Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.

The overall cost to the Government will be fair and reasonable. In accordance with FAR 15.404, it is anticipated that negotiations will be conducted using information other than cost and pricing from the contractor. Through pricing analysis using available information and approved pricing techniques that will support the contracting office in making a determination that the price paid to the contractor is fair and reasonable to the Government.
