bright field images.
j. The microscope should allow for manual or automated: zoom, iris diaphragm, fluorescent filters, and objective nosepiece manipulation.
k. The microscope needs a computer optimized for the software of the microscope.
l. The software must be capable of z-stack image analysis and multi-channel fluorescent imaging.
m. On site assembly/installation and training provided.
n. The microscope must include technical support and maintenance.
III. Section 508 Accessibility Compliance
It is mandatory that products developed, procured, maintained, or use Electronic and Information
Technology (EIT) be accessible to employees with disabilities. Examples of EIT equipment are peripherals, copiers, fax machines, computers.
All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists.

Compliance Details Clause
The Contractor must note in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194. For each item that is identified as compliant the
Contractor shall provide evidence or verification of compliance. The proposal must indicate where full details of compliance can be found (e.g schedule attachment, vendors website or other readily available location (specify).
IV. Delivery and System Installation:
a. System Footprint. Not applicable.
b. Government Furnished Property. Not applicable
c. Utilities. Not applicable.
d. Delivery. The Contractor shall furnish and deliver (F.O.B. Destination, Within Consignee’s
Premises) the equipment and documentation to the USDA, ARS, NAA, Grape Genetic Resources Unit, Castle St., Barton Hall, Geneva, NY, 14456, within sixty (60) days after the receipt of the purchase order. Delivery shall be between the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excl.
Federal holidays. The Contractor shall provide the addressee advance notification of delivery. Such notice shall be provided in writing, not less than two (2) weeks prior to delivery. The Contractor shall provide at least 24 hours advance notice to the requester prior to actual delivery. Collect calls will not be accepted.
e. Installation and Start-up. Installation shall be coordinated by the Contractor with the requester at least one (1) week prior to delivery. The Contractor shall perform and complete installation and start-up within two (2) weeks after delivery at no additional cost.
V. Training and Documentation
Training: the contractor shall provide training on the software.
Documentation: The Contractor shall provide two (2) copies each of the operations, repair, maintenance manuals, lubrication and service instructions, operating instructions and submitted upon delivery of the equipment.
VI. Warranty. The Contractor shall provide standard warranty coverage.
VII. Evaluation Criteria
The Government intends to make an award based on the technically acceptable offer with the lowest evaluated price (inclusive of all line items), price and other factors considered. The following evaluation criteria shall be used: Technical Capability, Past Performance and Price. Technical
Capability and Past Performance shall be scored on a “Pass/Fail” basis.
1) TECHNICAL CAPABILITY OF THE FIRM. Each offeror is required to furnish descriptive literature and warranty information for each component. Documentation is to be furnished to show how the offered item is in compliance with the statement of work or how it exceeds the statement of work. Documentation is required for extended warranties in accordance with Section A.
2) PAST PERFORMANCE. Past performance history may be based on the Contracting Officer’s knowledge of any previous history of this type of work, customer surveys or any other verifiable information available to the Contracting Officer.
An offeror offeror’s lack of performance history may be met if their predecessor companies, relevant affiliates, key personnel or major subcontractors have relevant past performance information.
In order to be considered for a contract award, Contractors shall provide a list of three (3) contracts
(including Federal, State, and local government and private) that were awarded and/or successfully completed within the past that the three (3) years and are similar nature and complexity to the statement of work.
For each contract the following information must be submitted with your offer: 1. Name, Address and phone number, the Government’s Project Officer and Contracting Officer. 2. Contract number, type, and dollar value. 3. Item (description) purchased. 4. Date of contract. 5. Type of service contract and period of performance 6. Information related predecessor companies, relevant affiliates, key personnel or major subcontractors who have relevant past performance. 7. A List any contract(s) terminated for convenience or default (partial or complete) within the past three (3) years.
Include the contract number, name, address, and telephone number of the terminating officer.
