SPECIAL NOTICE – NOTICE OF INTENT TO SOLE SOURCE

Object Management Group (OMG) Membership

Contracting Opportunities Notice: 36C77622Q0293

The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Object Management Group, Inc. (OMG) for government membership. The period of performance will be for base year plus four 12-month option years.

The VA intends to solicit and negotiate with Object Management Group, Inc., 109 Highland Ave., Suite 3, Needham, MA 02494. Government Membership to OMG is crucial to the ongoing expansion and overall success of the organization.

This service is specific to one contractor. This service is not available through any other business. OMG is an international, open membership, not-for-profit computer industry consortium that develops enterprise integration standards for a wide range of technologies, and industries, including standards for health care use in VHA. OMG’s modeling standards enable powerful visual design, execution and maintenance of software and other processes and used for business process modeling in VHA by the Clinical Informatics and Data Management Office (CIDMO) office. CIDMO representatives are engaged in development of Service Oriented Architecture standards through a joint project with OMG and the Health Level Seven (HL7) Standards Development Organization. CIDMO is using OMG’s Unified Model Language (UML) standards in a project to develop a UML Version 2.1 representation of HL7 standards and in a project to develop templates supporting exchange of health summary information with external partners such as the Department of Defense and Kaiser Permanente.

OMG membership benefits shall include:

a. Ability to download specifications subject to ballot;

b. Domain Technical Committee Meeting Attendance;

c. Domain Technical Committee Vote;

d. Platform Technical Committee Meeting Attendance;

e. Task Force Attendance;

f. Task Force Vote;

g. Subcommittee Attendance;

h. Subcommittee Vote;

i. Special Interest Group Attendance;

j. Special Interest Group Vote;

k. Technical Committee Documents;

l. Can hold an OMG Board of Directors seat;

m. Can hold an Architecture Board seat;

n. Can propose Technology for Adoption;

o. Send/Receive on OMG Email Lists.

This procurement is being conducted in accordance with FAR 13.106-1 for Single Source Awards using Simplified Acquisition Procedures. The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is $16.5 Million.

This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

Responses to this notice are due on or before Friday, April 29, 2022, 1:00 PM Eastern Time to this procurement’s Contracting Officer, Kymberly Morgan, via email to Kymberly.Morgan@va.gov.

Submittal Information:

Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response. Please also submit a cover page which includes, at a minimum, the company’s name, address, Unique Entity Identifier (UEI) number, point-of-contact name, phone number, and e-mail address.

Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Special Notice to include an authorized reseller agreement.

Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.). Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided.
