This is an acquisition for the purchase of 13 spare parts managed by the Defense Logistics Agency (DLA). The Government anticipates issuing Basic Indefinite Quantity Contract(s) that will permit future Purchase Requests to be awarded by issuing a delivery order against the basic contract. All terms, conditions, and pricing are negotiated/awarded up front with the basic, allowing the delivery order to be issued quickly. The items on the contract will be ordered on each delivery order (DO) within stated minimum and maximum quantities, and on an as needed basis. The delivery order quantities are estimated based on previous and forecasted demands, and the contractor will be guaranteed a minimum quantity as specified in the contract. As potential supplier of these items, we are asking that you fill out this market survey to the best of your knowledge so that we can generate a realistic and beneficial solicitation.

LENGTH OF CONTRACT:
Your answers to the questions below will be used to determine the optimum contract length (i.e. Base plus X option periods/years). The Government is implementing a new policy to structure LTCs for Firm Fixed Price (FFP) with a three year base period and two 1-year option periods. This will allow our suppliers to provide better pricing structures due to the longer period of performance. The length of the Base Period will not impact/change any guaranteed minimums or maximums on the contract and requirements will not materially change, the vendor relationship is stable, and there is low risk of needing to exit the base period.

CONSOLIDATION QUESTION:
The Government intends to consolidate the requirements (NSNs) into a single solicitation. NSNs will be still be evaluated on an all or none basis per NSN which allows contractors to quote on only the NSNs that are applicable to their company. The Government sees consolidating the NSNs as an advantage to contractors because vendors reduce duplicate efforts and thereby lower administrative costs associated with quoting on multiple solicitations over the same period. Multiple NSNs can be awarded on a single contract and requirements will source automatically to the proposed LTC using DLA's automated procurement system, which will generate delivery orders against the contract. Another proposed advantage is that vendors are able to reduce material costs for items on a LTC by using long term production planning, which could allow buying raw materials or finished materials in bulk. The Government would like to ask if you as the vendor agree consolidating NSNs would be an advantage or if you believe it is a disadvantage. If you think this would be a disadvantage, please explain why.
