STATEMENT OF WORK-
CUSTODIAL SERVICES FOR DEFENSE LOGISTICS AGENCY ENTERPRISE
SUPPORT- EUROPE, KLEBER KASERNE FACILITIES
DESCRIPTION OF SERVICES
1.1 OBJECTIVE: The contractor shall accomplish all cleaning tasks to meet the completeness and quality set forth in this Statement of Work (SOW) and frequency requirements in the contract price schedule.
1.2 GENERAL SCOPE: The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to perform custodial services in Defense Logistics Agency Government buildings on Kleber Kaserne within the Kaiserslautern Military Community (KMC). The contractor shall continue to provide the quality of service with a consistent number of personnel available also during employee’s vacation and sick time. The work sites for performance of custodial services are listed below:
Building 3209, 3rd floor (Rooms 301-314),Hallway, Kitchen(Room 321) and two rest rooms Building 3227 – complete building Building 3228 – complete building Building 3229 – complete building Building 3230 – complete building
1.3 ROUTINE CLEANING TASKS: The contractor shall provide the following c leaning services:
1.3.1 Vacuum Area Rugs/Hallway Runners. The contractor shall vacuum all area rugs/hallway runners so that after vacuuming they are free of visible litter, dust, and soil. Any tears, burns, and raveling shall be brought to the attention of the Contracting Officer Representatives (COR) verbally or in writing, on the day they are noticed and prior to the departure of the contractor employees from the work site. The contractor shall move chairs, furniture, trash receptacles, and easily moveable items that weigh 22 pounds or less, or can be moved by one person, so that the area rug can be vacuumed underneath those items. All moved items shall be returned to their proper position upon completion of vacuuming services.
Vacuum cleaners shall offer high airflow, high efficiency particulate air filter (HEPA filter) and an adjustable rotating brush agitation for effective soil removal. Ineffective vacuums or damaged vacuums shall be removed from the Government installation and replaced with another equipment fully operational and meet the required standard. (This includes vacuums that are deemed ineffective due to broken or damaged hoses that are taped up). Custodial personnel must make every effort to minimize the generation of dust inside the buildings.
1.3.2 Vacuum/Clean Upholstered Furniture. The contractor shall vacuum/clean upholstered furniture, such as couches, chairs, etc., so that after vacuuming/cleaning they are free of visible litter, dust, sand, crumbs, and all other foreign debris.
1.3.3 Sweep Floors. The contractor shall sweep floor surfaces, using a dry dust mop, including corners, abutments, and base boards, so that after sweeping they are free of visible litter, dust, and foreign debris. The contractor shall have chairs, trash receptacles, and easily moveable items tilted or moved to sweep underneath. The contractor will dry sweep laminate and vinyl flooring as prescribed in the table of frequencies.
1.3.4 Wet Clean Floors. The contractor shall wet clean all accessible floor areas, using a damp (not wet) mop and oil soap. This service shall include corners and abutments so that after wet cleaning they have a uniform appearance and are free of boot marks, streaks, swirl marks, detergent residue, or any evidence of soil, stain, film debris, or standing water. The contractor shall have chairs, trash receptacles, and easily moveable items, furniture, etc., that weigh 22 pounds or less, or can be moved by one person, moved so that the floor can be cleaned underneath those items. This includes movement of rolling furniture. The contractor shall remove splash marks or mop streaks on furniture, wall baseboards, etc., or mop strands remaining in the area. Cleaning shall be done in accordance with applicable commercial safety standards. After completion of wet cleaning services, the contractor shall return all moved items to their proper position.
1.3.5 Trash Removal. Th e c on t r a c t o r s ha l l emp t y a l l wa s te r ecep ta c l e s i n c l ud i ng a l l san i t a r y napk i n c on ta i ne r , cardboard boxes, waste, and recycling containers weighing 22 pounds or less, inside and outside the building, shall be emptied and, if soiled, wet cleaned and supplied with a new plastic bag. For daily trash collection purposes only, trash bags shall be placed in the fenced area behind building 3229. Trash will not be deposited for any period of time in the front of any DLA facility. Trash shall be transported to waste containers on the same day it is collected. Regular and recyclable trash shall be disposed of in the nearest outside recycling center (Kleber Kaserne) or applicable recyc l i ng/ t rash dumpster i n accordance wi th the most cur rent c i ty l aw/regulat i on ent i t l ed “KREISLAUFWIRTSCHAFTS- UND ABFALLGESETZ – KrW-/AbfG - vom 27. September 1994, BGBI I S.2705, Ausgabe vom 24. Februar 2012, BGBI I S.212, in Kraft eff.

All trash will be disposed of on the same day collected from the facilities during recycle center operation hours. The recycling center located on Kleber Kaserne operates Monday through Friday 0900-1200 and 1300-1700 hours. The recycling center is closed on the weekends, Local National and American holidays.
1.3.5.1 Emptying of outside waste containers. All outside trash containers shall be emptied and plastic liners shall be replaced. If the receptacle is soiled, it shall be wet cleaned. All waste collected in the outside trash containers is considered "Restmuell" (residual waste) and shall be disposed unsorted.
1.3.5.2 After trash collection service for normal and recyclable trash, all articles pertaining to "trash" shall be removed and cigarette butt receptacles shall be clean and at their original positions. Sand urns and cigarette butt receptacles shall be free of smoking materials. Waste receptacles shall have clean liners. All trash shall be deposited in appropriate US Government furnished waste containers at the outside trash collection points and/or recycling centers for normal and recyclable trash.
1.3.6 Kitchen Cleaning. The contractor shall clean daily all tables, lockers, chairs, window sills, counter tops, back splashes and sinks, so that after cleaning they are free of grease, stains, dust and any other residue. The contractor shall empty the trash cans of each kitchen on a daily basis. The contractor shall sweep and mop kitchen floors (MO, WE, FR) in the same manner prescribed for office floors. Clean rags/mops shall be used for all these areas. Cleaning rags/mops and mop water that are used for this cleaning shall not be used anywhere else.
1.3.7 Clean Restrooms and Showers. Prior to the commencement of cleaning services, the contractor shall display caution signs, which warn about the ongoing cleaning. Signs shall be in English and German languages and shall be removed upon completion of cleaning services. The contractor shall provide a sample caution sign at the pre-performance conference for government approval. The contractor shall remove film, dirt, smudges, stains, water spots, soap, and foreign matters from showers, shower basins, dispensers, benches, tiled wall surfaces, baseboards, floors, window sills, door grids, and rubber floor mats. After cleaning, all surfaces shall be free from film, dirt, smudges, water spots, soap, and foreign matter, shall be clean/disinfected and have a uniform appearance with no streaks or swirl marks.
1.3.8 Clean Restroom Surfaces. The contractor shall clean all surfaces of entrance doors, partitions, partition doors, stalls, stall doors, woodwork, washable wall areas to include window sills, and door grids. After cleaning service is completed, all surfaces shall be clean and free of foreign matter and shall have a clean and uniform appearance.
1.3.9 Clean Toilet Fixtures and Scale Toilet Bowls and Urinals. The contractor shall clean all toilet fixtures to include toilet bowls, urinals, toilet seats, wash basins, and dispensers. The contractor shall scale toilet bowls, urinals, seats, wash basins, and dispensers. After cleaning and scaling services are completed, all surfaces shall be clean and free of streaks, stains, scale, scum, mineral and urine deposits, rust stains, and foreign matter. Cleaning rags/mops used on toilets and urinals shall not be used anywhere else. The Contractor shall, after the cleaning service disinfect all surfaces of sanitary fixtures including, but not limited to, lavatories, wash sinks, toilet bowls, toilet seats, urinals and sanitary napkin containers. After disinfecting, surfaces shall have an odor of the disinfectant present. Materials used as disinfectants shall be only those materials complying with the environmental standards of Germany.
1.3.10 Sweep and Wet Clean Restrooms & Showers. The contractor shall sweep restroom floors so they are free of visible litter, dust, and foreign debris, then wet clean the entire floor surfaces, including corners and abutments (Daily). After wet cleaning the floor surfaces, they shall have a uniform, glossy appearance and shall be free of streaks, swirl marks, detergent residue, or any evidence of soil, stains, film, dirt, dust, or standing water. Splash marks shall have been removed from walls, doors, baseboards, etc. No mop strands shall remain in the area. Clean rags/ mops shall be used for all these areas. Cleaning rags/cloths and mop water that are used for this cleaning shall not be used anywhere else.
1.3.11 Supply Restrooms. The contractor shall supply toilet areas with toilet paper, hand towels, liquid soap, trash can liners and toilet brush sets. Upon completion of services, toilets are supplied/stocked so that sufficient supplies are available at all times. Liquid soap will only be provided to permanently installed dispensers. Material shall meet or exceed the quality of the items indicated by the following specifications:

1.3.12 Clean Mirror and Mirror Lights. The contractor shall clean all mirrors, mirror lights and adjacent trim in rest rooms, shower and locker rooms so that after cleaning there shall be no traces of film, dirt smudges, water, or foreign matter.
1.3.13 Floor Drains. Accessible floor drains in restrooms-and shower rooms shall be cleaned of all foreign materials and flushed with fresh water during performance of floor cleaning. Each Friday, the contractor will pour an adequate amount of water in the drain (where available/applicable) to bring the water level to 1 inch below the drain top.
1.3.14 Dusting. The Contractor shall perform dusting of cabinet tops, electrical conduit and window sills, so that after dusting all dust, lint, litter and dry soil shall be removed from surfaces of desks/tables, chairs, file cabinets and other types of office furniture and equipment, ledges, window sills, hand rails, radiators. The Contractor shall not dust typewriters, business machines, computers and printers and equipment of similar nature.
Dusting is required in the following locations: (Conference/Training/VTC Rooms)

1.3.15 Water Coolers. The contractor shall clean all surfaces of the water cooler so that after cleaning they are free from streaks, stains, spots, scale, and other obvious soil and foreign matters. The contractor shall also empty and clean the reservoirs on all water coolers. Any broken or defective fountains shall be reported to the COR. Clean rags/cloths shall be used for each time the fountains are cleaned.
1.3.16 Radiators. The contractor shall clean radiators so that after cleaning they are free of all dirt, dust, sediment, spider webs, and stains.
1.3.17 Interior Glass Cleaning. The contractor shall clean all glass partitions, interior/exterior glass doors and frames, display cases, directory boards, mirrors and adjacent trim so that after cleaning, the surfaces shall not contain any traces of film, dirt, smudges, water, or other foreign matter. On a weekly basis, the contractor shall clean all interior sectional and exit doors including glass and frames, handrails, and the interior side of the glass of the stair railing, display cases and directory boards.
1.3.18 Spot Cleaning. The contractor shall perform spot cleaning as required, so that after cleaning all washable surfaces of walls, partitions and doors have a clean, uniform appearance, a r e free of smudges, fingerprints, streaks, spots, soil, oil, grease, graffiti, discoloration, and other evidence of removed soil. The contractor shall clean brass hardware, and other metal on doors with a suitable cleaning solution. All cleaning materials shall have been removed from adjacent surfaces.
1.4 PERIODIC CLEANING TASKS: The contractor shall provide periodic services as described below. The contractor shall coordinate periodic cleaning services with the COR in advance. After completion of any periodic service in a single building, the contractor shall obtain the signature of the COR no later than the next workday verifying that the periodic cleaning service was performed. The contractor shall provide the periodic services as required or semi-annually at six month intervals. The cleaning schedule for periodic services shall be coordinated with the COR.
1.4.1 Clean Windows. Windows are the glass surfaces that are an integral part of the outer wall of the building, to include the interior of the windows. After windows have been cleaned, frames, casings, folds, sills, and glass surfaces shall be free of all traces of film, dirt, smudges, water and other foreign matter.
1.4.2 Stripping & Waxing of Floors and To Shampoo Carpets. The contractor shall maintain all polyvinylchloride, rubberized flooring, natural stone, ceramic, wooden and laminate floors. All wooden and laminate floors shall be cleaned in accordance with manufacturer’s di rect ions. Polyvinylchloride and rubberized flooring will be cleaned and waxed using an electric buffing machine. After floor maintenance, the floors shall have a glossy appearance and shall be free of scuffmarks, heel marks, and other stains and discoloration. The contractor shall remove floor finish solutions from baseboards, furniture, trash receptacles, etc. The contractor shall move all easily moveable items, items weighting 22 pounds or less, or items that can be moved by one person, (e.g. trash receptacles, and chairs, to provide floor maintenance, and return all moved items to their proper position when cleaned floor surface is dry). The contractor shall not apply floor finish to surfaces that have not been cleaned. This service shall be performed after duty hours on weekends and shall be coordinated with the COR prior to performance.
1.5 EMERGENCY SERVICES: The contractor shall respond as described below to emergency custodial services as a direct result of flooding, sewage leakages, employee illness, vandalism, or other similar emergency situations. Services shall be performed during regular US Government working hours between 07:30 and 16:00 hrs only.
Emergency services may consist of a variety of cleaning services described in this Statement of Work.
1.5.1 The contractor shall respond to an emergency call (verbally or via e-mail) within 30 minutes, either performing on the spot custodial service or providing a firm execution schedule as coordinated with the COR and the Contracting Officer.
1.5.2 The contractor shall report, in writing, to the COR and the Contracting Officer no later than 3 calendar days after completion of emergency services, the number of hours consumed for the performance of the service.
1.6 ONE-TIME/ON-CALL SERVICES: The contractor shall respond as described be paragraph 1.6.1 and 1.6.2 to one-time/on-call cleaning services upon request by the Government. Cleaning services may consist of a variety of the cleaning services described in this Statement of Work (SOW).
1.6.1 One-time cleaning services will be requested in writing a minimum of 2 calendar days in advance.
1.6.2 Upon performance of one-time/on-call cleaning services, the contractor shall report, in writing, the completion of the work to the COR the next US Government workday. Compensation for one-time cleaning services will be at the square meter rate for each service specified in the pricing schedule.
1.7 CLEANING OF SECURE AREAS: The contractor shall coordinate scheduled cleaning of secure areas and will instruct cleaning personnel that they must remain under escort at all times while in secure areas. Cleaning of secure areas requires a pre-established t i m e schedule. The COR/Contracting Officer will coordinate this cleaning schedule with the contractor prior to performance of this contract.
1.8 WAITING TIME: Based on security upgrades, the contractor may encounter waiting time for installation entry or access to buildings covered by this contract. The contractor shall report, in writing, the amount of waiting hours to the COR on a monthly basis, no later than the 1st working day of the following month. Reported hours will be used as a basis for compensation.
SECTION II- SERVICE DELIVERY SUMMARY (SDS)
2.0 THE SERVICE DELIVERY SUMMARY (SDS). The SDS lists the SOW performance objectives for custodial services, the standard of performance that the government will expect. Re-performance of unacceptable tasks is the preferred course of action, however, the government reserves the right to determine performance unacceptable without requesting re-performance. If re-performance is not requested or cannot be done, the government will make reductions or withholdings on invoice payments as described in paragraph 4.9.1 and 4.9.2.
The contractor shall only invoice and get paid for acceptable/satisfactory tasks performed.
2.1. The SDS indicates the services required and the satisfactory performance level required of the contractor. The Government expects the contractor to perform at the satisfactory level throughout the life of the contract.
2.2 The quality of the contractor's performance will have a significant bearing: (1) on the Government's decision to exercise an option and (2) on determining a contractor's past performance rating when deciding whether to award it future Government contracts.

SECTION III- GOVERNMENT FURNISHED PROPERTY/SERVICES
3.0 The Government shall provide the contractor storage space as listed in 3.1.
The contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work period, all government facilities shall be secured. No alterations to the facilities shall be made without specific written permission from the Contracting Officer. The contractor shall return the facilities to the government in the same condition as received, fair wear and tear and approved modifications a r e a c c ep t ed . Government facilities shall only be used in performance of this contract. The Government, at no cost, will furnish water, sewage, and electricity. It is the contractor's responsibility to ensure they have water in areas without water, and provide proper disposal of waste from cleaning in accordance with hazardous materials disposal guidance made available in United States Army Europe (USAREUR) Regulation 200-1, Environmental Protection and Enhancement Program.
The Government advises that water, for the purpose of wet cleaning floors, is not available on each floor of each facility. The contractor must ensure that employees are capable of carrying containers appropriate for wet cleaning floors up and/or down flights of stairs.
3.1 STORAGE SPACE: The Government will furnish the contractor the following areas as indicated in 3.1.1:
3.1.1 For the purpose of storing contractor supplied items, storage rooms will be made available to the contractor. The contractor shall be responsible for maintaining order and cleanliness in the storage spaces and will ensure that only clean, non-combustible products are stored. Mops used in cleaning will be stored clean. The contractor may place contractor provided lockers/cabinets in the storage areas after coordination with the COR. The contractor shall refrain from storing any items in any other location in any DLA facility other than as listed below:

STORAGE LOCATIONS
4.0 CONTRACT MANAGER AND ALTERNATE: The contractor shall provide a contract manager and alternate who shall have full authority to act for the contractor in all contractual matters, and is responsible for the performance of the work under this custodial contract.
The name of the contract manager and the alternate, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. The contractor shall notify the contracting officer of any change in contract manager or alternate within 24 hours of the change. The contract manager or alternate shall be available Monday through Friday during normal duty hours, 0730-1600 hrs., via telephone and e-mail. Automated answering machines and non-personal answering services are not acceptable. The contract manager and alternate shall be able to read, speak, and write English at a professional level.
4.1 KEY PERSONNEL: Key personnel are defined as personnel having supervisory or administrative duties in performance of this custodial contract, where reading, understanding, writing and verbal communication are integral parts of an employee's duties. The employee must be able to read, speak, and write English at an adequate level unless designated otherwise.
4.2. EMPLOYEE IDENTIFICATION AND UNIFORMS: All contractor employees shall wear contractor provided name badges and uniforms at all times during performance of this contract.
The uniform shall have the contractor's name on it. The contractor shall provide a sample badge and sample uniform at the pre-performance conference for government approval.
4.3. CONTRACTOR ACCESS TO ARMY INSTALLATIONS: Within 15 calendar days following contract award, the contractor shall request installation and vehicle passes for all contractor personnel who make frequent visits to or perform work in the buildings cited in the contract.
Contractor personnel are required to wear or prominently display contractor furnished identification badges while visiting or performing work on the installation.
4.3.1 The contractor shall provide a Personal Data for Installation Pass worksheet with each pass request. A sample form will be provided to the contractor by the COR. The contractor shall be responsible for reproducing copies of the worksheet for their own use. This pass request shall be supported with a valid Police Conduct Certificate (Polizeiliches Führungszeugnis) for all employees assigned in the performance of the contract. For other than German national employees, a resident permit and work permit (if applicable) shall be attached to the pass request. A copy of the personal identification document (Personalausweis or Reisepass) shall be attached to the pass request. The Police Conduct Certificate shall not be older than 12 months of date of submission of the listing. The contractor shall submit to the COR a pass request for each employee involved in the performance of this contract. The pass request will be screened by the COR and forwarded for processing. The contractor is required to comply with USAREUR Regulation 604-1, Personnel Security Screening, Army in Europe (AE) Regulation 190-13, The Army Physical Security Program, and AE Regulation 190-16, Installation Access Control. In case of questions concerning the regulations, the contractor shall contact the COR. The Simply Security Check Questionnaire and the Declaration of Consent to a Simply Security Check must be filled out and signed by the contractor, the contractor employee and, as applicable, the employee's spouse, registered partner or cohabitant.
4.3.2 All installation pass applicants for the Kaiserslautern area must register in the Installation Access Control System (IACS), Pulaski Barracks, Building 2932, Room 101, having the proper information readily available.
4.3.3 During the performance of the contract, the contractor shall be responsible for requesting and obtaining required identification for newly assigned personnel prior to start of work assignment. The contractor shall be responsible for returning credentials and vehicle passes for any employee who no longer requires access to the work site within 15 work days.
4.3.4 Restricted/controlled area access. When work under this contract requires escorted Entry to controlled or restricted areas, the contractor shall comply with the standards given by the COR.
4.3.5 Within 15 work days upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure all base i d e n t i f i c a t i o n passes issued to employees and subcontractor employees are returned to the issuing office.
The final invoice for payment will not be processed before return of all passes and credentials.
4.3.6 Prior to submitting an invoice for final payment, the contractor shall obtain a clearance certificate from the issuing office which states all base identification passes have been turned in, accounted for, or transferred to a follow-on contract. This certification shall be submitted to the contracting officer prior to submission of the final invoice for payment.
4.3.7 Failure to comply with these requirements may result in the government withholding final payment from the contractor.
4.4 QUALITY CONTROL: The contractor shall develop and maintain a complete Quality Control Plan
(QCP) to ensure services are performed in accordance with the Statement of Work. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective/unacceptable services. As a minimum, the contractor shall develop quality control procedures addressing the areas identified in Section II, Services Delivery Schedule. The description shall include specifics as to the areas to be inspected on both a scheduled as well as unscheduled basis, frequency of inspections, submission quality control inspection schedule, and the title and organizational placement of the inspectors. One copy of the Contractor's Quality Control Plan shall be provided to the contracting officer not later than the pre-performance conference for approval.
An updated copy must be provided to the contracting office within 15 working days after changes occur.
4.5 QUALITY ASSURANCE: The Government will appoint a COR to monitor performance and ensure services are received and acceptable in accordance with the Statement of Work. The COR will evaluate the contractor's performance through periodic on-site inspection of the contractor's quality control program and receipt of complaints from building personnel. The Government may decrease the number of quality assurance inspections if contractor performance dictates. The government will also receive and investigate complaints from various customers located in the building where the contractor performs the service, however the COR and Cont ract ing Of f i cer shall make the final determination of the validity of customer complaints in cases of disagreement between contractor and complainant.
4.5.1 On-site records of all inspections conducted by the contractor and necessary action taken shall be maintained. This documentation shall be made available to the Government during the term of the contract and for the period after contract completion until final settlement of any claims under this contract.
4.5.2 A work scheduling system based on the services indicated in SDS shall be made available to the Government.. A copy of the approved work schedule, complete with the Contractor' s and the COR phone numbers and e-mail addresses, for the respective building shall be posted in the restroom of each building. The contractor shall post and maintain in restrooms, a control sheet of custodial services indicating date, time, name and signature of contractor's employee verifying services performed.
4.5.3 Performance Evaluation Meetings. The Contracting Officer may require the contract manager to meet with the contracting officer, COR and other personnel as deemed necessary.
The contractor may also request a meeting with the contracting officer when the contractor believes that such a meeting is necessary. Written minutes of all meetings shall be documented and signed by the contracting officer. Meeting minutes shall be distributed to all attending parties.
If the contractor does not concur with any portion of the minutes, such non concurrence shall be provided in writing to the contracting officer within 10 calendar days following receipt of the minutes.
4.6.1 Government Remedies. Re-performance is the preferred course of action for the government to satisfy performance requirements; however, the government reserves the right to determine performance was unacceptable without requesting re-performance. Tasks re-performed in an acceptable manner do not count against the performance thresholds set forth in the SDS. For services not performed at all or unacceptable service not meeting the performance thresholds of the SDS, the COR shall coordinate a deduction with the contracting officer and the contractor. The contractor shall only invoice and get paid for acceptable/satisfactory tasks performed.
4.7 HOURS OF OPERATION: The contractor shall establish a work schedule including all required cleaning services for each building and shall post this schedule (and any changes).
The work schedule shall include a sign-in sheet. The contractor shall provide copies of the schedule to the COR a n d C o n t r a c t i n g O f f i c e r at the pre-performance conference and thereafter, whenever a change occurs. All custodial services performed under this contract shall be completed between the hours of 07:30 through 11:30 hrs., Monday through Friday.
4.7.1 Holidays. The contractor is not required to provide services on local national and US government holidays. When a service is required three times per week or less and the time for the service falls on a holiday, the work shall be accomplished on the day following or preceding the holiday.

The contractor shall submit the invoice, no later than the 3rd working day of the month following the performance period, utilizing the Wide Area Work Flow (WAWF) system.
4.9.1 Any non-payments or withholdings for unacceptable performance shall be evaluated from the contractor billing for the month in which the contracting officer makes the determination that a reduction is appropriate, regardless of the period in which the performance occurred. Payment reductions or withholding shall be reflected in the COR’s monthly receiving report. The reduction amount shall be coordinated with the contractor.
Only acceptable services within the performance thresholds shall be invoiced in accordance with section II, SDS, paragraph 2.0.
