SPE1C1-19-R-0022 Fixed Qty. ESAPI Synopsis

This acquisition is for the manufacture and delivery of the Enhanced Small Arms Protective Insert (ESAPI). The planned award will result in a Firm Fixed Price, Fixed Quantity type contract for a total of 179,200 ESAPI Size Medium, NSN: 8470-01-520-7373.

A Best Value, Subjective Trade-Off Source Selection procedures will be utilized to evaluate proposals.

Evaluation factors will include: PASSING BALLISTIC AND NON-BALLISTIC TEST RESULTS (Pass/Fail Evaluation) in accordance with CO/PD 04-19 Rev J dated 1 October 2018; and BEST

DELIVERY SCHEDULE.

Technical Factor of Passing Ballistic and Non-Ballistic Test Results: Offerors shall provide passing ballistic test results in accordance with CO/PD 04-19 REVJ dated 1 October 2018. Offers shall provide passing non-ballistic test results in accordance CO/PD 04-19 REVJ dated 1 October 2018. The ballistic tests must be performed by either a National Institute of Justice (NIJ) Certified Laboratory or Department of Defense Laboratory (ex. Aberdeen Test Center). The non-ballistic tests must be performed by Aberdeen Test Center. Any ballistic and non-ballistic test reports not meeting the criteria specified above will not be considered valid and will not be evaluated under this evaluation factors. Offers will be rated on a pass/fail basis. Any deviation from the above testing requirements or procedures as set forth in CO/PD 04-19 REVJ dated 1 October 2018 will result in an overall failure for this technical factor.

Contractors that pass this evaluation factor will be further evaluated under the remaining evaluation factors. Contractors that do not pass this evaluation factor will not be evaluated further under any of the other evaluation factors.

Evaluation Factor of Best Delivery Schedule: Offerors are encouraged to provide their best accelerated schedules detailing production lead-times and specific incremental delivery information, along with any specific conditions required by the offeror to meet those schedules. The government will consider making several awards to obtain the best overall delivery starting with offers providing the most advantageous option; even if those schedules are not for the full amount solicited. Proposals should clearly identify what portion of the requirements the proposed unit prices are applicable to and further state whether prices would differ if a lesser quantity was awarded to that proposal. By submitting an offer under this solicitation, a vendor agrees to accept a contract for a quantity less than the full amount of the requirements. Therefore, proposals should indicate the company’s minimum production quantity.

All responsible sources may submit a proposal which shall be considered by the Agency.

The estimated release date of the solicitation is January 2019.

Deliveries will be made to Third Party Logistics (3PL) location at Travis Association for the Blind in Austin, TX.

Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.

Solicitation will be posted on https://www.dibbs.bsm.dla.mil/ Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM).

3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address

SPE1C1-19-R-0022 Fixed Qty. ESAPI Synopsis of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).

The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
