RP001: DLA PACKAGING REQUIREMENTS FOR PROCUREMENT
RQ011: REMOVAL OF GOVERNMENT IDENTIFICATION FROM NON-ACCEPTEDSUPPLIES
Hazard Communication Standard Notice:
Effective June 1, 2015, Federal Standard No. 313-E, Material Safety Data,Transportation Data and Disposal Data for Hazardous Materials Furnished to Government Activities, establishes the requirementfor preparation and submission of Safety Data Sheets (SDS) in lieu of Material Safety Data Sheets (MSDS) by suppliers who providehazardous materials to government activities.
The Occupational Safety and Health Administration (OSHA) has modified its HazardCommunication Standard (HCS) to conform to the United Nations Globally Harmonized System of Classification and Labeling ofChemicals.
As a result of this change, GSA revised Federal Standard No. 313-E requiring Safety Data Sheets for classifyingchemicals and communicating the applicable information on labels.
In accordance with the revised standard after June 1, 2015:
1.Suppliers will be required to submit, to the contracting officer for review and approval prior to award, safety data sheetsconsistent with the requirements found at 29 C.F.R. 1910.1200 for hazardous materials delivered to the Government.
2. Supplierswill also be required to submit, to the contracting officer for review and approval prior to award, Hazardous CommunicationStandard (HCS) labels in accordance with 29 C.F.R. 1910.1200 requirements or current Consumer Product Safety Act (CPSA), FederalHazardous Substance Act (FHSA) labels when subject to labeling requirements under those statutes. This product labeling is requiredfor hazardous materials delivered to the Government.
3. Finally, suppliers must train their employees on the new safetydata sheets, hazardous communication labels, and requirements of 29 C.F.R.
1910.1200.

Each item shall be marked with thefollowing:
(1) lot or batch number

(3) instructions for use, thinning, mixing, shaking, etc.
(4) instructionsfor storage, i.e. requires refrigeration, etc.
(5) for kits, each component shall be marked with the kit name and componentpart.
(6) manufacturer's name and part number
(7) if applicable, the maximum volatile organic compound content (VOC), less water and exempt solvents, in lbs/gl or grams/liter.
(8) if the item is on an existing contract, the supplier shall follow the pre-arrangedCalifornia South Coast Air Quality Management District labeling requirements.
PACKAGING
KIT PACKAGING: The product shall befurnished in the specified kit size quantities packaged in the manufacturer's original, separate containers and in accordance withnormal commercial practice. There shall be no interaction chemically or physically with the contents so as to damage the containers or alter the strength, quality, or purity of the contents. Such packaged ingredients shall be further packaged or assembledtogether as a complete unit in kit form. The filled containers and kit assembly shall be closed in a manner that will insure thecontents will not spill or leak from the containers and that separation of the components will be prevented duringshipment, handling, storage, and redistribution.
Less than 1 gallon (127 fl.oz. or 231ci) kit of material. MIL STD 129 labelrequired on each assembled kit. Intermediate container will be a D3 box (4G box if hazardous) and braced with proper dunnage toprevent damage and movement. Itemized list of contents required.
- Option A: All contents making up one kit will be placed in a E6box and braced with proper dunnage to prevent damage and movement.
- Option B: Kits that contain 32 fl.oz. or 58 ci or less ofmaterial will be packaged by way of either: a heavy weight clear plastic bag, heat-shrink method, heat-sealed method, or blisterpack method.
- Option C: Cans only. Adhesive disk with adhesive properties of at least equal strength of the containers beingbonded will be used to bond containers together creating a singular and complete entity (kit).
- Option D: Cans only. Heat-shrinkwith bonding properties that would keep the cans secure before any damage to the cans would occur. Bonded containers together create a singular and complete entity (kit).
MARKING
All unit, intermediate, transport packages and unit loads shall be marked and barcoded in accordance with the latest version of MIL-STD- 129, "Military Marking For Shipment and Storage". "Latest version"is defined as the version in effect on the date of bid submittal.

L02 ELECTRONIC ORDER TRANSMISSION (SEP 2016)
Offerors shall identify one of the following alternatives for paperless order transmission:
[ ] American National Standards Institute (ANSI) X12 Standards through a DLA transaction services approved value added network (VAN).
[ ] Electronic mail (email) award notifications containing web links to electronic copies of the Department of Defense (DD) Form 1155, Order for Supplies or Services.
Email notification requires registration on the DLA internet bid board system (DIBBS) home page at https://www.dibbs.bsm.dla.mil/ .
If the offeror elects ANSI/VAN order transmission, DLA will send Electronic Data Interchange (EDI) transaction sets at time of award. The contractor shall acknowledge receipt of transaction sets with a functional acknowledgement or order receipt message within 24 hours. If the award transaction set is received on a weekend or Federal holiday, the acknowledgement must be received on the next working day. This acknowledgement will confirm that the contractor's interface with the system is working as needed for contract ordering.

(b) Exact product means a product described by the name of an approved source and its corresponding part number cited in the item description; and manufactured by, or under the direction of, that approved source. An offeror of an exact product must meet one of the descriptions below.
(1) An approved source offering its part number cited in the item description;
(2) A dealer/distributor offering the product of an approved source and part number cited in the item description;
(3) A manufacturer who produces the offered item under the direction of an approved source; and has authorization from that approved source to manufacture the item, identify it as that approved source's name and part number, and sell the item directly to the Government.
(4) A dealer/distributor offering the product of a manufacturer that meets the description in subparagraph (3) above.
(c) Alternate product.
(1) The offeror must indicate that an alternate product is being offered if the offeror is any one of the following:
(i) An offeror who manufactures the item for an approved source cited in the item description, but does not have authorization from the approved source to identify it as the approved source part number, and sell the item directly to the Government;
(ii) A dealer/distributor offering the product of a manufacturer that meets the description in (i) above;
(iii) An offeror of a reverse-engineered product that is not cited in the item description; or
(iv) An offeror whose product does not meet the criteria of exact product, superseding product or previously approved product.
(2) An offer of an alternate product is an alternate offer.
(d) The offeror must indicate that a superseding part number is being offered if the offered item otherwise qualifies as an exact product, except that the part number cited in the item description has been superseded due to an administrative part number change with no change in configuration of the item.
(e) The offeror must indicate that a previously-approved product is being offered if the product offered has previously been delivered to the Government or otherwise previously…
