FIRST ARTICLE – CONTRACTOR TESTING – DCMA DELEGATION

Notice to Contractor: The Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO) is delegated the authority to approve/disapprove the First Article Test Report submitted in accordance with the requirements in this contract. Any reference to the Contracting Officer as it relates to submission of and approval/disapproval of the FAT Report shall be deemed to mean the DCMA

ACO.

Notice to ACO: The DCMA ACO shall forward a copy of the First Article Test Report and the DCMA ACO’s letter of approval/disapproval to the Contracting Officer at the buying activity and to the address identified in FAR Clause 52.209-3(b).

Offerors are encouraged to submit price break information with their quotes. Solicitations which are manually evaluated and awarded at increased quantities may be awarded based on the price break information submitted with the offeror's original quotation without further solicitation or discussion.

If you anticipate quoting on a solicitation after the closing date, please submit a DIBBS quote with a bid type of “No Bid” and place an anticipated quote date or the reason you are not willing to quote. This does not prevent you from submitting an actual quote on DIBBS at a later date. It will overlay your previous no quote. This informs buyers of your intention to quote and prevents multiple calls for updates and cancelling of requirements assumed to be non-procurable due to no quotes/sources. The submission of an anticipated quote date does not preclude DLA from making an award to another acceptable timely offer.

First article testing shall be conducted IAW applicable drawings and drawing notes, specification, engineering instructions and specific requirements set forth in the contract. Additionally, 100% dimensional characteristics check shall be performed and results provided to the contracting officer. The first article offered must be manufactured at the facilities in which production quantities are procured under the contract. Contractor shall provide a statement along with objective evidence that test and production items meet the material and process requirements of the contract. If applicable, DD form 1423 documentation shall be provided as required. Unless F.A.T sample(s) is degraded or destroyed in testing or submitted for government fit, form, function verification (when specified by contract), the F.A.T. samples(s) may be deliverable with the last production run of the contract.

Additional Wide Area Workkflow (WAWF) instructions for contractor first article test CLIN: The contractor shall code the receiving report for contractor first article test CLIN in WAWF as follows: Inspection at origin (source)- Enter the DCMA DODAAC listed on page 1 of the contract.

Acceptance at destination- Enter the issue by office DODAAC listed Ship to code- Enter the issue by office DODAAC listed on page 1 of the contract.

NOTE: A STABLE BASE DRAWING FORMS A PART OF

THE DATA PACKAGE REQUIRED FOR PERFORMANCE AND

AS SUCH WILL BE FORWARDED TO THE SUCCESSFUL

OFFEROR WITHIN 30 DAYS AFTER AWARD OF THE

CONTRACT.

IF THE STABLE BASE DRAWING HAS NOT BEEN

RECEIVED WITHIN 30 DAYS AFTER AWARD, NOTIFY THE

PROCUREMENT CONTRACTING OFFICER.

SPECIAL INSTRUCTIONS:

WHEN THE USE OF STABLE BASE DRAWINGS ARE

REQUIRED, THE FOLLOWING SHALL APPLY:

A: STABILIZE BY ALLOWING THE STABLE BASE

DRAWING TO REST FLAT AND UNRESTRAINED ON A FLAT

SURFACE OVERNIGHT AT ROOM TEMPERATURE PRIOR TO

USE.

B. DO NOT STRETCH OR OTHERWISE APPLY STRESS.

C. CHECK THE DIMENSIONAL ACCURACY OF THE GRID

LINES. THE DIMENSION BETWEEN ADJACENT GRID

LINES MUST BE WITHIN (+,-) 0.005 INCHES. THE

GRID LINES SHALL BE MEASURED VERTICALLY,

HORIZONTALLY AND DIAGONALLY, TO INSURE THAT THE

GRIDS ARE WITHIN THE TOLERANCE OF (+,-) 0.005

INCHES. THE TOLERANCE IS ACCUMULATED OVER THE

LENGTH AND WIDTH OF THE STABLE BASE DRAWING.

D. TRAMMEL POINTS SHALL BE MEASURED TO WITHIN

CENTERLINE 0.010.

E. WHEN ROLLING STABLE BASE DRAWINGS, DO NOT

ROLL LESS THAN 3 INCHES IN DIAMETER.

F. IF THE ABOVE TOLERANCE POINTS PROVE TO BE

INACCURATE, RECORD THE DISCREPANCIES

IMMEDIATELY AND NOTIFY IN WRITING THE

ADMINISTRATIVE CONTRACTING OFFICER (ACO).

G. THE CONTRACTOR WILL BE ADVISED AT TIME OF

ISSUANCE OF THE STABLE BASE DRAWING WHEN ITS

RETURN IS REQUIRED. WHEN SO ADVISED, THE

CONTRACTOR WILL:

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
