SUPLUS WILL NOT BE ACCEPTABLE FOR THIS PROCUREMENT

DLAD Procurement Notes Incorporated By Reference (NOV 2016) This solicitation incorporates one or more DLAD Procurement Notes by reference, with the same force and effect as if they were given in full text. The full text of DLAD Procurement Note may be accessed electronically at http://www/dla.

mil/HQ/Acquisition/Offers/eProcurement.aspx and via 'References' on the DIBBS homepage.

This solicitation is being issued under the First Destination Transportation (FDT) program. If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address, FDT will not apply and normal procedures should be followed.

For FDT program transportation requirements, see DLAD clauses 52.247-9059 F.o.b. Origin, Government Arranged Transportation and 52.247-9058, First Destination Transportation (FDT) Program -Shipments Originating Outside the contiguous United States (OCONUS).

Additional information about FDT can be found on the FDT website (http://www.dla.mil/FDTPI/).

211-9051 TIME OF DELIVERY - FIXED QUANTITY (JUNE 2015)

TIME OF DELIVERY FIXED QUANTITY

(a) Offers in response to this solicitation will be evaluated as specified in the solicitation. Delivery shall be offered in terms of a number of days after date of award. The number of delivery days required in this solicitation is calculated based on the Government’s planned need and customer requirements. Unless delivery is identified elsewhere in the solicitation as an evaluation factor, Offerors are encouraged to conform their delivery terms as closely as possible to the delivery days required, and there will be no evaluation preference, or penalty for faster delivery.

Offering a greater number of delivery days than the required delivery schedule may result in the offer not being considered, however the Government reserves the right to consider offered delivery times that exceed the number of delivery days required by the Government. Delivery is required by the Government in accordance with the following schedule:

Required delivery schedule Item number Quantity Within number of days after date of award 0001 28,800 Each 120 Days option 28,800 Each 120 Days

(b) The Government may elect to consider for award only those offers that comply with the required delivery schedule but reserves the right to consider offered delivery times that exceed the number of delivery days required by the Government. The Offeror may propose an alternative delivery schedule below. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

Offeror's proposed delivery schedule Item number Quantity Within number of days after date of award _0001____ 28,800 ________________________________________ _option___ 28,800 ________________________________________

(c) The Government will mail, or otherwise furnish to, the Offeror an award or notice of award not later than the day the award is dated. Therefore, the Offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the award or notice of award by adding: five calendar days for delivery of the award through the ordinary mails, or one working day if the solicitation states that the award or notice of award will be transmitted electronically. (The term "working day" excludes weekends and United States (U.S.) Federal holidays.)

215-9010 ALL OR NONE (REQUEST FOR PROPOSAL (RFP) ONLY) (SEPT 2015)

Insert the following text in solicitations on nonautomated procurements when all or none offers for an entire item quantity or for a group(s) of items is desired. The acquisition file must be documented to justify soliciting on and all or none basis. Solicitation form – Justification for Inclusion of All or None may be used for file documentation.

NOTE: Normally, reasons such as avoiding provisioning, multiple awards, etc., are not adequate justifications.

ALL OR NONE

(a) With respect to each item or group of items identified below, offers must be submitted for all items indicated.

No award will be made for less than the full requirements shown in this solicitation for these items or groups.

Group __________ Item Each CLIN is considered an item

(b) Any offeror offering less than all of the solicitation requirements of the indicated item or group of items may be precluded from consideration for award if the Contracting Officer elects to make an award without opening discussions.

(c) Offerors are cautioned that submission of an offer for selected item(s) within a given group is unacceptable;

offers must be for all item(s) within a given group. However, an offeror may submit an offer on any one or more groups.
