JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION SPE7M919R0002

The Defense Logistics Agency, DLA Land and Maritime, is the contracting activity.
The action being approved is the acquisition of supplies on other than a full and open competition basis.
The supplies required to meet the using activity’s needs are described as follows:

Identify end item, weapon system, or class of item: Subject NSN 6115-01-669-1192 is described as a retro Kit 6-479. It is used as a spare part primarily for the Air Force in the transport of Amps Generators. The approved source/PN is PDI Ground Systems Support (0W357) PN 5647-01.

The statutory authority permitting other than full and open competition is:

If restricted to the only source(s) of supply, include source(s) and CAGE code: PDI Ground Support Systems (0W357).
The use of the authority cited is based on:
[ X ] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.
[ X ] AMSC D. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. AMCS 3, 4, or 5 are valid.
Per the approved manufacturer part list available for this NSN in SAP, only PDI Ground Support (0W357) has been identified by the Government as having the complete technical dataset and appropriate manufacturing expertise to supply this NSN to DLA and the using military service. The last technical review of this item was conducted on 11/23/2018 and no additional sources beyond those listed in the AMPL were identified. Based upon the technical review, only the approved source currently listed in the AMPL has the complete technical data and manufacturing expertise to successfully manufacture this item for the Government and the using military service.
SOLICITATION SPE7M919R0002
Efforts to ensure that offers are solicited from as many sources as practicable are:
[ X ] The acquisition will be synopsized on or about 12/30/2018. The solicitation SPE7M919R0002 will be available via DIBBS for 30 days on or about 1/30/2019.
I hereby determine that the anticipated cost to the Government will be fair and reasonable. The buyer will utilize price analysis techniques such as comparison to past purchases of same item to determine price reasonableness.
Informal cost/price data will be requested if determined to be necessary.
A market survey was conducted on/during:11/20/2018
Market research consisted of a review of the NSN’s past purchase information where available.
Sources sought with an attached market survey was posted to FedBizOpps on 11/20/2018 for 7 days. No responses were received in response to the posting. A Market Survey was sent to the prior awardee and sole source (0W357) PDI Ground Support Systems on 11/20/2018.
Name of vendors contacted and responding: The market survey was sent to PDI on 11/20/2018 and returned the completed survey the same day by . PDI is considered a small business located at 6225 Cochran Rd, Solon Oh 21627 and is the OEM of the approved part 5647-01. PDI would be interested in supplying a proposal to the Government on an upcoming solicitation. The item is not considered commercial, PR history reflects: This NSN has been procured from (0W357) PDI 6 times since March 2018. There have been no other awardees for this NSN, and a review of the PR history did not reveal any other potential manufacturing sources. The most recent procurement was made on 2018/10 on SPE7M019V0962 for 7 each at $3,815.00 each. The price was determined to be fair & reasonable by (BG) Comparison to prior procurement. There is no prior J&A on file for this material.
Additional facts supporting other than full and open competition are:
[ X ] Based upon the technical certification on file in DLA Land and Maritime – VEP technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.
