About this file
This document is an amendment to a solicitation for F108 engine workload augmentation services. The amendment clarifies and changes government requirements for overhauling F108 engines to supplement organic production at the Oklahoma City Air Logistics Complex. Key details include upgrading small tip fuel nozzles to large tip nozzles during overhaul if required, pricing remanufacturing or repairing shipping trailers as a separate CLIN, and clarifying that improving support for war readiness engines is a strategic goal. The document also replaces sections of the solicitation related to program management reviews, past performance references, and definitions of acronyms.

Section A
A.1 OVERVIEW
A.1.1 The F108 Workload Augmentation acquisition described shall supplement continued organic engine production at United States Air Force (USAF) Oklahoma City Air Logistics Center (OC-ALC). Primarily due to poor material supportability, organic production has not met remanufacture objectives and despite multiple contract efforts to improve support, production continues to lag. As such, the acquisition herein seeks to establish a temporary augmentation to organic support with commercial sources to improve whole engine overhaul output and also, re-energize the industrial base for the remanufacture of this engine. This strategic long-term contract will ensure F108 production supportability is maintained which in-turn will enhance War Readiness Engines (WRE) availability.

Section C
C.1.2.5.19 All engines with more than 6000 Engine Operating Time (EOT) shall have fuel nozzles cleaned and flow checked.
C.1.2.5.20 All engines received with small tip fuel nozzles installed shall have large tip fuel nozzles installed during overhaul (post 91 configuration). Small tip fuel nozzles removed during overhaul shall be returned to the government supply condition code “F” repairable. The contractor shall be responsible to procure the large tip fuel nozzles required for the upgrade to the post 91 configuration.

The USAF does not anticipate the contractor will receive engines for overhaul requiring fuel nozzle upgrades. However, in the event the replacement action is required, the effort is subject to a pricing action under CLIN 0002 of the contract and thus, shall not be included in the FFP at CLIN 0001.
C.1.2.17 Shipping and Transportation: The contractor shall ship or transport applicable assets as appropriate in order to have the assets available to support the customer’s operational requirements and IAW the contract. The contractor shall not destroy reusable shipping containers, and will reuse them for return shipment. Engines must be shipped on a serviceable engine trailer IAW applicable technical data. The Engines shall be properly prepared and shipped IAW T.O. 2J-1-18, and T.O. 00-85-20. Contractor is responsible for remanufacturing/returning damaged engine shipping trailers to serviceable condition IAW applicable technical data. Remanufacture/repair of shipping trailers is subject to pricing under CLIN 0002 of the contract and thus, shall not be included in the FFP at CLIN 0001. The Contractor shall meet negotiated delivery schedule.
C.6.0 Program Management Reviews (PMR)
PMRs shall occur at a minimum on an annual basis and may be more frequently during the contract implementation to provide assurance to the USAF of successful execution. The intent of the PMR is to monitor and assess contract performance against contract objectives and defined contract requirements, and to coordinate responses and foster solutions to challenges encountered during and after contract implementation.
If Contractor performance warrants it, the PCO may expand the PMRs to semi-annually and shall provide the Contractor written notification no later than 45 days prior to the next scheduled PMR. If performance warrants it, the PCO or Contractor can reinstate the original PMR requirements at the conclusion of a semi-annual PRB. Less formal in-process meetings, occurring telephonically, are anticipated to occur throughout the contract term, as necessary.
PMRs shall be held in-person, if possible, at predetermined locations. In general, the Contractor shall host the PMR at their remanufacture facility, where contract performance takes places.
