INSTRUMENTS; SENSORS OR CONTROLS; WEAPON SYSTEMS;
AND CHEMICAL ANALYSIS REAGENTS SPECIFIED BY NAVSEA.
PORTABLE FLUORESCENT LAMPS AND PORTABLE INSTRUMENTS
CONTAINING MERCURY SHALL BE SHOCK PROOF AND CONTAIN
A SECOND BOUNDARY OF CONTAINMENT OF THE MERCURY OR
MERCURY COMPOUND. (IAW NAVSEA 5100-003D).
NO DATA IS AVAILABLE. THE ALTERNATE OFFEROR IS
REQUIRED TO PROVIDE A COMPLETE DATA PACKAGE
INCLUDING DATA FOR THE APPROVED AND ALTERNATE
PART FOR EVALUATION.
"MERCURY FREE"
1. Intended use in submarines makes it mandatory that material furnished under this contract shall not contain metallic mercury and shall be free from mercury contamination. Mercury contamination of the material will be cause for rejection.
2. If the inclusion of metallic mercury is required as a functional part of the material under this contract, the contractor shall obtain written approval from the Contracting Officer (CO) before proceeding with manufacture. The contractor's request shall explain in detail the requirements for mercury; identify parts containing mercury; and explain the method of protection against mercury escape. Such a request will be forwarded directly to the Contracting Officer with a copy to the applicable Government Inspector. Upon approval by the CO, the vendor will provide a "warning plate" stating that metallic mercury is a functional part of the item and will include name and location of that part.
3. The use of mercury, mercury components, or mercury bearing instruments/equipment in a manner which might cause contamination of the raw material or contamination during manufacture, assembly or testing of materials on this contract is prohibited. The most probable causes of contamination are direct connected manometers, mercury vacuum pumps, mercury seals or the handling of mercury in the immediate vicinity.
Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard.
4. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene

bag or close-fitting, airtight container for eight (8) hours at room temperature -76 deg F +/- 10 deg F. Sample the trapped air and if mercury contamination is 0.01 mg/cu meter, the material is contaminated insofar as the requirements of this contract is concerned.
5. The requirements of this clause shall be included in any sub-contract or purchase order hereunder and the contractor will ensure sub-contractor compliance with these requirements.
6. Technical questions pertaining to the requirements of this clause shall be referred to the Procurement CO, via the cognizant Administrative CO. For background, the following information is provided:
Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum, and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine systems.
Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine atmosphere.
7. The contractor shall certify the supplied item(s) is/are mercury free. The certification shall be in the form of a certification sheet.
The cert sheet shall contain the following information: (a). Contract Number, (b). National Stock Number, (c). Manufacturer's Code (cage) and Part Number or Specification/Drawing Number manufactured in accordance with, (d) Date of shipment and Quantity shipped, and (E). the following statement:" The undersigned hereby certifies that the material and/or parts shipped on the subject order/contract conform to the requirements of said order/contract. Also the material furnished is free from mercury contamination. Mercury bearing instruments/equipment which might have caused contamination were not used in the manufacture, fabrication, assembly, or testing of any material furnished under this order/contract". The certification sheet shall be signed by an authorized corporate or company officer. The original cert sheet shall be maintained by the contractor for a minimum of seven (7) years, with a copy supplied at time of shipment to the Contracting Administrator for retention in the order/contract folder.

The term “successor” does not include new offices/divisions of the same company or a company that only changes its name.
