FIRST ARTICLE – CONTRACTOR TESTING – DCMA DELEGATION

Notice to Contractor: The Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO) is delegated the authority to approve/disapprove the First Article Test Report submitted in accordance with the requirements in this contract. Any reference to the Contracting Officer as it relates to submission of and approval/disapproval of the FAT Report shall be deemed to mean the DCMA

ACO.

Notice to ACO: The DCMA ACO shall forward a copy of the First Article Test Report and the DCMA ACO’s letter of approval/disapproval to the Contracting Officer at the buying activity and to the address identified in FAR Clause 52.209-3(b).

Procurement Note E03: Production Lot Testing – Contractor (SEP 2016)

(1) The purpose of production lot testing (PLT) is to validate quality conformance of products. PLT is to be completed on the production lot(s) after First Article approval, when a first article is required. The contractor shall price the PLT CLIN to cover the cost of the approved samples that are consumed, destroyed, or otherwise rendered unusable during testing.

(2) The contractor shall provide written notice to the contracting officer and the QAR of the time and location of the test at least fourteen (14) calendar days (or as otherwise specified in the contract) prior to the production lot test so the Government may witness the test.

(3) The QAR will select samples at random from the production lot(s) produced.

(4) The contractor shall perform all tests on the PLT samples to verify/validate for the QAR that the items meet the contract technical/quality requirements.

(5) If a PLT sample fails, the entire production lot quantity produced fails. The contractor shall notify the contracting officer and propose corrective action, if appropriate.

(6) Prepare and disseminate the PLT report as follows:

(a) Prepare the test report in accordance with data item description DI-NDTI-80809B and mark the test report, “Production Lot Test Report, Contract Number [contractor insert] and Lot/Item Number [contractor insert].”

(b) Present the contractor’s PLT report to the QAR for review.

(c) Include the following documentation with all shipments of PLT Reports: DD Form 1222 and DD Form 250/iRAPT receiving report signed by the QAR; a copy of the contract/order; a copy of all applicable test reports showing actual results and tolerances specified in the technical data package; material and process certifications; process operations and inspection method sheets; copies of drawings used to manufacture the PLT sample with proper marking to restrict public disclosure (if desired) and from Government use other than for evaluation to the extent consistent with the Government’s data rights under the contract, and documents required under a contract deliverables requirements list, if applicable.

(d) Submit all required documentation to the Government activity specified in the contract in time to allow for at least calendar day period for review of the PLT report, and for the contracting officer to provide written notification of approval/disapproval to the contractor.

Contractor Quality System and Inspection/Testing Requirements

A. During the performance of this contract, the contractor shall maintain a Quality Management System in accordance with AS9100, ISO 9001, or an equivalent requirement.

B. The Government reserves the right to inspect at the source those supplies or services not manufactured or performed within the contractor's facility. The purpose of this inspection is to assist the Government Representative at the contractor's facility to determine the conformance of supplies or services with contract requirements.

Government inspection at a subcontractor#s facility shall not constitute acceptance; nor shall it in any way replace contractor inspection or otherwise relieve the contractor of responsibility to furnish an acceptable end item. When inspection at subcontractors' plants is performed by the Government, such inspection shall not be used by the contractor as evidence of effective inspection by such subcontractors.

C. The contractor is required to perform product inspections/testing during production to assure conformity of products produced and presented to the Government for acceptance.

1. The terms `lot' and `batch' are used interchangeably to identify a collection of products of identical size, type, kind, condition, and time of production.

2. Unless otherwise specified in the contract, drawings, or technical data, inspections during production are non-destructive.

3. Critical characteristics are identified as such on the drawings and technical data. Critical characteristics not identified on the technical data are listed below:

4. Unless otherwise specified in the contract, drawings, or technical data, the sample size for confirming critical characteristics shall be based on an Acceptance Quality Limit (AQL) value of 0.04 (as minimum), as defined in Table 1, with acceptance based on zero defects.

5. Unless otherwise specified in the contract, drawings, or technical data, a sample size for confirming noncritical characteristics shall be based on an AQL value of 0.10 (as a minimum), as defined in Table 1, with acceptance based on zero defects. Samples for evaluating other characteristics may be drawn from the same samples used to evaluate Critical Characteristics.

6. Samples shall be randomly selected from the production lot. If Table 1 is not used for determining sample sizes, the alternative sampling plan used shall be approved by the cognizant Government Representative. Material not compliant with contract, specification, or drawing requirements shall not be submitted for Government acceptance without a written request for deviation identifying the discrepancy, reasons for the discrepancy, and actions taken to prevent recurrence.

7. The designation of an AQL shall not imply that the contractor has the right to knowingly supply nonconforming products.

8. Statistical Process Control (SPC) or other techniques instead of inspection sampling may be used when approved by the Engineering Support Activity (ESA) via the PCO or ACO.

Supplemental Requirements

SECTION B

A. The contractor shall include on detail process/operations sheets, all sources performing manufacturing operations, methods, and special processes (e.g., soldering, chemical cleaning, shot peening, heat treating<(>,<)> plating, hydrogen embrittlement relief, etc.), whether accomplished in-house or outsourced. The contractor shall provide a tracking method that ensures the process/operations sheets are traceable to the production lot and contract. Process/operation sheets shall not be revised or altered after the successful completion of First Article Testing (FAT) and/or Production Lot Testing (PLT) without approval from the Engineering Support Activity (ESA) via the Procuring Contracting Officer (PCO). Any proposed change may require a new FAT and/or PLT requirement. Production/operation sheets shall be retained by the contractor for a minimum of 10 years after completion of the contract.

B. Inspection Method Sheets (IMS) shall list the characteristics to be inspected on each item that will be inspected under the contract. The IMS shall reference the contract number, delivery order number (if applicable), material source, and original material manufacturers# heat lot or material lot. Critical characteristics shall be annotated as such on the IMS. The contractor is responsible for providing completed IMS. Results from inspection of design characteristics shall be expressed in quantitative terms (i.e., values) when the design characteristic is expressed by numerical limits.

Attribute terms (e.g., Pass/Fail, Go/No Go, etc.) may be used if no inspection technique resulting in variables data is feasible, when design characteristics do not specify numerical limits, or qualified tooling is consistently used as a check feature (e.g., a go/no-go feature has been established for the specific characteristic). IMS shall be retained by the contractor for a minimum of 10 years after completion of the contract.

C. The contractor shall provide certifications on material (including those on castings and forgings if applicable), special processes, and nondestructive inspections (e.g., radiographic, ultrasonic, magnetic particle or penetrant inspection, eddy current, etc.) that verify conformance to all physical, chemical<(>,<)> process, and test requirements. Material certifications shall identify the actual tested values and chemical analysis results of the material and shall be traceable through all manufacturing and supply processes to the original manufacturer of the material. Test reports and material certifications for age sensitive products shall identify the batch number, cure date, and expiration date (if applicable). Certifications shall be retained by the contractor for a minimum of 10 years after completion of the contract.

D. A copy of the material test report (certification) from the mill that originally produced the material shall be provided.
