1. The Defense Logistics Agency, DLA Land and Maritime, is the contracting activity.
2. The action being approved is the acquisition of supplies on other than a full and open competition basis.
3. The supplies required to meet the using activity's needs are described as follows:

The product specialist verified the information on February 2 and 9, 2018.

The use of the authority cited is based on:
[X] AMSC B. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100.
Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
The Contract Specialist verified the AMC/AMSC of 1B for this procurement with Product Specialist on February 2 and 9, 2018. The Product Specialist stated that the AMC/AMSC was last reviewed on February 2, 2018. The Product Specialist stated that DWG MBEU148620 is not proprietary to the approved sources and is owned by the Navy. The Product Specialist stated that this item’s description is a switch designed to perform the function of opening and/or closing one or more electrical circuits. This is a Source Controlled Drawing, with the technical data being owned by the Navy (30003). Boeing Company (76301) and Circor Aerospace (50601) are both cited as being the current approved sources on the drawing.
6. Efforts to ensure that offers are solicited from as many sources as practicable are:
(X) The acquisition was synopsized on February 12, 2018.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
Formal C/P Data will not be required because the current estimated contract price is not above the price threshold of $750,000 (FAR 15.403-4 and 10 U.S.C. 2306(a)). Offerors may be required to provide additional information for determining reasonableness of price. The buyer only intends to award this NSN when a fair and reasonable price determination can be made. The Contracting Officer will conduct price analysis by reviewing historical pricing, usage of the Producer Price Index (PPI), and learning curve analysis. The acquisition specialist will not be going through the DLA Land and Maritime pricing office for assistance. Negotiations may take place in an effort to comply with DoD Material Cost Reduction Initiative. An option quantity will not be used for this procurement.
8. Market Research/Efforts to Obtain Competition:
Market Survey [10 U.S.C. 2304(f)(3)(D)]: A Sources Sought notice was posted to the FBO on February 1, 2018 with a copy of a market research survey with a completion deadline given of February 9, 2018. Market research surveys were sent out via e-mail on February 1, 2018, to the

1. Boeing Company (76301), (A) large business concern – approved source of supply for this item.
2. Circor Aerospace (50601), (A) large business concern – approved source of supply for this item, previous awardee.
3. Martin-Baker Aircraft Co., LTD (U1604) (D) domestic or foreign entities performing outside the US business concern – dealer/distributor, previous awardee.
4. Aerospace Precision Industries, LLC (0ZTJ5), (A) large business concern – dealer/distributor, previous awardee.
5. Dela Technologies Corporation (2U435), (T) Other Veteran-Owned Small business concern – dealer/distributor, previous awardee.
Total number of vendors contacted: 5. The two approved sources of supply, Boeing Company (76301) and Circor Aerospace (50601), as well as, previous awardees, Martin-Baker Aircraft (U1604), Aerospace Precision Industries (0ZTJ5), and Dela Technologies (2U435) were e-mailed copies of a market research survey with requests for completion. The deadline given for receipt of their completed market research surveys was February 9, 2018.
Names of vendors contacted and responding: 3. The two approved sources of supply, Boeing Company (76301) and Circor Aerospace (50601) replied back to the e-mails sent to them with the attached copy of the market research survey. of Boeing (76301) replied on 02/03/18 that Boeing – St. Louis was unable to respond to the market research survey request. of Circor (50601) replied back on 02/01/18 that they would be researching the information and would get back with us. went on to say that they would be investigating if they would complete the survey or their authorized distributor/dealer, Transaero would complete the survey. On 02/12/18, of Transaero via e-mail submitted their completed market research survey sent to them by Circor. (U1604), Aerospace Precision (0ZTJ5), & Dela Technologies (2U435) did not respond back with a completed market research survey that was e-mailed to them.
There was one response received back on the Sources Sought Notice posted to FBO on 02/01/18.
of Dircksen & Assoc. (7S371) e-mailed the buyer to request the quantity requirement for the upcoming solicitation. An e-mail was sent back to specifying the current quantity requirement and the current quantity price breaks that would be listed on the upcoming solicitation. However, in the buyer’s reply, was informed that the current quantity and current quantity price breaks were subject to change prior to the upcoming solicitation being published out to DIBBs.
Techniques used to conduct survey:
1. Market Research surveys were sent out via e-mail on February 1, 2018 to the two approved sources of supply, Boeing Company (76301) and Circor Aerospace (50601).

2. Sources Sought- DAG 10.002-102(C)(vii) : Published a “sources sought” synopsis in the FedBizOpps on February 1, 2018.
Types of information requested: Business size, manufacturer or dealer, are these commercial items, are these catalog/price listed items, inventory availability, willingness to quote, economical production quantities available delivery schedule, and willingness to accept quantity option.
Summary of information received:
There was one response received back on the Sources Sought Notice posted to FBO on 02/1/18 via e-mail from of Dircksen & Associates (7S371) on 02/05/18.
of Transaero (27541) responded via e-mail on 02/12/18 with their completed market research survey that they had received from one of the approved sources of supply, Circor (50601). stated that Transaero is interested in supplying this item to the Government for this current large buy and that they would be supplying the product of Circor (50601) P/N: 5161L000-1. stated that Transaero is a small business and authorized dealer for Circor (50601). went on to say that this item is not a commercial item, that they do not sell to commercial firms, that they do sell to firms and individuals in the General Public; but, that there is not a commercial distribution network and there is no catalog printed price list available.
Previous buy history was researched; and as such:
There are 13 previous buys showing in contract history for this item between 2009 - 2016, all of which are small buy purchases. Six of the 13 were awarded to one of the approved sources of supply for this item, Circor (50601). Of the six previous buys awarded to Circor, one dated 11/07/12 was cancelled with a termination code of “K”. The remaining buys were awarded as such:

2. Aero Precision Industries (0ZTJ5);

Upon completion of researching previous buy history, no other manufacturing sources were identified.
PLT is listed for this item at 331 days. Delivery terms offered by various contractors were examined on several previous buys to assist the buyer in determining the Government’s solicited delivery requirements for this current large buy purchase. As the required quantity requirements for the previous buys were smaller than with the current large purchase, and the various delivery terms by different contractors for the previous buys varied drastically (200 – 538 days ARO), the buyer determined that the PLT listed for this item would be utilized for this upcoming large buy solicitation.
A previous buy redacted J&A was not located in Records Management as all previous buys in contract history are showing as small buy purchases.
