GENERAL INFORMATION

A.1 OVERVIEW

A.1.1 The F108 Workload Augmentation acquisition described shall supplement continued organic engine production at United States Air Force (USAF) Oklahoma City Air Logistics Center (OC-ALC). Primarily due to poor material supportability, organic production has not met remanufacture objectives and despite multiple contract efforts to improve support, production continues to lag. As such, the acquisition herein seeks to establish a temporary augmentation to organic support with commercial sources to improve whole engine overhaul output and also, re-energize the industrial base for the remanufacture of this engine. This strategic long-term contract will ensure F108 production supportability is maintained which in-turn will enhance War Readiness Equipment (WRE) availability.

A.1.2 The F108 whole engine remanufacture results in the engine overhaul from an F108-100 to F108-100A in accordance with the technical requirements specified herein.

A.1.3 This solicitation is for a FAR Part 12, Indefinite Delivery, Indefinite Quantity contract and a limited competition acquisition with USAF approved sources CFM International (CFMI) and Lockheed Martin Commercial Engine Services (LMCES).

A.2 Period of Performance

The resulting contract shall establish Firm Fixed Pricing for the one-year base period and four one-year option periods, to be exercised at the discretion of the Government. The total period of performance shall not exceed five years.

A.3 FOB Point

Ready for issue remanufactured engines shall be FOB Destination.

A.4 DCMA Administration

A.4.1 DLA Aviation shall retain administration of the Basic contract. However, the cognizant DCMA office of the awardee(s) shall be delegated the administrative functions listed below for all delivery orders issued for the F108 Workload Augmentation requirement as detailed herein.

A.4.2 Contract administration functions for the F108 Workload Augmentation delivery orders shall reside with the cognizant DCMA office of the awardee. All Government Contract Quality Assurance (GCQA) to include quality surveillance, and inspection & acceptance or remanufactured engines shall reside with the DCMA Quality personnel assigned to the Contractor’s(s’) facility.

A.5 Delivery

The Government’s requested delivery is 90 days from receipt of an F108 engine carcass, however, delivery shall be negotiated.

B.2 While the Government acknowledges the FAR Part 12 nature of the acquisition, offerors shall provide unit price build up details to ensure a fair and reasonable price determination can be made. This build up may include, but is not limited to: (1) the offeror’s bill of materials for the Quick Engine Change (QEC) kit and all parts identified for replacement within the SOW at Section C and attached technical data (e.g., TC/TOs, Service Bulletins, etc.) and (2) costs for remanufacture labor, testing, etc., or service fee.

B.3 Over and Above (O&A) may apply during contract performance. As described at C.2.2 below, O&A may apply due to unanticipated maintenance costs discovered during the overhaul process of an engine. O&A includes maintenance and/or material replacements not identified within the SOW and associated technical data at time of proposal and contract award.

B.3.1 The Contractor shall advise the DLA POC and USAF Engineering of all unanticipated maintenance costs for disposition and pricing requirements for evaluation against CLIN 0002 under the contract.
