JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION SPE7M216R0077
DLA Land & Maritime Justification for Other Than Full & Open Competition

1. The Defense Logistics Agency, DLA Land and Maritime, is the contracting activity.
2. The action being approved is the acquisition of supplies on other than a full and open competition basis.
3. The supplies required to meet the using activity’s needs are described as follows:

4. The statutory authority permitting other than full and open competition is:
[ x ] 10 U.S.C. 2304(c)(1) - Available from only one or a limited number of sources.
5. If restricted to the only source(s) of supply, include source(s) and CAGE code:
(35043) Wire Rope Industries (Canada), (77141) Wirerope Works Inc., and ( 80967) Wireco World Group. These sources have the proven capabilities to manufacturer this item. The components being acquired under this solicitation have been classified as “critical” requiring engineering source approval by Naval Air Systems Command (NAVAIR). Only those companies who have submitted requests for source approval and have been approved will be eligible for award. Any manufacturers that are not approved by NAVAIR will be required to submit a Source Approval Request (SAR) Package for the Navy ESA to approve for future procurements.
The use of the authority cited below:

The use of the authority cited is based on:
[ x ] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid. The item is specially coded as CSI made in

accordance to Navy drawings. The design and engineering activity is the Naval Air Systems Command in Lakehurst New Jersey (NAVAIR). Since this is a flight critical safety item and in accordance with DFARS 209.270, it must be procured from approved sources designated by NAVAIR.
[ x ] Other: This CABLE AND REEL ASSEMBLY is currently being used by the Navy Carrier fleet and is a Critical Safety Item (CSI) for the MK7 Arresting Gear System. Subject PR is required to satisfy urgent unfilled orders above the current Purchase Order quantities and future demands over lead time. Current backorder lines/quantity: 9/18 of which 6/9 are IPG 1.
Failure to proceed with urgent buys for this item could result in the inability of the carrier fleet to make the required number of aircraft arrestments thus degrading the overall carrier fleet mission.
6. Efforts to ensure that offers are solicited from as many sources as practicable are:
[ X] The acquisition will be synopsized for 15 days and solicited on or about September 26, 2016.
7. I hereby determine that the anticipated cost to the Government will be fair and reasonable based on past history and competition between 2 approved sources. Due to the dollar value, Other than Cost and Pricing Data may be required.
8. Market Research/Efforts to Obtain Competition:
Market Survey [10 U.S.C. 2304(f)(3)(D)]:
[ X ] A market survey was conducted on/during August 15 to September 6 with 2 different Sources Sought Notice.
Total number of vendors contacted: 3 Names of vendors contacted and responding: (77141) Wirerope Works and (35043) Wire Rope Industries.
Techniques used to conduct survey: Sources Sought Notices and Markey Survey Questionnaires.
Types of information requested: Business Size, Estimated pricing and delivery, agreement to provide certified cost and pricing data, and commerciality, function, and purpose of item.
Summary of information received:
• 77141 - Wirerope Works is interested in providing a proposal.
are a small business manufacturer and realize there are other sources.
Almost every detail of this item is controlled by the specifications and drawings; Wirerope Works helped develop and write the specifications.
t is noted that they stated to be a large business concern, however, ORCA states small and confirmed this in a telecom on 17 August 2016.

• 35043 - Wire Rope Industries is interested in providing a proposal.
WRI via Canadian Commercial Corporation has been providing this item to the government for 20 years and more. The item is not commercial as it is specialized, and they do not make similar items for other customers. Did not comment on certified cost and pricing data.
Information received regarding the commerciality of the item(s): An internet search describes the purchase cables as a system of cables attached to the steam engines underneath the flight deck. Those cables pull a movable part of the engine that travels along greased skids and pushes a giant piston into a cylinder full of pressurized hydraulic fluid. The piston compresses the fluid, bringing the wire on the flight deck, and the aircraft, to a stop. This item is not coded in SAP Material Master as a commercial off the shelf item, and has no purpose in the commercial marketplace.
9. Additional facts supporting other than full and open competition are:
[X] Other: (Explain) This item also requires First Article Testing, Production Lot Testing, and various stringent requirements, understood and complied with by the approved sources. At this time, NAVAIR has knowledge of the 3 approved source’s capabilities to manufacture this item successfully.
10. A listing of sources, if any, indicating an interest in the acquisition is: (35043) Wire Rope Industries (Canada), (77141) Wirerope Works Inc.
11. The following actions are being taken to identify additional sources:
[ x ] Other SAR packages by capable manufacturers are encouraged in the solicitation for future procurements.
