Work Item 1: WMEC 270 Fire Detection System, Replace
1. Statement of Problem:
The current Siemens/ Pyrotronics III system on the 270’ cutters are obsolete and no longer supportable. This system will be replaced by a new USCG Type Approved addressable fire detection system.

3.0 Statement of work:
3.1 Scope: The Contractor must provide the following material and services for the replacement of the fire detection system on a 270 WMEC identified by USCG SFLC MEC Product Line after contract award.
3.1.1 General Electrical installation:
3.1.1.1 The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).
3.1.1.2 Cable runs, connection boxes, and power supplies must be in accordance with Ref (d).
3.1.1.3 Electrical installations must be in compliance with Ref (b).
3.1.1.4 Electrical and Electronic Designating and Marking must be in accordance with Ref (d).
3.1.2 Drawings and Technical Publications:
3.1.2.1 All drawings must be in accordance with Ref (n) (except AutoCAD may be 2020 or earlier)
3.1.2.2 Technical publications must be in accordance with Ref (o).
3.1.2.3 Drawings that begin 901-WMEC are for hulls 901-904.
Drawings that begin 905-WMEC are for hulls 905 and on.
3.2 Existing Fire Detection System:
3.2.1 Conduct a shipcheck and analysis of the existing fire detection system: alarm panel, annunciators, detector devices and any repeater panels using Refs (m), and (i) or (j), and (k) or (l), depending on whether a WMEC 270 A Class or WMEC 270 B-Class is selected, as guidance. Analysis of the existing fire detection system must include:
• Verification of equipment quantities, type of appliances, location, including mounting bases and/or adapters.
• Verification that existing power sources are satisfactory.
• Assessment of level of effort that will be required in renewing cable, including restoration of watertight boundaries disturbed during cable renewal.
• Interface with existing bilge and intrusion alarm systems.
This analysis must be used as guidance in the selection of replacement equipment.
3.2.2 Contractor must remove all existing Siemens/Pyrotronics System III components associated with the existing fire detection system and dispose of in accordance with applicable Federal, State and Local regulations. See paragraph 3.5.1 for equipment to be retained.
3.2.3 Cable:
3.2.3.1 Contractor must remove all existing cable associated with the old fire detection system and install all new cable for the new Fire detection system in accordance with Ref (d).
3.2.3.2 New cable must be chosen in accordance with Ref (p) or Ref (q) as required by the equipment manufacturer. Fire detection systems are required to be operable under a fire condition. Cable suppling the fire detection system must include the 3-hour circuit integrity and watertight properties. Examples include MIL-DTL-24643/19 through 24 or MIL-DTL-24640.
3.2.3.3 Splicing of cable is not allowed.
3.2.3.4 Contractor must properly dispose of equipment and cable using proper marine practices and Coast Guard standards.
3.3 New Fire Detection System Requirements:
3.3.1 Identify and furnish a new Fire Detection system, including:
• *(1) new alarm panel
• *(5) remote annunciators
• *(9) manual pull stations
• *Up to (4) thermal detectors
• *(2) IR flame detectors
• *Up to (10) ionization smoke detectors for ventilation duct including sampling tubes and housings
• *Up to (50) photoelectric smoke detectors
• *Up to (13) horns with strobe
• *(10) remote alarm lamps
• *Up to (3) vibrating bells
• *Detector bases/adapters, and all other associated system components, that is type approved per Ref (f) based on analysis performed in 3.2.1.
• Cables, junction boxes and all other required wiring components required for installation
Quantities listed are for bidding purposes. Actual quantities will vary depending on Class type, individual cutter configurations, etc, and must be determined from the shipcheck and system analysis conducted in paragraph 3.2.1. Submit a Condition Found Report to the COR for additional quantities needed.
3.3.1.1 All components of the system must be type approved under one certificate
3.3.1.2 The fire detection system install must also comply with the requirements of Ref (a), Ref (g) and Ref (h).
3.3.1.3 One of the annunciators must be a portable unit, connected via umbilical cord to the Quarterdeck Terminal Box, that has the ability to test Ships alarms and be integrated with the bilge and intrusion alarm systems such that all fire detection system alarms, bilge alarms, intrusion alarms, high temp and flood alarms, and temperatures in Small Arms Locker, Magazine, Small Arms Magazine and Ordnance Workshop can be monitored.
3.4 Installation Work Items: Contractor:
3.4.1 A temporary means of fire detection and alarm must be provided prior to removal of permanent fire detection and alarm system and for the duration until the new system is fully operational. Submit a plan for the temporary fire detection and alarm method to the COR and the USCG Points of Contact (see Section 8.0) for approval (see Deliverables 4.4).
3.4.2 Contractor must install all components identified and furnished in 3.3.1.
3.4.3 Contractor must megger and tag new cable in accordance with Ref (d).
3.4.4 Contractor must mark all cable in accordance with Ref (d).
3.4.5 Upon completion of installation contractor must program the fire control panel to recognize all field devices. Provide cutter all necessary software to conduct any additional programming or system troubleshooting onsite without having to remove any components from system for outside diagnosis (see Deliverables 4.3).
3.4.6 Contractor must ensure that a shipboard representative (EO, LPO) be involved with the programming to add proper device labels to all detectors and pull stations.
3.4.7 The Contractor upon completion of installation and programming, must conduct a final acceptance test performed for the US Coast Guard and vessel representative in accordance with the attached Test Procedure. The acceptance test must be a 100% functional test that shows the operability of the fire detections system panel, all detectors/ sensors, manual call points, annunciators and other associated equipment. The testing must also show the two sources of power for the system and their operation. Record all data in the attached Data Sheets and submit results to the COR.
3.4.8 The contractor must provide 2 hours of deck plate training for crew of the vessel to demonstrate the full functionality of the fire detection and alarm system. Submit a training agenda/plan to the COR for USCG approval (see Deliverables 4.5). This training must allow for “hands-on” operation of the system and include:
• Demonstration of proper operation and controls of all modes of the main fire alarm panel and annunciators.
• Programming procedure.
• System reboot procedure.
• General maintenance procedures.
• Troubleshooting procedures.
3.4.9 Upon completion of the installation of the fire and smoke detection system and satisfactory performance testing, a factory trained technician must file a letter of certification stating that the system functions properly and conforms to specifications. Provide a copy of the letter of certification to the COR.
3.5 Disposition of Removed Equipment:
3.5.1 Contractor must retain the following fire detection system components and package and ship to the address indicated:

3.6.1 For bidding purposes, assume the work will be performed at selected Cutter’s homeport at USCG Base Portsmouth, Portsmouth, VA. Travel to locations other than USCG Base Portsmouth will be addressed by Change Request.
4.0 Deliverables:
4.1 Ship Check Report and Cost estimate.
4.2 Documentation: Documentation must be provided in a CD format with all file formats as per Ref (n) and Ref (o).
4.2.1 Provide 2 copies of ship check report,
4.2.2 Ripout and installation drawings (one set) (contact MEC Product Line POC for drawing numbers)
4.2.3 Red-line mark up of Ref (i) or Ref (j) as Class applicable (one)
4.2.4 Elementary wiring Diagram and COED (one each) (contact MEC Product Line POC for drawing numbers)
4.2.5 Tech pub or tech pub inserts if modifying the existing TP, Ref (m) (one)
4.2.6 Letter of Fire Detection and Alarm System certification.
4.3 All software necessary, furnished on CD to conduct any additional programming or system troubleshooting onsite without having to remove any components from system for outside diagnosis.
4.4 Plan for the temporary fire detection and alarm method.
4.5 Crew training plan and agenda.
5.0 Schedule:
5.1 Attend a kick-off Meeting at USCG Ordnance Road Baltimore MD or other location TBD.
5.2 Attend ship check of 270 WMEC Class Cutter to inspect and verify first-hand the recommendations and requirements of USCG-SFLC-ESD-NAME-ELEC SYS. Provide a full report of findings (4.2.1).
5.3 Submit temporary fire detection and alarm plan for USCG approval.
5.3 Attend project status meeting at Ordnance Road Baltimore MD (one (1) meeting) or other location TBD to discuss progress.
5.4 Tentative Schedule

6.0 Acceptance criteria:
6.1 The contractor must provide the above deliverables to the Government as specified. The Government will provide one set of comments on each of the draft and preliminary deliverables for the contractor adjudication or incorporation.

Work Item 2: WMEC 270 Fire Detection System Kit, Provide
1.0 Statement of work
1.1 The Contractor must provide the option to purchase additional 12 shipsets of the fire detection system components, packaged as a kit, in accordance with the Schedule.
1.2 Each kit (i.e. one shipset) must consist of the following components:
• (1) new alarm panel
• (5) remote annunciators
• (9) manual pull stations
• Up to (4) thermal detectors
• (2) IR flame detectors
• Up to (10) ionization smoke detectors for ventilation duct including sampling tubes and housings
• Up to (50) photoelectric smoke detectors
• Up to (13) horns with strobe
• (10) remote alarm lamps
• Up to (3) vibrating bells
• Detector bases/adapters, and all other associated system components
• All software necessary, furnished on CD to conduct any additional programming or system troubleshooting onsite without having to remove any components from system for outside diagnosis
1.3 The components of the kit must be the same as the equipment selected and furnished in Work Item 1. Quantities listed are for bidding purposes. Actual quantities must be adjusted by Class (A or B) based on the completed requirements of Work Item 1. Substitutions are not authorized unless approved by the COR.
2.0 Packaging, Marking and Shipping:
2.1 Installation kits ordered under the Options for this Contract must be packaged in accordance with ASTM D 3951, ASTM D3951-10, and MIL-STD-2073-1E. All parts under this contract shall also have appropriate markings IAW MIL-STD-129P and MIL-STD-130N.
When applicable, specific OEM preservation, packaging, packing, and marking requirements directing a higher standard than referenced shall be adhered to. Bar coding is required in accordance with MIL-STD-129P paragraph 5.1.10.1/page 73 Linear (Code 39) bar code symbology, linear (Code 39) symbols will be IAW ISO/IEC 16388, and ISO/IEC 16388.
Marking shall be placed on the container top or one long side (any side if container is square).
The marking shall be formatted as specified below:

Work Item 3: Travel and Per Diem
1.0 Statement of work
1.1 The Contractor must submit with their proposal any anticipated travel expenses. For bidding purposes, assume the work will be performed at selected Cutter’s homeport at USCG Base Portsmouth, Portsmouth, VA. Travel to locations other than USCG Base Portsmouth will be addressed by Change Request.
1.2 Travel and per diem will be reimbursed in accordance with the Joint Travel Regulations
(JTR).
Attachment 1 - Fire Detection System Test Procedure
Test Detectors
1. Test each detector listed in the Data Sheet. Contractor must submit a CFR for any discrepancies in the Data Sheet (incorrect locations, incorrect detector type in the space, etc) and provide a “red-line” markup of the corrected Data Sheet. Do not record “UNSAT” data.
Any discrepancies must be corrected and retested prior to signing off as “SAT”.
a. An ionization or photoelectric detector may be activated by blowing smoke into it or introducing an acceptable aerosol slightly away from the chamber.
b. A thermal detector may be activated by an electric heat gun.
c. A flame detector may be activated by holding the flame of a cigarette lighter slightly below or in front of the lens or by producing and infrared light from an IR source into the detector lens.
2. To test the system, activate a detector or manual pull station. Record each detector and device tested on the attached Data Sheets. Verify the following:
a. All audible devices sound and can be silenced from remote annunciators and from the main fire alarm panel.
b. System alarm lamp illuminates.
c. Proper zone lamp illuminates at the zone module and the remote annunciators.
d. Fire Detection System General Alarm activates.
3. Acknowledge alarm.
a. Acknowledge the alarm at the annunciator (without silencing the alarm at the main fire panel).
b. Acknowledge alarm at the alarm panel.
4. Reset the main fire alarm panel.
a. Allow time for the smoke to clear out of the detector sensor or for the thermal fire detector to cool down.
b. Reset alarm panel.
c. Verify on the remote annunciator that the corresponding red LED is not illuminated over the zone for the zone detector sensor being tested.
d. Verify on the main fire alarm panel that the corresponding zone is not illuminated.
5. Record results in Data Sheets below.
